File Type: Performance Work Statement (PWS)

This PWS outlines requirements for the United States Naval Academy (USNA) Information Technology Services Division to design, install, and deliver a robust fiber optic cabling infrastructure on the North Severn Side of the USNA campus in Annapolis, Maryland. The project addresses the replacement of aging sub-river cables that are over 30 years old and at risk of failure. The scope requires establishment of a high-capacity secondary connection with a minimum of 216 strands of single-mode fiber to eliminate the current single point of failure and improve network reliability across the campus enterprise enclave.

Key Requirements and Deliverables: The contractor must design, plan, engineer, construct, install, connect, and test the fiber circuits, with delivery required no later than September 30, 2026. The place of performance extends from Baltimore Annapolis Boulevard and Richie Highway (MD 450) at an existing handhole to Building #109 on Bennion Road. Equipment specifications include 7,786 units of 2" roll duct, 96-count fiber (8,200 units), 7 large handholes with installation, 7,200 linear feet of directional bore, 7,850 linear feet of fiber pull, 7,500 linear feet of tracer wire, and ancillary services including flagging, permitting/engineering, and traffic management. The contractor must apply for and obtain all required rights-of-use (IRU), with payment split 50% upon signing and 50% upon fiber delivery. Annual dark fiber maintenance with 3% annual increases is also required. The Technical Point of Contact is Justin Thompson.

Performance Work Statement (PWS)

United States Naval Academy (USNA)

Information Technology Services Division (ITSD)

FY26 North Severn Fiber Optic Cabling

1. Background.

The U.S. Naval Academy (USNA) enterprise enclave an accredited system supporting the academic and research initiatives at USNA. The enclave exists throughout the USNA campus and provides technology services and connectivity to assets including fixed and portable workstations, servers, network devices and specialized equipment. The item being requested is to replace aging fiber optic infrastructure connecting USNA to the North Severn Side of the USNA campus.

The existing sub-river cables are aging and at risk of failure due to the fact they're more than 30 years old. Establishing a secondary connection will eliminate the current single point of failure and improve reliability of service.

2. Scope of Work

Establish a robust, high-capacity connection (minimum 6 strands single mode fiber) to ensure continuous network connectivity.

Design, plan, engineer, construct, install, connect and test the ordered Circuit(s).

Apply for, obtain, maintain for the applicable IRU Term, and pay all Fees associated with, any and all Required

Rights.

Provide, manage, and pay for all necessary or desirable labor and materials of every kind and description to deliver the Circuits.

Perform, provide, manage, and pay for all other work, services, labor, materials, equipment and tools that are incidental to the foregoing work (collectively, the “Work”).

3. Period of Performance

• Required Delivery NLT 30 Sept 2026.

4. Place of Performance

• Baltimore Annapolis Blvd and Richie Highway (MD 450) at an existing hand hole to the end location on Bennion Road at Building #109.

5. Requirements.

• Provider must be able to provide minimum 216 strands single mode fiber to ensure continuous network connectivity.

6. Government Contacts.
