PERFORMANCE WORK STATEMENT
Defense-Wide Budget Assessment and Analysis Tool
1.0 INTRODUCTION
The Center for Applied Strategic Learning (CASL) is the strategic lab component of the student learning experience at the National Defense University (NDU). CASL’s mission is to develop challenging and complex games, exercises, models, and simulations (GEMS) designed to meet the learning outcomes as directed by the Officer Professional Military Education Policy (OPMEP), Joint Chiefs of Staff’s vision for JPME, College learning objectives, and other guiding documents. GEMS allow students and policymakers to apply concepts they are learning or testing, using realistic scenarios and experiential education activities.
CASL creates environments where teaching faculty can perform authentic assessments of their students, individually and collectively. CASL’s wargaming faculty serve as NDU’s resident experts in the field of GEMS and experiential education. CASL’s wargaming faculty work closely with all components, including the component colleges and the NDU Library and Learning Center, to ensure the faculty have the ability to perform authentic assessments of their students, individually and collectively using GEMS. Further, in support of policymakers, CASL ensures its GEMS provide creative opportunities for holistic examination of current and potential future challenges in a low-threat environment. CASL also conducts and supports research and analysis relevant to JPME as well as providing strategic support to national security stakeholders. (CJCSI 1801.01G dated 15 Apr 2024).
In its core modeling and exercise work, CASL collaborates with NDU entities: Five (5) NDU colleges, including National War College (NWC), College of International Security Affairs (CISA), Dwight D.
Eisenhower School for National Security and Resource Strategy (ES), College of Information and Cyberspace (CIC), and Joint Forces Staff College (JFSC) and other DoD and non-DoD stakeholders. CASL exercises ensure collaboration among these agencies and departments. Collaboration is enhanced/enabled by its dual stakeholder audiences of those government leaders heading national and international policy‐ making and implementation, and those in the JPME environment preparing for such roles.
2.0 BACKGROUND
NDU is an institution of higher education funded by the United States Department of Defense and intended to facilitate high-level education, research and supports the development of national security policy, strategy and operational plans. It is chartered by the Joint Chiefs of Staff to deliver JPME, with Vice Admiral Peter A Garvin, USN as its current president. Its headquarters and the largest campus is located at Fort Lesley McNair in Washington, D.C. It has additional campuses in Norfolk, VA, Fort Liberty, NC and supports periodic satellite seminars at the Combatant Command headquarters.
NDU’s chartered mission is to educate joint warfighters and other national security leaders in critical thinking and the creative application of military power to inform national strategy and globally integrated operations, under conditions of disruptive change, in order to prevail in war, peace, and competition. CASL is tasked to integrate the gaming community’s best practices and methodology – and ensuring it provides rich, engaging, and dynamic exercises to the students of NDU in support of Outcomes Based Military Education (OBME) and the Officers Professional Military Education Policy (OPMEP). CASL aligns its exercises to OPMEP and NDU Policy as well as other guiding documents such as the National Security Strategy (NSS), National Defense Strategy (NDS), and National Military Strategy (NMS). Its exercises provide one method of authentic assessment for Faculty members and Colleges to demonstrate graduates’ learning.
CASL is seeking opportunities to implement budgeting and budgetary assessment tools into its exercises in support of JPME. CASL requires a tool with ability to have faculty and students engage with DOD budgets across the FYDP to explore opportunities for growth in funding or mitigate impact of decreasing budgets, as witnessed during events such as sequestration.
3.0 SCOPE
Strategic Choices Tool: software that is proprietary to the Center for Strategic and Budgetary Assessments (CSBA) to integrate Department of Defense (DoD) budget data that will enable faculty to conduct authentic assessment of student decision-making, visualize strategic trade-offs in defense budgeting and to facilitate experiential learning through realistic budget scenarios.
The contractor shall provide non-personal, technical services to the Center for Applied Strategic Learning in support of its exercise and gaming program, specific to its exercise(s) examining the trade-offs of changes to the Defense Budget and its budgeting processes. The exercise(s) will require use of a database tool to allow for manipulation of the Department of Defense future year spending. This tool must be able to allow for direct manipulation of programmatic data sets, thereby allowing students to increase their understanding of how to strategically rebalance the defense budget and examine and explain the tradeoffs used to the faculty.
The database shall have the ability to instantly analyze and summarize the impact of specific programmatic decisions in order to achieve desired learning objectives and allow for a complete discussion of the relative importance of varying components of the defense budget throughout the entirety of the exercise.
4.0 TASKS
4.1 The contractor shall provide students details involved in developing specific resource program recommendations as part of the defense and military strategies at the level of senior leaders serving on DoD, Joint, and Service Staffs.
4.2 The contractor shall provide database support for the conduct of the exercise to utilize external expertise and database development not present at the National Defense University. Using this database will increase the exercise's realism and granularity, ensure the teaching points can be achieved in the time allowed for it, and meet the learning objectives of the courses of the National Defense University.
4.3 The contractor shall provide remote technical support services that shall provide login IDs to access the online program and respond to questions and technical issues remotely. Remote technical support may also add a limited number of additional programmatic options to the database. In-person technical support and/or analysts will also be required on exercise day(s) in order to assist students, faculty, and CASL control staff in the event of problems using the database or manipulating the data. In addition, on-site staff will generate customized graphics illustrating exercise results.
4.4 The contractor shall provide an unclassified database with Department Defense (DoD) Program Objective Memorandum (POM) information for Defense agencies and Military services. The database must incorporate the following features:
Cover two Future Years Defense Plans (FYDP) for the years FY2026 to 2035.
Provide current and realistic as possible DoD program information.
Operate effectively in a distributed fashion for approximately 200 individuals simultaneously.
Provide instantaneous results for choices made.
Provide numerical and descriptive information within services regarding defense programs by fiscal year at a high level of granularity.
Present options, track choices, sum/decrement choices, and total choices by turn and exercise overall.
Contains the ability to play up to two exercise turns as necessary. Options selected in turn one must be able to affect available options in turn two.
Allow students access to the tool to familiarize themselves with the options up to one week prior to each exercise.
4.5 The unclassified database shall be able to revert to turn one data by the end–user (student – ideally) or at a minimum through dedicated technical support during the exercise's execution phase.
4.6 Student game players shall be able to utilize game components on desktop computer and tablet-like devices, including Windows, Apple, and Android devices.
4.7 Training support before each exercise shall give users sufficient instruction to effectively use the database and tool.
4.8 CASL faculty and select NDU faculty shall have continuous coverage to the software tool for preparation, design, and planning of the exercises.
