About this file

This is a Questions and Answers document addressing clarifications to Amendment 0002 of RFQ N0018926QD021 for Disruptive Technology Courses (DTCs) supporting the Department of the Navy's J7 senior leadership.

The procurement involves delivering up to four DTCs annually (one per quarter) with an anticipated annual throughput of 90 personnel. Training requires hybrid delivery with Program Manager and Strategic Operations Planner staff physically present at the Pentagon for approximately two weeks surrounding each course execution, including final walkthroughs and attendance at each DTC. SME Speakers and Senior Fellows must conduct services in-person, with Senior Fellows attending the full week and SME Speakers attending on their presentation day. Course content consists of approximately 90-minute briefings in lecture series format developed and presented by SME Speakers covering critical technology areas determined by the Government. The contractor must achieve Level 2 CMMC certification and may be required to process, store, or transmit Controlled Unclassified Information (CUI). Travel and Other Direct Costs (ODCs) should be priced using the established Not-to-Exceed (NTE) ceilings based on historical usage data. Representations and Certifications must be included in Volume II of the proposal. No key personnel positions are designated, though contractors should reference the Performance Work Statement for minimum qualifications for required labor categories. No transition plan is required as part of the proposal response. This is a 100% Service Disabled Veteran Owned Small Business set aside with NAICS code 611430.

Amendment 0002 N0018926QD021 Questions and Answers

Question 1: Can the Government provide additional detail regarding the scope of “DTC execution,” including the number of courses, frequency of delivery, and expected annual training throughput?

Answer: Anticipate up to (no more than) 4 DTCs/year (section 5.2). The intent is to execute the course on a quarterly basis, however the number of DTCs in a year and their timing is dependendent upon a variety of extenuating circumstances. For bidding purposes, assume 1 DTC per quarter. The annual throughput is 90 personnel.

Question 2: Will training services be primarily conducted in-person, virtually, or in a hybrid format? Additionally, are training materials provided by the Government, or is the contractor expected to develop and maintain course content?

Answer: The Program Manager and Strategic Operations Planner need to be physically present in the Pentagon to: access JWICS +/- 2 weeks of course execution when briefers will send their briefs to the Action Officers and coordinate various pre-DTC actions. They shall attend a final walk through at the course facility the week prior to each DTC, and shall attend each DTC. Syncs with government personnel at the Pentagon are relatively ad hoc. DJ-7 interim progress reviews (IPRs) are in-person at the Pentagon and the DD JCDE’s IPRs (in Suffolk) are done via SVTC from the Pentagon. Most other coordination can be done remotely. SME Speakers and Senior Fellows services must be conducted in person. The Senior Fellows must attend the DTC in-person all week, and SME Speakers only on the day they present.

The government shall determine which critical technology areas (CTAs) will be the focus topics at each DTC. As per section 5.2.2.2 of the PWS - "Course content" is made up of ~90 minute briefings given in a lecture series format. The briefings shall be developed and presented by SME Speakers, and shall be an overview of the status and development of the CTA in their field of study.

Question 3: What specific CMMC level is required for this effort, and will the contractor be expected to process, store, or transmit Controlled Unclassified Information (CUI)?

Answer: Level 2 CMMC is required for this effort. The contractor may be expected to process, store, or transmit Controlled Unclassified Information (CUI).

Question 4: Can the Government provide historical usage data or estimated assumptions for travel and Other Direct Costs (ODCs) to support proposal pricing within the established Not-to-Exceed (NTE) ceilings?

Answer: Please use the NTEs amounts for the travel and ODCs. These amounts are based in historical usage.

Question 5: Can the government please clarify which volume the Reps & certs must be included?

Answer: It shall be part of Volume II.

Question 6: Can the Government clarify the required labor categories, minimum qualifications, and whether any positions are designated as key personnel?

Answer: See Performance Work Statement for minimal qualifications. There are no positions designated as key personnel.

Question 7: The solicitation states "If applicable, the contractor shall follow the transition plan submitted as part of the proposal…" Please advise if a transition plan is required as part of the proposal response including volume and page limitations.

Answer: There is no transition plan required.
