COMBINED SYNOPSIS/SOLICITATION
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE Proposal. This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Services. Provisions and clauses in e ect through Federal Acquisition Circular 2025-0003 are incorporated. It is the contractor’s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at: https://www.acquisition.gov/. This announcement constitutes the only solicitation.
This combined synopsis/solicitation number is N0018925RZ037 and is issued as a request for proposals (RFP).
The NAVSUP Fleet Logistics Center (FLC) Norfolk, BUMED FM&C Directorate intends to acquire on a sole source basis NON-PERSONAL ADMINISTRATIVE SUPPORT SERVICES to support the Naval Medical Research Unit in San Antonio (NAMRU-SA) via a firm-fixed price 8(a) direct award contract directly awarded to Kapali, LLC.
The NAICS code is 541715, with a size standard of 1000 Employees.
Services are for a 6-month base period beginning on August 1, 2025, with four 12-month options, one 6-month option, and one 6-month option in accordance with FAR 52.217-8.
Naval Medical Research Unit San Antonio (NAMRU-SA) is a major research and development center whose mission is to conduct gap driven combat casualty care, craniofacial, and directed energy research, to improve survival, operational readiness, and safety of Department of Defense (DoD) personnel engaged in routine and expeditionary operations.
This acquisition will provide operational support services to support the two administrative directorates at NAMRU-SA. The Contractor shall render the services described herein as an independent, non-personal services Contractor. This e ort primarily entails providing a full range of administrative services which involve planning, coordinating, and executing various operational functions that meet both directorate-level objectives and the command mission. These professional services in the areas of administrative, financial management, information technology, logistics and program management support services.
NAVSUP Fleet Logistics Center Norfolk BUMED & FM&C Directorate (NAVSUP FLCN) intends to award a firm-fixed price contract on a sole source basis to Kapali, LLC in accordance with FAR 19.8.
The awarded contract for the above requirement is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority 41 U.S.C. 251 et seq., as implemented by FAR 19.8 and FAR 15. Interested parties may identify their interest and capability to respond to future similar requirements; however, this notice is not intended to be a request for competitive proposals from any source. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on response received is solely within the discretion of the Government.
The Government will not pay for any information submitted in response to this notice.
