About this file

This is a Federal Supply Schedule (FSS) Sole Source Justification for a delivery order above the Simplified Acquisition Threshold (SAT).

The requiring activity is Naval Supply Systems (NAVSUP) Headquarters Facilities and Chief of Naval Operations/Center for Naval Subsurface Support Command, Field Detachment in Mechanicsburg, Pennsylvania, with contracting authority vested in NAVSUP Fleet Logistics Center (FLC) Norfolk. The sole source award will be issued to MillerKnoll Inc. (a large business) as a firm-fixed-price delivery order under GSA MAS contract GS-03F-036DA. The acquisition involves disassembling existing open workstations and private offices, removing furniture and wall spaces, and purchasing new workstations, furniture, and wall spaces to double capacity in Buildings 309 and 214. Work includes furniture placement, worksite cleanup, CAD file updates, keying overhead storage units and filing cabinets, mechanical assembly, electrical connections, data cabling and termination, and station testing. The estimated completion timeline is 180 days from award.

The justification for sole source procurement under GSAR 538.7104-3(b)(1)(ii) cites the unique and highly specialized nature of the products and services required. NAVSUP currently operates Herman Miller, Environamics, and Jasper Group furniture systems with a 12-year warranty, and these components are not interchangeable with other brands. Installation and reconfiguration must be performed by Herman Miller factory-trained and certified technicians employed by an authorized dealer. Market research identified MillerKnoll Inc. and its teaming agreement partners as the only viable source, with Premier Environments as the exclusive authorized dealer and installer in the Central Pennsylvania region. GSA has determined schedule prices fair and reasonable; however, the contracting officer will independently verify fair and reasonable pricing using FAR 15.404-1 procedures. The agency indicated no plans to compete future contracts while the furniture warranty remains in effect but will reassess options after warranty expiration.

SSJ# 26-281

FSS SOLE SOURCE JUSTIFICATION (above SAT)

1. Identification of Requiring Activity and Contracting Activity.

This is a Sole Source Justification in accordance with GSAR 538.7104-3(b). The requiring activity is Naval Supply Systems (NAVSUP) Headquarters (HQ) Facilities and Chief of Naval Operations / Center for Naval Subsurface Support Command, Field Detachment, located at 5450 Carlisle Pike, Mechanicsburg, PA 17050-2411.

The contracting activity is NAVSUP Fleet Logistics Center (FLC) Norfolk, Regional Directorate, Contracting Department, located at 5450 Carlisle Pike, Mechanicsburg, PA 17050- 2411.

2. Nature and description of contract action.

This acquisition is conducted under the authority of the Multiple Award Schedule (MAS) Program (Title 41 U.S.C. 152 (3) and Title 40 U.S.C. 501, Services for Executive Agencies).

This sole source action is to be awarded as a new Federal Supply Schedule (FSS) delivery order to MillerKnoll Inc. (a large business). The placement of a firm-fixed-price order is anticipated.

This action is considered a new requirement. However, similar supplies and services were previously acquired from MillerKnoll Inc c/o Premier Environments on Sept 24, 2025 via delivery order N0018925FR156 that was issued against MillerKnoll Incs General Services Administration (GSA) MAS contract GS-03F-036DA on a limited source basis.

3. Description of Required Supplies/Services.

This acquisition proposes to dissemble existing open workstations, remove private offices wall spaces and furniture, as well as purchase new workstations, furniture and wall spaces. A combination of the existing and new workstations, furniture systems, and wall spaces will be reassembled and reconfigured to accommodate double the number of open workstations and private offices within various rooms located throughout Building 309 (B309) and Building 214 (B214).

The acquisition also entails appropriate furniture placement to various locations, worksite cleanup, a customer CAD file update, keying all overhead storage units and filing cabinets, as well as completing all tasks related to furniture mechanical assembly, electrical component connections, data cabling & termination, and station testing outlined in the performance work statement (PWS).

The total estimated value of this requirement is and the work is estimated to be completed within 180 days from the effective date of award.

4. Identification of the Justification Authority and Supporting Rationale.

The statutory exception supporting the placement of an FSS above SAT order on a sole source basis is:

GSAR 538.7104-3(b)(1)(ii) Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized.

NAVSUP HQ currently has existing Herman Miller, Environamics, and Jasper Group furniture systems located in workspaces and storage warehouses, that have a twelve (12) year warranty (for labor and materials) from the effective date of purchase. This proposed reconfiguration will reuse existing and newly purchased Herman Miller, Environamics, and Jasper Group furniture systems. Using Herman Miller, Environamics, and Jasper Group furniture products will ensure all furniture products are interrelated, as well as maintain a consistent furniture design, color, and style within the office space. Herman Miller, Environamics, and Jasper Group furniture components are not interchangeable with other office furniture brands. All companies providing furniture supplies for this proposed acquisition have active GSA MAS contracts and have entered into a teaming agreement with MillerKnoll Inc, the manufacturer of Herman Miller furniture.

Additionally, the reconfiguration and installation of the existing and new furniture must be installed by individuals who are Herman Miller factory-trained and certified technicians, thats also an authorized Herman Miller, Environamics, and Jasper Group dealer and installer.

MillerKnoll Inc has a single regional authorized dealer based on location.

NAVSUP HQ falls within the Central Pennsylvania region, where there is only one exclusive preferred and selected dealer Premier Environments. Therefore, using an authorized preferred and selected dealer to install Herman Miller, Environamics, and Jasper Group furniture is mandatory for this requirement.

5. Determination of Fair and Reasonable Price.

GSA has determined the prices of the supplies and installation services of the schedule contracts to be fair and reasonable for the purpose of establishing the schedule contract. Per DFARS 208.470(d), GSAs determination does not relieve the ordering activity contracting officer from the responsibility of making a determination of fair and reasonable pricing for individual orders, blanket purchase agreements (BPA), or orders under BPAs. Therefore, ordering activities are responsible for making a separate determination of fair and reasonable pricing for individual orders, BPAs, and orders under BPAs. The Contracting Officer will determine, using the procedures in FAR 15.404-1, that the prices are fair and reasonable and will document such determination with a level of detail commensurate with the complexity and circumstances of each order. By placing an order against a scheduled contract, the ordering activity contracting officer concludes that the order represents a fair and reasonable price and best value to the Government.

6. Description of market research among schedule holders and the results or a statement of the reason market research was not conducted.

The requiring activity and contracting activity conducted market research among GSA among schedule holders prior to executing the previous years delivery order N0018925FR156, which acquired similar supplies and services. Market research revealed that both MillerKnoll Inc and Environamics Inc were GSA schedule holders with a teaming agreement under GSA Schedule contract GS-03F-036DA. This years market research revealed that MillerKnoll Incs teaming agreement also includes various other GSA schedule holders that sell furniture, including Jasper Group. Premier Environments is still the authorized dealer and installer of Herman Miller, Environamics, and Jasper Group products.

7. Any other facts supporting the justification.

This procurement uses a GSA Federal Supply Schedule and will be solicited and awarded in accordance with GSAR Subpart 538.71.

8. Actions the Agency may take to remove or overcome barriers to competition.

For the reasons set forth in Paragraph 4, the contracting activity has no plans at this time to compete future contracts for the types of supplies/services covered by this document. However, if other potential sources emerge, after the furniture warranty expires, the requiring activity and contracting will assess whether new potential sources/products have emerged that could be more feasible, bring more value to the government, or promote competition in the future.
