About this file

This is a Justification for Sole Source (J&A) document for the acquisition of Axiom Digital Forensic Software license renewals under simplified acquisitions procedures.

The Joint Staff Security Office (JSSO) Technical Surveillance Countermeasures (TSCM) Branch requires two (2) one-year license renewals for Magnet Forensics Axiom Digital Forensic Software, currently expiring August 29, 2026. The software enables JSSO TSCM to perform digital forensics on portable electronic devices (PEDs) including laptops, hard drives, solid state drives, and flash drives as directed by JSI 5225.01. Delivery is required as soon as possible, with intelligent devices indicating delivery capability within 30 days from award date. The estimated cost is redacted, and funding will be provided from Fiscal Year 2026 Operation & Maintenance, Defense Agency appropriations. The manufacturer and sole source is Magnet Forensics, LLC, located at 931 Monroe Drive NE, Suite A 102-340, Atlanta, GA 30308.

The justification establishes that Magnet Forensics is the only source capable of meeting requirements, citing that the company is the sole developer and manufacturer of the Axiom software platform. Key differentiating factors include unique capabilities for evidence recovery across multiple operating systems, artificial intelligence filtering, hash set management, data relationship visualization, and cloud insights dashboards. Additionally, Axiom is the platform used by the Defense Cyber Crimes Center (DC3) Cyber Training Academy for digital forensics instruction, providing JSSO no-cost training access. Switching to alternative software would require substantial procurement, licensing, hardware, and training costs, while introducing system incompatibilities with the existing TSCM infrastructure. The sole source is justified under FAR 13.106-1(b) and supported by patent and proprietary data limitations, system compatibility requirements, and acquisition history with similar products.

Source Selection Information – See FAR 2.101 and 3.104

Magnet Forensics, LLC is the only company capable of meeting the requirements. Magnet Forensics, LLC is the sole developer and manufacture of the Axiom Digital Forensics Software. Other vendors offer digital forensic software but lack the capability requirements necessary for the JSSO TSCM Team: allows recovery of evidence from Windows, Mac, Chrome, and Linux devices; analyze RAM, browser history, deleted files, and more; Filter out icons and non-relevant images with Magnet AI; allows user to add hash sets and automatically grades/blurs CSAM; allows user to quickly piece together how artifacts, people, and devices relate to each other; allows users to find and visualize data across sources;

cloud account information is automatically surfaced in the Cloud Insights Dashboard, uncovering new sources of evidence; flexible export options, including portable case, enabling user to choose and share the data that is most relevant to their case

Additionally, the unique placement of the Axiom Digital Forensics Software ensure they meet the requirements of the JSSO TSCM Team. Axiom Digital Forensics Software is the platform on which the Defense Cyber Crimes Center (DC3) Cyber Training Academy (CTA) teaches their Digital forensics courses. JSSO has access to digital forensics training courses at no additional cost through DC3 ensuring they both know how to use the software required to complete mission and can cut costs at the same time. Switching to a different digital forensic software would require additional training cost, as well as licensing and potentially additional hardware costs.

Based on the Market Research Conducted and the Acquisition History with similar products it is this office's understanding that only one contractor, Magnet Forensics, LLC has the unique qualifications to meet the needs of the Joint Staff.

The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

JSSO uses Magnet Forensics Axiom Digital Forensics Software on the Forensic Recovery of Evidence Device to perform digital Forensics on Portable Electronics Devices (PEDs), primarily laptops, hard drives (HDs), solid state drives (SSDs), flash drives, and any other digital media storage devices, as directed by JSSI 5225.01. Use of another product to meet the needs of the network would entail an extensive up-front cost due to the procurement of brand-new licenses and support and then the required engineering, design, implementation, and testing. Any other software like functionality to the existing JSSO TSCM architecture would impede JS’s ability to provide timely training to the warfighter, while significantly and unnecessarily increasing complexity of the operational infrastructure, as well as forensic personnel support requirements and associated maintenance costs. As such, other manufacturer brands will not be compatible nor interface with TSCM framework. Only the Axiom software is compatible and will interface and integrate seamlessly within the existing infrastructure. As Magnet Forensics is the sole developer and owner of the software, only Magnet Forensics can renew the license and provide the software maintenance support as a product.

A patent, copyright or proprietary data limits competition.

Axiom digital forensics software is only manufactured, developed and made available from Magnet Forensics, LLC.

Other information to support a sole source action:

In accordance with FAR 13.106-1(b) Sole Source, Magnet Forensics, LLC. is the only source that meets the requirements necessary for the Magnet Forensics Axiom Digital Forensic Software One-Year License renewals.
