About this file

This is a Questions and Answers document for Solicitation N0018926QB055, containing four clarifications issued to prospective offerors regarding pricing spreadsheets and proposal submission requirements.

The Q&A addresses technical issues with the Pricing Spreadsheet provided by the government. Offerors are instructed not to update links when opening the spreadsheet or to create a new spreadsheet if needed, rather than providing Microsoft account credentials. An updated pricing spreadsheet attachment was provided to resolve discrepancies between labor categories on the Base tab and Option Year 1 tab, as well as to correct missing formulas in the Total Sheet tab for calculating total evaluated prices. Additionally, Amendment 0002 increased the Volume I – Non-Price proposal page limit from 8 to 10 pages, with Management Approach capped at a maximum of 4 pages and Past Performance information limited to a maximum of 6 pages. This change addresses offeror concerns regarding space constraints for Past Performance Information Forms (PPIFs) and allows such documents to be included within the proposal volume rather than as separate attachments outside the page limit.

Solicitation N0018926QB055 Questions and Answers

Q 1. When opening the Pricing Spreadsheet, there is an option to 'Update' or 'Don't Update' links. If the 'Update' option is selected, a window asking for credentials to a Microsoft account opens up. Will the government provide login information or should we not update the links?

Do not update the links or use the information in the excel and make a new spreadsheet if needed.

Q 2. Once the Pricing Spreadsheet is opened without updating links, the labor categories for the 'Base' tab to not match the labor categories on the 'Option Year 1' tab. Per Amendment 0001, it seems the labor categories on the 'Option Year 1' tab are correct. Should offerors just copy and past Option Year 1 labor categories to the 'Base' tab?

See updated pricing spreadsheet attachment.

Q 3. On the 'Total Sheet' tab of the Pricing Spreadsheet, it seems the links would have brought over totals from the other tabs for a total evaluated price. However, there are no links in cells B11 and B12. Should we create links to the totals from the other tabs or will the government provide a corrected Pricing Spreadsheet?

See updated pricing spreadsheet attachment.

Q 4. The blank PPIF is one page. Completed with detailed description of work, it will be at least two pages for each past performance contract. That would take up six of the eight page limit for Volume I - Non-Price. Will the government allow offerors to provide PPIFs as attachments to Volume I so they will not count against the page limit?

Please see revised amendment 0002 with changes in Addendum 52.212-1, increasing page limit to 10 pages with Management Approach being limited to a maximum of 4 pages and Past Performance limited to a maximum of 6 pages.
