All other terms and conditions of the original solicitation remain unchanged. The contracting officer is Matthew Forsythe, and the amendment was signed on 03 June 2026.

SUMMARY OF CHANGES
Block 14 (Description of Amendment/Modification): The purpose of this amendment is to answer questions received, update the performance work statement (PWS), and extend the RFQ closing date.
Please see updated PWS attached to SAM.gov in accordance with this amendment.
1.) Question: Will electricity be provided for the trailer?
Answer: Electricity is provided by the base.
2.) Question: If there is a request for more pumping than twice a week, should it be included in the monthly price?
Answer: The RFQ as it stands has a requirement of pumping twice a week.
3.) Question: Is the requirement for long term use of the trailer or intermediate usage?
Answer: The trailer is to be delivered and used during the period of performance requested.
4.) Question: Please confirm whether the stated population of approximately 120 students represents the total number of individuals expected to use the restroom trailer, and whether these users will utilize the facility multiple times per day (i.e., primary restroom access during training periods).
Answer: The solicitation is clear on its face.
5.) Question: The PWS states "Paper towel holders and soap dispensers must be refilled weekly" is the contractor to refill toilet paper as well or is the government furnishing toilet paper?
Answer: Toilet paper must be refilled by the contractor weekly. The PWS has been updated to reflect this update.
6.) Question: Would the government consider (2) (1) male, (1) female 6 stall containerized toilet units with 2 sinks in each as an acceptable alternative to the restroom trailer?
Answer: No
7.) Question: Is the contractor required to clean the trailers weekly or is the government performing the cleaning services?
Answer: The Government will provide cleaning.
8.) Question: Could the Government please confirm the specifications of the existing electrical service referenced as "electrical via extension cord," including voltage and amperage available at the connection point? Additionally, please confirm whether the existing power supply can support (3) 30-amp twist-lock connections with an estimated combined load of approximately 75 amps. Restroom trailers of this size, equipped with water heaters and HVAC systems, typically require power exceeding a standard 120V, 15-20 amp receptacle. If the existing utility is insufficient, please clarify whether the Contractor is responsible for providing supplemental power (e.g., generators) and any associated requirements.
Answer: The electricity supplied will be (2) two 110 20-amp outlets.
9.) Could the Government please provide the anticipated days and hours of operation for the restroom trailer?
Answer: Monday through Friday 7AM to 4:30PM local time.
10.) Question: Can you please confirm if the restroom trailers will be onsite every day throughout the year, or if it will be an on-call type basis?
Answer: See answer to question nine.
No other Terms or Conditions have changed.
