Questions and Answers

1. Could you please confirm whether the service location will have access to water and electrical power, or if all units are required to be fully self-contained with independent utility capabilities?

A. No, see PWS section 6.

2. Is daily janitorial servicing needed for the duration of the rental period (April 19-April 25), or should servicing be provided on a different schedule?

A. Yes, see PWS sections 3 and 4.

3. Could you provide an estimated number of individuals expected to utilize the facilities during this period to ensure appropriate capacity and servicing levels?

A. 157 People - 127 Male and 30 Female.

4. Is this a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?

A. This is a new requirement.

5. Will the Government provide water and electricity on site?

A. No, see PWS section 6.

6. Is there an historical disposal facility being used for this contract?

A. No

7. Will there be onsite water available to the contractor?

A. No, see PWS section 6.

8. Will a manhole or dumpsite be provided for waste water?

A. No manhole or dump site

9. Can Restroom trailers be used instead of porta Jons as long as the same amount of restroom stalls is achieved?

A. No, per item 1 in PWS Section I, because both male and female service members must be accommodated, porta jons were determined to be the most efficient, as they can be used flexibly by both males and females without the limitations associated with restroom trailers.

10. In the statement of work, you state that the break down and retrieval is on 25 Apr 26. When can the removal begin and when must it be completed by?

A. Normal working hours are 0700-1700. Contractors may begin breakdown before that timeframe and conclude after that timeframe if needed. The breakdown must be completed before end of day, 25 April 2026.

11. Can the operation move into 26 or 27 Apr 26?

A. No, See Item 3 in PWS section II.

N0018926QL0430002

12. In the SOW you state that the shower trailers will require power. Do the trailers need to be operational 24 hours a day or will they be used during specific windows? This would impact fuel usage and generator requirements. It would also impact the water fill requirements.

A. Yes, See Item 9 in PWS section I.

13. Will the government allow less than (3) shower trailers as long as the total amount of 24 shower heads is met?

A. No. Per Item 2 in PWS Section I, separate shower trailers are required for male and female service members, reducing the number of trailers is not permitted even if the total number of shower heads is met.

14. We have one clarifying question regarding labor compliance. The solicitation incorporates FAR 52.222-55 (Minimum Wages Under Executive Order 14026). Given that Executive Order 14026 was rescinded in March 2025, we want to confirm: does the solicitation still require the EO 14026 wage floor of $17.75/hr, or should we price labor using the applicable Wage Determination 2015-4343 Rev 32 base rates?

A. Price using the Wage Determination 2015-4343 Rev 32.
