About this file

Summary

This document is a Justification Restricting Competition (J&A) for a sole-source contract award. The Center for Security Forces (CENSECFOR) at Virginia Beach, Virginia is seeking a seven-month interim contract with ARMADA, Ltd. to provide Master-at-Arms (MA) Career Training Continuum instructional support services from August 20, 2026 through March 19, 2027. The services include providing and managing personnel to present training curriculum and provide remediation/testing assistance for two Courses of Instruction: Navy Security Force Law Enforcement and Master at Arms Class "A" School (MAA). The contracting activity is NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Fleet Directorate. This sole-source action is authorized under 10 U.S.C. 3204(a)(2) based on unusual and compelling urgency, as the current contract N0018924F3088 with Controlled FORCE, Inc. (a woman-owned small business) expires September 19, 2026 and cannot be extended per FAR 9.405-1 due to contractual restrictions.

The justification emphasizes mission-critical need: MA "A" School operates with only 49 military personnel but requires approximately 101 instructors to maintain 47 annual convenings with classes up to 60 students, while Naval Security Force Law Enforcement Specialist "C" School has only 20 military instructors and lacks capacity for specialized instruction including Emergency Vehicle Operations Course (EVOC) training. Loss of contractor support would reduce class sizes, decrease student production, delay Fleet replacement requirements, and create unacceptable operational risk to Navy Force Protection missions. The Contracting Officer has determined costs are fair and reasonable. The follow-on competitive task order will be conducted under the SeaPort-NxG multiple-award contract vehicle and historically has been competed as a 100% Women-Owned Small Business (WOSB) set-aside, with the new task order commencing March 20, 2027.

JUSTIFICATION RESTRICTING COMPETITION

1. Identification of Agency and Contracting Activity.

The requiring activity is Center for Security Forces (CENSECFOR), Virginia Beach, Virginia; the contracting activity is NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Dept., Fleet Directorate.

2. Description of the Action Being Approved.

This is an urgent and compelling sole source action for the provision of Master-at-Arms (MA) Career Training Continuum (CTC) instructional support services that are currently performed under Contract N0018924F3088. Contract N0018924F3088 was awarded 19 September 2024 on a competitive basis as a firm fixed-price task order to Controlled FORCE, Inc., a woman owned small business. The current period of performance expires on 19 September 2026 but the government is precluded from exercising the next option period per FAR 9.405-1. The purpose of this action is to award an urgent and compelling seven-month sole source contract to ARMADA, Ltd. to provide interim support while the competitive follow-on action continues to be processed. The proposed action will provide the requisite support services for a seven-month period of performance, beginning 20 August 2026 and ending 19 March 2027 during which time the competitive follow-on task order will be awarded.

3. Description of Supplies/Services.

CENSECFOR requires MA CTC instructional support services for the Naval Education Training Command (NETC) under the coordination of CENSECFOR. The contractor will be required to provide and manage personnel who will be presenting the training curriculum and provide remediation/testing assistance for students in the following Courses of Instruction (COIs):

Navy Security Force Law Enforcement

The period of performance will be for seven-months starting 20 August 2026 and ending 19 March 2027.

4. Statutory Authority Permitting Sole Source.

The statutory authority permitting this sole source action is 10 U.S.C. 3204(a)(2) the supplies or services is such of an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, as implemented by FAR 6.103-2.

5. Rationale Justifying Use of Cited Statutory Authority.

The services which are the subject of this Justification are currently being provided under task order N0018924F3088. on or about July 21, 2026, the Government has learned that future option periods under N0018924F3088 cannot be exercised per FAR 9.405-1. The current period of performance for task order N0018924F3088 will expire 19 September 2026. The contracting office requires time to recompete a competitive follow-on. ARMADA, Ltd., a small business, has been identified as a reliable contractor with similar support contracts capable of providing instructional support services which can mobilize and begin providing services during the seven-month interim time frame discussed in Paragraph 2 above.

The Government requires an immediate sole-source award to ensure uninterrupted execution of the MA "A" School and Naval Security Force Law Enforcement Specialist (NSF LES) "C" School training pipelines at Naval Technical Training Center (NTTC) Lackland. Current military instructor manning is insufficient to sustain required training throughput or safely execute critical high-risk instruction without contractor support. MA "A" School currently operates with 49 military personnel, yet requires approximately 101 instructors to maintain its programmed schedule of 47 annual convenings with classes of up to 60 students. Similarly, NSF LES "C" School has only 20 military instructors assigned and lacks the qualified personnel necessary to sustain current convenings and specialized instruction, including Emergency Vehicle Operations Course (EVOC) training. The loss of contractor instructors would immediately require reductions in class size and course convenings, resulting in significant decreases in student production, increased awaiting-training populations, delayed Fleet replacement requirements, and degradation of the Navy's accession pipeline. Additionally, the military qualification pipeline cannot rapidly absorb these responsibilities, as instructor certification requires 30 to 90 days, while qualification for Range Safety Officer and other high-risk instructional duties require substantially longer. These timelines exceed operational requirements and create an unacceptable gap in mission-critical training.

Failure to award this sole-source contract would significantly increase operational risk to the Navy's Force Protection mission by degrading the production of qualified Master-at-Arms personnel and reducing the capacity to safely conduct live-fire, tactical, force protection, and EVOC training.

Contractor instructors provide essential surge capacity and specialized law enforcement expertise that cannot be replicated through military redistribution without adversely affecting other command missions and readiness requirements. Existing mitigation measures; including reducing convenings, decreasing class sizes, redistributing military instructors, or suspending portions of high-risk training, fail to satisfy Fleet demand and introduce additional risks, including instructor fatigue, reduced course quality, accreditation concerns, and diminished oversight during high-risk training events. These impacts are further compounded by infrastructure constraints at Joint Base San Antonio (JBSA) Lackland, where increased student backlog would exacerbate barracks, lodging, transportation, and scheduling limitations. Delaying contract award to conduct a full and open competition would create an unacceptable interruption in mission-essential training, directly impacting Fleet readiness, delaying the delivery of qualified security personnel to operational commands, and increasing operational risk to Navy installations worldwide.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

Market research was conducted to identify available sources capable of fulfilling this requirement for an interim seven-month period while the competitive follow-on procurement is being processed. The requiring activity identified a specific contractor possessing highly relevant past performance. To gauge interest and verify capabilities, the contracting office contacted the contractor, who subsequently provided a formal capability statement. Upon technical review of this submission, the requiring activity confirmed that the contractor possesses the necessary expertise and capacity to execute the work successfully.

Therefore, to prevent a critical lapse in service, the Government intends to pursue a sole-source award to this contractor under the authority and basis of unusual and compelling urgency per FAR 6.103-2.

The follow-on procurement will be conducted as a competitive action under the SeaPort-NxG multiple-award contract vehicle. Historically, this requirement has been successfully competed as a 100% Women-Owned Small Business (WOSB) set-aside, which has yielded adequate competition. The contracting office will conduct market research to finalize the acquisition strategy for the follow-on once a complete procurement package is received.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined that the anticipated cost to the Government of the services covered by this Justification will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

Future competition is anticipated. The follow-on task order to this sole source action will start 20 March 2027.
