About this file
This document is a Performance Work Statement (PWS) and Contract Award for a Department of Defense (DoD) Drug Demand Reduction Program (DDRP) laboratory testing contract awarded to an unnamed contractor. The contract requires providing comprehensive drug testing services for performance-enhancing drugs (PEDs) and anabolic steroids, specifically testing human urine specimens according to World Anti-Doping Agency Code (WADAC) and DoD instructions. Key performance requirements include testing specimens within 7-10 business days, maintaining chain of custody, conducting confirmatory and isotope ratio mass spectrometry (IRMS) testing, and reporting results electronically.
The contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement running from August 24, 2025 to August 23, 2028, with a minimum guaranteed order of 5 tests. The contract includes three primary line items: PED testing, IRMS testing, and subject matter expert telephone consultation. It has small business provisions, including a small business subcontracting plan, and is limited to laboratories within the continental United States. The contract allows multiple ordering activities, primarily Navy drug screening laboratories, to place delivery orders. The testing laboratory must be WADA-accredited, participate in proficiency testing programs, and maintain strict scientific and forensic standards for specimen handling and analysis.

The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price.
