About this file
This is a Questions and Answers document for Navy federal contract N0018926QL126 addressing clarifications on solicitation requirements for construction site security services.
The contract involves providing a contractor-supplied Security Operations Center (SOC) that also functions as the Access Control Facility (ACF). The SOC must be a rigid, hard-sided, climate-controlled structure with a minimum 160 square feet (8' x 20') footprint accommodating linear throughput design with an uncleared entry zone, central screening chokepoint, and secure exit. Electrical power for lighting, administrative functions, air conditioning, CCTV/monitors, and potential walk-through metal detectors is available from the on-site General Contractor, located approximately 100-200 yards from the SOC placement area. The facility includes one pedestrian entrance through the SOC/ACF and one Sally Port for vehicle access. The Security Contractor is responsible for providing the ACF/SOC setup and removal, with the General Contractor assisting with electrical connections. Ad-hoc Saturday work is estimated at 15% of Saturdays during the performance period. Security personnel clearance requirements have been updated: the Site Security Manager (SSM) requires TS/SCI clearance, and Construction Surveillance Technicians (CSTs) require Top Secret minimum clearance per ICD 705 requirements (non-SCI). Resumes are not required at submission; contractors must provide employee information including clearance status and training certifications as needed. Screening technology is not government-specified; vendors propose solutions based on business judgment. The Security Contractor must install an Intrusion Detection System for a Secure Storage Area (CONEX box) located approximately 50 feet from the SOC, conduct Sound Transmission Class testing, and implement the Construction Security Plan. The vendor must possess required facility clearance and the government will not sponsor reinstatement. Additional contract documents including the Construction Security Plan and appendices are available upon request from identified government contacts.

N0018926QL126 Q&A
1. The solicitation notes that the contractor is responsible for providing its own suitable Security Operations Center (SOC) on the construction site. Could the Government clarify if there are specific physical footprints, for the contractor provided SOC? electrical capabilities, or hookup locations reserved for the contractor-provided SOC?
Answer: Specific Physical Footprint: The SOC must be a rigid, hard-sided, and climate-controlled structure (e.g., modular trailer or modified ISO container) with a minimum footprint of 160 square feet (8' x 20'). The footprint must be large enough to physically accommodate a linear throughput design consisting of an un-cleared entry zone, a central screening chokepoint, and a secure exit door leading directly into the controlled construction footprint.
Electrical Capabilities: The General Contractor on-site has power available for hookup to SOC. Power requirement is assessed as lighting, basic Administrative (PCs, Printer) functions, A/C, CCTV /monitors, and a possible Walk-through Metal Detector (WTMD), if deemed necessary.
2. How far from where the contractor can place the SOC are the utility hookup locations?
Answer: Roughly 100-200 yards.
3. Is the intention of the SOC to also be used as the Access Control Facility (ACF), or will a separate ACF be required as well?
Answer: Yes, only one facility is required. SOC and ACF are synonymous.
4. For pricing purposes how many ad-hoc Saturday's will the team need to work?
Answer: Unknown at this time. Estimate 15% of Saturdays during the period of performance.
5. States SSM shall have a Secret Clearance. Since the SSM serves as the primary point of contact for SCIF security and builds a TS/SCI clearance is universally expected by federal agencies. Please confirm only a Secret clearance is required?
Answer: Updated PWS and draft DD254 document to reflect TS/SCI clearance level.
6. States the CST Lead and CSTs shall have a Secret clearance. Per the ICD 705 Technical Specifications require CSTs hold a Top Secrete clearance. Please confirm if a Secrete clearance for the CSTs is correct?
Answer: Updated PWS and draft DD254 document to reflect TS/SCI clearance level.
7. Are resumes required as part of the submission package?
Answer: No, contractor will meet all contract requirements in good faith and provide employee information (clearance, training certs, etc) when requested as needed to support clearance requirements.
8. Can the CSP be provided due to potential impact it can have on Pricing, Technical response, and QASP?
Answer: A copy of the CSP is available for review. Please email Deneene Bailey at deneene.j.bailey.civ@us.navy.mil and Amy Barnes at amy.m.barnes14.civ@us.navy.mil to request a copy.
9. What screening technology is expected?
Answer: The government has not specified what screening technology is required and has, instead, set out what its screening requirements (See Section 9.5 of the PWS) are and invites vendors to propose technological solutions based on their business judgment, which solutions will be evaluated under the terms of the solicitation.
10. How many pedestrian and vehicle entrances will there be on site?
Answer: There will be one pedestrian entrance through the SOC/ACF and one Sally Port.
11. Would NIWDC be willing to sponsor a vendor for reinstatement for their facility clearance?
Answer: No, the vendor will need to possess the required facilities clearance per the solicitation.
CSP Q&A
12. States the security contractor providing the CSTs shall install an IDS for interior protection of the SSA. Can the government confirm if this is expected of the security contractor? If yes, how many door and windows does the SSA have? Would any motion sensors for the interior space be needed? Would the interior cabling need to be in conduit? How far is the SSA from the IDS monitoring location?
Answer: Yes. The CSP requires that the Secure Storage Area (CONEX) be monitored by an Intrusion Detection System (IDS). SSA is a CONEX box that is near where the planned ACF/SOC location is, approximately 50 feet. There is one standard CONEX door on the SSA, no windows. Interior motion sensors are not required. No interior cabling is required.
13. Says the General Contractor (GC) will be responsible for providing and maintaining the ACF. Per the Q&A the SOC called out in the PWS will also be the ACF. Can the government confirm who is responsible for the ACF set up and removal? If it is the Security contractor, can the government confirm if the utility connections will need to be metered?
Answer: The Government confirms that the Security Contractor is responsible for providing the ACF/SOC as written in the PWS. The GC is standing by to assist in tying in the electrical that is already running to their trailer. The Government will modify the CSP to remove the GC requirement for providing the ACF.
14. States the security contractor shall provide cleared personnel to conduct the STC testing.
This was not mentioned in the PWS. Can the government confirm if STC testing will be a requirement of the Security Contractor?
Answer: Yes, the Government confirms that conducting STC (Sound Transmission Class) testing is a requirement of the Security Contractor as written in the CSP. The SSM is responsible for implementing and managing compliance with the CSP. STC testing provided by the security contractor (organic or otherwise) is a CSP requirement. This can be accomplished via trained Security Contractor personnel, or via contracted STC testing service provided by the Security Contractor. PWS modification is not required as the PWS states that the SSM is responsible for CSP implementation.
15. Would the Government be willing to provide Appendix B as referenced in the CSP?
Answer: Yes, please email Deneene Bailey at deneene.j.bailey.civ@us.navy.mil and Amy Barnes at amy.m.barnes14.civ@us.navy.mil to request a copy.
16. Would the Government be willing to provide Appendix C as referenced in the CSP?
Barnes at amy.m.barnes14.civ@us.navy.mil to request a copy.
17. Would the Government be willing to provide Appendix D as referenced in the CSP?
18. Would the Government be willing to provide Appendix E as referenced in the CSP?
19. In Section 15. Site Security, Subsection C.1, the CSP states "The GC shall be responsible for providing and maintaining an ACF for this project as described in Appendix B of the CSP." This directly contradicts the PWS and Government-provided answers to questions.
Is it the responsibility of the construction security contractor or the general contractor to provide the SOC/ACF?
Answer: Security Contractor provided as written the PWS. CSP revision request has been submitted to align.
20. The CSP identifies the Government-provided SSM by name but does not make mention of the contractor SSM. Can the Government please confirm that these are two separate positions?
Answer: Once contractor SSM is onboarded, responsibility will shift from Government appointed SSM to the contracted SSM.
21. In Section 3. Definitions, roles, responsibilities, & authorities, Subsection j. Construction Surveillance Technician (CST), the CSP states "The CST will be a Top-Secret (TS) cleared U.S. Citizen trained and certified as a CST." This contradicts the PWS requirement for CSTs to possess a TS/SCI clearance. Can the Government please confirm whether CSTs must hold a TS or a TS/SCI?
Answer: Top Secret minimum, IAW ICD 705 requirements. DD-254 reflects TS, non- SCI. Updated in PWS.
