CURRENT CONTRACT:

FULL AND OPEN (ON AN UNRESTRICTED BASIS):
The proposed acquisition is being solicited full and open (on an unrestricted basis) using FAR Part 12 “Acquisition of Commercial Items,” in conjunction with FAR Part 15 “Contracting by Negotiation” procedures, as prescribed by
FAR 12.203. The proposed acquisition will be solicited using the tradeoff process, as outlined in FAR 15.101. The proposed acquisition will result in a single award, IDIQ contract issued on a firm, fixed price (FFP) basis.

SPECTRUM MANAGEMENT SUPPORT SERVICES
1.0 INTRODUCTION:
This PWS covers efforts necessary to provide the Navy and Marine Corps Spectrum Center (NMSC) and Naval
Information Warfare Development Center (NIWDC) with essential spectrum support in the planning, retention, protection and effective use of electromagnetic spectrum (EMS) resources in support operations to the Department of the Navy (DoN).
1.1 MISSION:
The Commander, Naval Information Forces (NAVIFOR) generates, directly and through the Information Warfare
(IW) enterprise, agile and technically superior manned, trained, equipped, and certified combat-ready IW forces to ensure Navy will decisively deter, compete, and win. NAVIFOR is responsible for Navy IW force generation and delivery to naval and joint operational commanders; IW doctrine, policy and governance; training requirements; and community management. NAVIFOR directs military and civilian employees to generate IW readiness across the
Fleet, including direct administrative control of over 85 commands and activities across the globe.
NMSC – an operational force under NAVIFOR – exercises management and control of electromagnetic spectrum
(EMS) matters for the Department of the Navy (DoN). As delegated by the operational chain-of-command, NMSC serves as the representative of the DoN in Joint, Allied, National, and International meetings and organizes, coordinates, formulates, and implements policies and procedures to support the DoN's interest in EMS matters worldwide. In addition, NMSC provides subject matter expertise in the management and control of EMS for the
DoN.
NIWDC – another operational force under NAVIFOR – is responsible for conducting advanced IW tactics development, warfighting analysis, and advanced training across the IW Community at the individual, unit, group and joint levels; ensuring alignment across deploying and ashore Fleet units. NIWDC provides training in EMS capabilities.
1.2 BACKGROUND:
The DoN requires radio frequencies (RF) spectrum expertise at the national level to ensure cohesive and effective spectrum management interoperability support between the DoN and the other federal agencies throughout the
Government. In executing its functions and responsibilities, NMSC supports the following three (3) primary program areas:
Frequency Assignment
Frequency Assignments are required in order to radiate RFs. These are submitted in either the Standard Frequency
Action Format (SFAF) or in the Government Master File (GMF) format by NMSC to the National
Telecommunication Information Administration (NTIA) where they are voted on by other federal agencies belonging to the Frequency Assignment Subcommittee (FAS).
Spectrum Plans and Policy
Spectrum Plans and Policy involve analyzing submissions and preparing analyses and position papers for preparing for national level spectrum policy meetings as well as international spectrum policy meetings such as the World
Radio communication Conference (WRC). These meetings support and protect the Navy’s use and continued access to the RF spectrum.
Spectrum Reallocation
The RF Spectrum is a limited natural resource that both government and commercial entities worldwide are trying to utilize. The utilization of RF dependent systems is increasingly leading to more congestion within the federally allocated bands as well as encroachment by commercial spectrum users looking for greater spectrum access. NMSC is responsible for the defense of Navy spectrum usage within the federal coordination channels as well as from commercial encroachment.
These support areas provide a balanced approach to achieving overall spectrum management for the DoN. This balanced approach requires spectrum support to review and analyze various Joint, National, Allied, and International policies, regulations and procedures; research and evaluate spectrum requirements; and identify, analyze, and recommend measures to resolve radio frequency interference and encroachment problems. Spectrum support of the spectrum management program, as a whole, requires the resources essential to execute the three (3) program areas.

3.0 OBJECTIVE:
The contractor shall provide NMSC with spectrum management, electromagnetic warfare, Microsoft Office
SharePoint, and administrative expertise for support of a non-personal nature for the tasks detailed below. The tasks described herein are indefinite in nature and may be ordered by placing a task order. The major efforts shall be performed within the National Capital Region (Washington, D.C.) area, at government facilities, and/or contractor provided locations, as well as various CONUS and OCONUS locations, also provided by the government. The contractor shall provide Naval Information Warfighting Development Center (NIWDC) with comprehensive support services in the following domains: doctrine development, capabilities development, exercise planning and execution, analysis, and advanced tactics training, all related to the Navy's Information Warfare mission. This support will address Operations in the Information Environment (OIE) associated with Electromagnetic Spectrum Operations
(EMSO). It will directly contribute to the objectives outlined in the Chief of Naval Operations (CNO) Navigation
Plan (NAVPLAN), Distributed Maritime Operations Concept, and the Joint Warfighting Concept. The support shall also include travel to and from the places of business and participation in Naval, Joint Military and National meetings as identified under Section 4.
3.1 SCOPE:
The contractor shall provide NMSC with spectrum management, electromagnetic warfare, Microsoft Office
SharePoint, and administrative expertise for support of a non-personal nature for NMSCs mission. The contractor shall provide NIWDC with comprehensive support services in the following domains: doctrine development, capabilities development, exercise planning and execution, analysis, and advanced tactics training, all related to the
Navy's Information Warfare mission. These areas include OIE as it relates to EMSO, including specialties in EW, SM, CRY, AC2, Space Operations, and INTEL. It will directly contribute to the objectives outlined in the Chief of
Naval Operations (CNO) Navigation Plan (NAVPLAN), Distributed Maritime Operations (DMO) Concept, and the
Joint Warfighting Concept (JWC).
The NIWDC is responsible for analysis and advanced tactics training of U.S. Naval Forces in IW in alignment within the Navy in support of four key areas: battlespace awareness (BA), assured command and control (AC2), maneuver, and integrated fires (IF). These mission areas include assessing and creating advanced-level doctrine and tactics, techniques, and procedures (TTP), enhancing utilization of EMSO capabilities, and providing SME support to deployed and shore naval forces, primarily Carrier Strike Group (CSG), Amphibious Readiness Group (ARG) staffs, Destroyer Squadron (DESRON) staffs, Navy Expeditionary Combat Command (NECC), Expeditionary
Strike Group (ESG), Naval Special Warfare Command NAVSPECWARCOM, and independently deployed ships/submarines; along with EMSO planning support to Numbered Fleet headquarters, Maritime Operations
Centers (MOCs), and other high priority theater forces. The contract shall provide SMEs qualified to support the
NIWDC in developing Warfare Tactics Instructor (WTI) training, advanced exercises, doctrine/TTP, and formal course content based on fleet requirements. The personnel must possess knowledge in the following areas, which include, but are not limited to: EMSO, Cryptologic Warfare Tactical Signals Exploitation (CTSE), and Electronic
Warfare (EW) and Electromagnetic Maneuver Warfare (EMW).
3.2 Program (EWIIP) and the EWIIP Charter.
The Contractor shall support NIWDC with EMSO personnel to perform the tasks identified in section 4.0 Task
Requirements, in sufficient skillsets, each to support under the leadership and direct guidance of NIWDC, to support the integration of EMSO within Navy operations. Contractor will support and provide advanced training and doctrine support for training organizations and Fleet personnel throughout the Optimized Fleet Response Plan training cycle. These organizations include, but are not limited to: United States Fleet Forces Command ((USFF), United States Pacific Fleet (USPACFLT), NECC, Navy and Marine Corps Spectrum Office (NMCSO), Information
Warfare Training Group (IWTG), Information Warfare Training Detachment (IWTD), Center for Surface Combat
Systems (CSCS), NAVSPECWARCOM, Maritime Operations Center (MOC), Fleet Commands, AEGIS Training and Readiness Center (ATRC), and Naval Surface and Mine Warfighting Development Center (NSMWDC). The
Contractor shall support the Fleet as EMSO SME until DON SMEs EMSO Professional Workforce has been established as outlined by the DoD EMS Superiority Strategy. EMSO SMEs will include expertise in SM, METOC, EW, CRY, INTEL, and RC3. The spectrum management (EMSO, CTSE, and EW/EMW) teams will provide EMSO critical skills needed to support EMSO objective throughout the Navy.
4.0 TASK REQUIREMENTS:
Provide spectrum management, electronic warfare and administrative expertise in support of NMSC’s and
NIWDC’s missions.
4.1 Research and identify the various types of Navy and Marine Corps equipment in frequency bands and in the adjacent and harmonically related frequency bands that are under consideration for reallocation under the
Presidential Broadband Initiative. Ensure current usage of the band is accurate with fleet requirements and assignments are in place documenting usage. Assemble listings of equipment pertinent characteristics. Review DoD positions with a focus on analysis verification and improvement, when a proposed frequency band is shared then analyze technical characteristics of the proposed new users of the frequency band against existing and planned Navy and Marine Corps systems, with the intent of potential shared usage. Recommend consideration for potential sharing criteria and develop options for minimizing impact to Navy and Marine Corps operations.
4.2 Provide spectrum management support by reviewing, evaluating/processing new frequency assignment proposals, Navy frequency assignments that are due for a five (5) year review in the standard frequency action format (SFAF) and GMF formats as required. Review and coordinate with NMCSO field offices on assignment modifications and corrections. Utilize and review spectrum management publications and instructions which guide
DoN spectrum management practices.
4.3 Provide administrative and technical expertise in support of NMSC for the processing of all Department of
Defense (DoD) Link-16 operational requirements within United States and Possessions (US&P) through the processing of temporary frequency authorization (TFA) and related requirements, and the analysis and coordination of frequency records.
4.4 Navy & Marine Corps Spectrum Management Office Support. The contractor shall provide spectrum management support to NMSC via strategically placed Navy & Marine Corps Spectrum Offices (NMCSOs). This requires onsite support at Guam; Yokosuka, Japan; Norfolk Naval Base, Norfolk VA; San Diego, CA; Camp Smith, HI; Puget Sound, WA; Manama, Bahrain; and Naples, Italy; with potential added support personnel at Singapore and the Philippines. As the need arises, the COR may add locations for Government locations in CONUS and
OCONUS. Specific tasks associated with NMCSO support activities include, but are not limited to: perform modifications to, deletions of, process temporary and permanent proposals through Spectrum XXI and submit to
NMSC. The contractor shall monitor all frequency actions performed at the respective NMCSO and take appropriate actions to obtain frequency authorizations.
NOTE: This acquisition is subject to the Synchronized Personnel Operational Tracker (SPOT) as contractor personnel are expected to be within the United States Central Command (CENTCOM), United States European
Command (EUCOM), and United States Indo-Pacific (INDOPACOM) Area of Responsibility (AOR) for more than thirty (30) consecutive days for the performance of the contract effort. Appropriate clauses will be included in the solicitation and resultant contract and Letters of Authorization (LOAs) generated and approved in SPOT for contractor personnel who will support the effort within the CENTCOM, EUCOM, and INDOPACOM AOR.
4.5 The contractor shall provide support to facilitate synergies between the Spectrum Management and
Electromagnetic Warfare communities. Technical support is required to support the Electromagnetic Warfare (EW)
Expeditionary (Land), Space and Cyberspace domains. The contractor shall support NMSC at the Executive Level to OPNAV/COMTENTHFLT/NAVCYBERCOM/NAVIDFOR and Marine Corps EW commands for EW and
Information Operations (IO) matters. The contractor shall provide analyses of operational impact to Navy and
Marine Corps platforms and weapons systems from reduction in spectrum inventory/access. The contractor shall demonstrate knowledge of EW CONOPS/EW Command Center support to COCOMs/liaise with NMCSOs worldwide. The contractor shall demonstrate a firm understanding of competing uses of spectrum
(friendly/neutral/hostile) in various battle spaces across war fighting domains and assist NMSC in determining interoperability/compatibility technical and/or TTP solutions. The contractor shall provide Electromagnetic Warfare subject matter expertise to participate in development of the EW Improvement and Integration Program (EWIIP).
The contractor shall support the NMSC with the identification, development and coordination input for the EW
Integrated Priority Capabilities List (IPCL). This effort requires coordination with Numbered Fleet Commanders and Combatant Commanders (COCOMs) to identify and prioritize most critical EW/Spectrum capability gaps across the Fleet. Finally, the contractor shall support the NMSC with the identification of those EW systems potentially impacted by any spectrum reallocation efforts.
4.6 The contractor shall provide spectrum support for Research, Development, Testing and Evaluation for frequency assignments. Examples of support is frequency assignment support for the Joint Strike Fighter (JSF) along with support for radar, emerging technologies such as 4th Generation (4G) Long Term Evolution (LTE), along with support for EW system development to conduct Electronic Attack and if necessary, Electronic Attack authorizations.
4.7 Provide administrative support to a wide variety of efforts including support to SharePoint efforts, report preparation, word processing, vendor purchase order preparation, and cost data management. Knowledge and operation of office productivity systems is required.
4.8 The contract shall support ongoing development and maintenance of a Spectrum Supportability (SS)
"SharePoint" website that will standardize, centralize, automate, track, notify, and link data throughout the spectrum business process. The SharePoint site must support user creation, submission and tracking. The site must facilitate sharing of SS/Electromagnetic Environmental Effects (E3) data and supporting legacy documents.
4.9 The contractor shall support the following roles in the review of DoD proposed spectrum management tools or the development of any tools specific to the DoN: Project Management, software design and development, integration, test, delivery, training, and sustainment. It must also include development of software specifications for integration and federation that may be used by other external spectrum management software projects desiring to modify their software’s code, to make it possible to interface with the spectrum management tool. Task shall require travel to support delivery, training, and sustainment support.
4.10 TASK I. The Contractor shall provide support of Warfare Tactics Instructor (WTI) Program. This support shall include:
Develop, deliver and maintain current and relevant EMSO instructional material for the (WTI Level 3)
Information Warfighting Baseline Course
Develop, deliver, and maintain current relevant instructional material for the (WTI Level 4/5) core/strand course of instruction (COI)
Provide subject matter expert (SME) instruction for (WTI Level 3) baseline course and EW for the (WTI
Level 4/5) core/strand COI.
Develop, deliver, and maintain (at a minimum annually) (WTI Level 4/5) catch-up/refresher training.
Support the selection, screening, and training of prospective WTI students (both enlisted and officer) assigned to NIWDC, other WDCs, and other operational and training commands in critical tactical skillsets.
Support development of the WTI program for the EW/EMW mission areas. Establish the (WTI Level 4/5) mission requirements within each mission specialty area.
Work with Bureau of Naval Personnel staff to develop and implement changes for Additional Qualification
Designators (AQDs) and Navy Enlisted Classification (NECs) codes manpower tracking mechanisms to identify WTI graduates.
4.11 TASK II. The Contractor shall provide support of Advanced Tactics Training. This support shall include:
Develop, deliver and maintain current and relevant EMSO instructional material to support Surface
Warfare Advanced Tactical Training (SWATT).
Provide subject matter expert (SME) instruction for EW and EMW to support Surface Warfare Advanced
Tactical Training (SWATT).
Support integration with other warfare communities and WDCs to optimize advanced training exercises and objectives in the Optimized Fleet Response Plan (OFRP). This integration will include strong technical and doctrinal alignment during live, virtual, and constructive classroom, pier-side, and underway training events. Assess other opportunities for training from the Joint/Department of Defense and other Service entities.
Assist NIWDC with identifying and standardizing existing advanced training at the individual, unit and group level. Work to align people, billets, and EW/EMW mission teams/modules to advanced training requirements and link this training to the OFRP timeline.
Support the IW Commander (IWC) Afloat training pipeline, and expand training requirements into other critical IWC staff billets. Use Fleet experimentation results to guide efforts and explore potential options for experimenting with the IWC construct at the Fleet Maritime Operational Centers (MOC).
Support development of Live, Virtual, and Constructive training capabilities for networked EW/EMW mission area enclaves.
Develop and implement the EMSO Certification to support the Spectrum Superiority Strategy
Implementation Plan
4.12 TASK III. The Contractor shall provide support of Development of Doctrine, Tactics Techniques and
Procedures (TTPs), and Fleet Concept of Operations (CONOPS). This support shall include:
Provide recommendations and analyses for consideration in updating IW doctrine policy, preplanned responses, and TTPs.
Review and make recommendations for revisions to doctrine policy and TTPs.
Produce tactical decision aids, tailored analyses and other documents to support deployed and Forward
Deployed Naval Forces (FDNF).
Support establishment of Fleet-based working groups for the development of doctrine development strategies.
Support coordination with Navy Warfare Development Center (NWDC) WDCs and Fleet Commanders to establish appropriate ownership and responsibilities for implementation of the doctrine development strategy.
Support establishment of a strategy for the effective inculcation of new and established doctrine and TTPs into fleet operations that will increase fleet knowledge and awareness of relevant IW TTPs. Support inclusion of IW TTPs into fleet training and drive standardization across mission specialty areas. Support development of feedback cycles focused on capturing lessons learned through participation in fleet operations, exercises, demonstrations, and experimentation.
Actively support United States Fleet Forces (USFF) Fleet Concept of Operations (CONOPS) development activities by nominating topics for USFF's Annual Fleet CONOPS Plan. Support development of new
CONOPS as required by USFF and participate in Fleet CONOPS Development Team efforts and Fleet
CONOPS reviews.
Support development of a Science and Technology (S&T) plan to highlight the need for resources that support critical deficiencies in EW/EMW mission areas, along with instituting new/revised TTPs that address Fleet Carrier Strike Group (CSG)/Expeditionary Strike Group (ESG)/Amphibious Readiness Group
(ARG)/Independent Deployers (ID) Fleet IW shortfalls.
Support development of an experimentation strategy and support Fleet experimentation and demonstration events that validate new/revised TTPs and address the most challenging EW/EMW issues for the Fleet.
4.13 TASK IV. The Contractor shall provide SME support afloat and ashore to include Strike Group
Commanders, Numbered Fleet Commanders (NFC), Fleet Commanders, Combatant Commanders (CDDR), WDCs, NWDC, and Naval War College (NWC) supporting real world combat contingencies, planning requirements, day-to-day presence operations, Navy/Joint exercises and Fleet experimentation. This support shall include:
Provide EMSO planning assistance to NFCs, Navy Component Commanders (NCCs), and CCDRs for development of Operational Plans (OPLANS), Concept Plans, Operational Orders and CONOPS; and in support of real-world operations and Navy/Joint exercises.
Provide SME support to operations and integrated and advanced level Fleet exercises that enhance organic
IW capability and promote alignment with current doctrine, TTP, Tactical Memorandums (TACMEMOs), and CONOPS.
Provide SMEs to review S&T plans and exercises, experiments, and demonstration schedules to ensure that critical deficiencies and challenging Fleet issues are addressed.
Conduct Fleet warfighting effectiveness assessments to identify gaps, highlight requirements, assess mitigation efforts, and support potential solution development/innovation across platforms (afloat and ashore) executing mission sets.
Assess recent CSG, ESG, ARG, and ID Post Deployment Reports to gain insight into shortfalls in existing doctrine/training for EW/EMW mission areas.
Define and standardize governance, procedures, and authoritative information sources for Fleet OPFOR activities.
Support development of requirements and capabilities documents to include the Information Warfare
Integrated Priorities and Capabilities List (IPCL), Capabilities Area Assessment (CAA), and OPNAV
Program Objective Memorandum (POM) inputs. Support Information Warfare Improvement Program.
Review and make recommendations regarding IW warfighting effectiveness assessment criteria for measuring Fleet readiness and training in assigned mission areas based upon Navy Mission-Essential Tasks
(NMET) and Navy Tactical Tasks (NTA)
Conduct assessment of EMSO readiness of deploying units to effectively support the Joint EMSO Cells.
Provide input to OPNAV and other high-priority theater forces assessments or tasking regarding the Navy’s performance in EMSO.
4.14 Provide IT and SharePoint solutions to support NMSC and the Fleet. The Contractor shall support all aspects of NMSC operational SharePoint environment and provide end user support for the Microsoft SharePoint production environment. The contractor may also provide Subject Matter Expertise in any other Microsoft
SharePoint environments deployed or being considered for deployment. These additional environments may include test and development. Contractor shall support NMSC customer IT requests including trouble tickets, account establishment, managing and supporting Video Teleconferences, Conference Calling, Audio Visual requirements, and other associated bridge requests. Contractor shall also schedule Video Teleconferences, Conference Calling, Audio Visual requirements, and other associated bridge requests via Share Point solutions.
5.0 DELIVERABLES:
The contractor shall deliver data items, reports, draft documents, recommendations, and briefing materials as specified on each task order. The end-product of major tasks will include the following:
a. Monthly Progress Report
b. Trip Reports
c. Standard Frequency Action Format (SFAF)
See Appendix B “Deliverables Schedule” for additional information.
6.0 QUALITY CONTROL PLAN (QCP):
The contractor shall develop and maintain an effective QCP to ensure services are performed in accordance with the
PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s QCP is the means by which it ensures the work compiles with the requirements of the contract. The contractor shall prepare a QCP for Government review within fifteen (15) business days of contract award. A comprehensive written QCP shall be submitted to the Procuring Contracting Officer (PCO) and
Contracting Officer’s Representative (COR) within five (5) business days of when changes are made thereafter.
After acceptance of the QCP, the contractor shall receive the PCO acceptance in writing of any proposed change to the QCP.
7.0 SECURITY CLEARANCE REQUIREMENT:
The contractor shall be a United States contractor, licensed, chartered, or incorporated in the United States. The contractor shall perform this contract in accordance with the DoD Industrial Security Manual (DoD 5220.22M) and shall ensure that classified material is handled in accordance with the latest appropriate security classification specification.
The Contractor shall propose and deliver qualified personnel with relevant, recent and suitable experience as well as appropriate education levels, training credentials, and backgrounds as applicable and as indicated in Appendix C
“Labor Categories and Qualifications Requirements” of this PWS. All personnel must be eligible AND adjudicated to the Top Secret (TS)/Sensitive Compartmented Information (SCI) level at contract start. The Contractor shall submit adequate clearance packages within ten (10) calendar days of identification of increased security requirements.
DD Form 254 “Department of Defense Security Classification Specification” to be provided as a separate attachment.
8.0 ORDERING PERIOD:
This Indefinite Delivery, Indefinite Quantity (IDIQ) contract will consist of the following five-year base ordering period. The ordering periods are as follows:

10.0 HOURS OF OPERATION:
The core hours of operation are Monday through Friday (excluding federal holidays) from 0800 through 1630
(Eastern Standard Time). Contractor is required to perform situational telework during times of emergencies.

11.0 TRANSITION SCHEDULE:
The contractor shall have up to thirty (30) days to accomplish the on-boarding of personnel to perform this contract.
The contractor’s Transition-In Plan shall be finalized at the contract Kick-Off Meeting. The contractor shall prepare and deliver a Transition-Out Plan at the conclusion of the thirty (30) day transition period. This plan shall be maintained and kept current throughout the duration of this contract and any resultant task orders.
12.0 TRAVEL:
The contractor may be required to perform local and temporary duty (TDY) non-local travel (both CONUS and
OCONUS) in the performance of this contract. The contractor shall provide necessary information for compliance with travel policies and requirements. The contractor will be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR).
The contractor shall submit all travel requests in writing to the COR for approval at least one (1) week prior to the date that the required travel is scheduled to begin. With the approval of the COR, contractor personnel are authorized to use Government vehicles to support contract requirements in accordance with 41 CFR 101-38.301-1.
Emergency (last minute) travel requirements shall also be coordinated as indicated above by telephone, email or fax, as necessary.
12.1 REIMBURSEMENT OF TRAVEL COST:
(a) Travel
(1) Area of Travel. Performance under this contract may require travel by contractor personnel. If travel, domestic or overseas, is required, the contractor is responsible for making all needed arrangements for his personnel.
This includes but is not limited to the following:
Medical Examinations
Immunization
Passports, visas, etc.
Security Clearances
All contractor personnel required to perform work on any U.S. Navy vessel will have to obtain boarding authorization from the Commanding Officer of the vessel prior to boarding.
(2) Travel Policy. The Government will reimburse the contractor for allowable travel costs incurred by the contractor in performance of the contract and determined to be in accordance with FAR Subpart 31.2, subject to the following provisions:
Travel required for tasks assigned under this contract shall be governed in accordance with rules set forth for temporary duty travel in FAR 31.205-46.
(3) Travel. Travel, subsistence, and associated labor charges for travel time are authorized, whenever a task assignment requires work to be accomplished at a temporary alternate worksite.
Travel performed for personal convenience and daily travel to and from work at contractor’s facility will not be reimbursed.
(4) Per Diem. Per diem for travel on work assigned under this contract will be reimbursed to employees consistent with company policy, but not to exceed the amount authorized in the Department of Defense Joint Travel
Regulations.
(5) Air/Rail Travel. In rendering the services, the contractor shall be reimbursed for the actual costs of transportation incurred by its personnel not to exceed the cost of tourist class rail, or plane fare, to the extent that such transportation is necessary for the performance of the services hereunder and is authorized by the Ordering
Officer. Such authorization by the Ordering Officer shall be indicated in the order or in some other suitable written form.
NOTE: To the maximum extent practicable without the impairment of the effectiveness of the mission, transportation shall be tourist class. In the event that only first class travel is available, it will be allowed, provided justification therefore is fully documented and warranted.
(6) Private Automobile. The use of privately owned conveyance within the continental United States by the traveler will be reimbursed to the contractor at the mileage rate allowed by Joint Travel Regulations.
Authorization for the use of privately owned conveyance shall be indicated on the order. Distances traveled http://www.defensetravel.dod.mil/site/travelreg.cfm between points shall be shown in standard highway mileage guides. Any deviations from distance shown in such standard mileage guides shall be explained by the traveler on his expense sheet.
(7) Car Rental. The contractor shall be entitled to reimbursement for car rental, exclusive of mileage charges, as authorized by each order, when the services are required to be performed outside the normal commuting distance from the contractor’s facilities. Car rental for TDY teams will be limited to a rate of one car for every four
(4) persons on TDY at one site.
13.0 GOVERNMENT PROVIDED MATERIAL (EQUIPMENT/FACILITIES/SUPPLIES) (ALL
INCIDENTAL):
The Government will provide contractor personnel with a Common Access Card (CAC), access to Navy Marine
Corps Intranet (NMCI) Non-Classified Internet Protocol Router (NIPR) network and Secure Internet Protocol
Router (SIPR) network, along with other required databases.
The Government will provide NIPR and SIPR network connection for Government and Contractor facility.
The Government will provide furnished utilities. The contractor shall instruct employees to follow the facility policy. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.
Contractor personnel will be provided a desk, computer, telephone, and office supplies for use throughout the duration of this contract. In addition, contractor personnel will have access to NMSC equipment (e.g., copiers, fax machines, and other equipment) necessary to perform the requirements outlined in this PWS. Contractor personnel will be required and expected to adhere to all NMSC polices, guidelines, and standards of conduct throughout the duration of this contract. The use of Government facilities, equipment, and materials shall be used for official
Government business only. Government provided material will also be provided for situational telework.
NOTE: The contractor must provide their own facility – within a five (5) miles radius of the NMSC HQ in Ft.
Meade, MD – within 3-6 months of contract award depending on location and NMCI IT installation order.
ADDITIONAL NOTE: As outlined above, the Government will provide furnished utilities. These utilities include electric and water/sewer for Government facilities only and phone for both Government and Contractor facilities.
The Government will not cover facilities cost (i.e. janitorial, lease/rent) for Contractor facilities.
14.0 INFORMATION SECURITY:
All persons performing work under this IDIQ contract (and resultant task orders) shall protect and safeguard information in accordance with DoD and NMSC directives, instructions, and procedures. These same persons shall immediately report any deviation or violation of this guidance, or any unusual or suspicious activity to the NMSC
Security Office. These same persons will provide assistance and full cooperation in any subsequent investigations or inquiries conducted by NMSC or other governmental agencies.
15.0 CONFIDENTIALITY:
This project and all materials provided to the contractor by the Government and results, conclusions, and recommendations obtained thereof should be considered confidential in nature and treated with the same level of care that the contractor treats its own confidential business information. The information shall not be disclosed, copied, modified, used (except in completion of this project) or otherwise disseminated to any other person or entity at any time to include, but not limited to inclusion in any database external to DoD without DoD’s express consent.
16.0 NON-PERSONAL SERVICES:
Contractor personnel performing services under this IDIQ contract (and resultant task orders) shall be controlled, directed and supervised at all times by management personnel of the contractor. Contractor management shall ensure that employees properly comply with the performance work standards outlined in the IDIQ contract (and resultant task orders). Contractor personnel shall perform their duties independent of, and without supervision of, any Government official. The tasks, duties, and responsibilities set forth in the IDIQ contract (and resultant task orders) may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal Policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Subparts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.
17.0 SPECIAL INSTRUCTIONS/CONSIDERATIONS:
The contractor agrees to enter into a written agreement with any firm whose proprietary data is used in connection with performance of the IDIQ contract (and resultant task orders), to protect all proprietary information from unauthorized disclosure or use for as long as it remains proprietary, to furnish the contracting officer with executed copies of all such agreements, and to refrain from using any proprietary information in supplying to the Government goods or services, or for any purpose other than that for which it was intended. The contractor agrees that any information furnished by the Government to the contractor not generally available to other contractors shall be used only for performance under this IDIQ contract (and resultant task orders), and all copies of such information shall be returned to the Government upon completion of the effort. Any information furnished by the Government containing trade secrets or commercial or financial data of other contractors shall be treated as proprietary data.
Additionally, the contractor shall not disclose outside the Government any information generated in the performance of this IDIQ contract (and resultant task orders).
18.0 DATA RIGHTS:
The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the
Government and may not be used for any other purpose. This right does not abrogate any other Government rights.
19.0 CONTRACTOR PERSONNEL IDENTIFICATION:
Contractor employees shall identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel. In addition, contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.
20.0 INSTALLATION SECURITY:
Contractor Unclassified Access to Federally Controlled Facilities, Sensitive Information, Information
Technology (IT) Systems or Protected Health Information
Executive Order 13467, Reforming Processes Related to Suitability for Government Employee, Fitness for
Contractor Employees and Eligibility for Access to Classified National Security Information, Homeland Security
Presidential Directive (HSPD)-12, requires government agencies to develop and implement Federal security standards for Federal employees and contractors. The 5 CFR 32 Part 157 in concert with DoD Manual 1000.13, Vol
1, implements the Federal Standards.
APPLICABILITY
This text applies to all DoD sponsored individuals who require CAC eligibility (or login and P/W if acceptable per contract) for: Physical access to DoD facilities or non-DoD facilities on behalf of DoD; Logical access to information systems (whether on site or remotely); or remote access to DoD networks that use only the CAC logon for user authentication, or access to sensitive and protected information. This applies to the Office of the Secretary of Defense, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the
Combatant Commands, the Office of the Inspector General of the DoD, the Defense Agencies, the DoD Field
Activities and all other organizational entities within the DoD (hereinafter referred to collectively as the "DoD
Components").
Each contractor employee providing services at a Navy Command under this contract is required to obtain a
Department of Defense Common Access Card (DoD CAC). Additionally, depending on the level of computer/network access, the contract employee will require a successful investigation as detailed below.
ACCESS TO FEDERAL FACILITIES
Per HSPD-12 and implementing guidance, all contractor employees working at a federally controlled base, facility or activity under this clause will require a DoD CAC. When access to a base, facility or activity is required contractor employees shall in-process with the Command’s Security Manager upon arrival to the Command and shall out-process prior to their departure at the completion of the individual’s performance under the contract.
START-UP PERIOD
All contractor resource onboarding documents must be submitted via the prime contractor. The prime contractor shall make all necessary preparations to assume full responsibility for productive performance of the performance start date.
