Amendment of Solicitation/Modification of Contract
This is Amendment 0001 to Solicitation N0018925QZ320 issued by NAVSUP FLC Norfolk Philadelphia Office on February 4, 2026. The amendment extends the quote submission deadline from February 5, 2026 at 12:00 PM EST to February 10, 2026 at 12:00 PM EST. The primary purpose is to provide answers to 25 questions submitted by potential quoters and to attach the Past Performance Information Form required for Volume I of quotes. The contracting point of contact is Elene Chappelle at elene.y.chappelle.civ@us.navy.mil. All terms and conditions of the original solicitation remain unchanged except as modified by this amendment.
The questions and answers address key aspects of an interactive, improvisational sexual assault prevention training program to be delivered to U.S. Navy recruits at Recruit Training Command (RTC). The incumbent contractor is Catharsis, Inc., located in Chicago, Illinois, with the current contract value of $3,951,569.89 inclusive of options. This is a follow-on to existing contract N0018921DZ016. Key requirements include weekly large-group sessions (up to 300 students, 60-90 minutes, two-person facilitation), maximum six small-group sessions per day during peak periods, facilitators with sexual assault prevention training backgrounds (formal acting credentials not required), fully developed curriculum subject to Government approval prior to delivery, and assumption of full operational responsibility on day one with no formal transition period. The Government will not disclose its budget and contractors should price based on solicitation information; escalation tables are acceptable as supplements to pricing pages.

RESPONSE TO SUBMITTED QUESTION
QUESTIONS SUBMITTED BY POTENTIAL QUOTERS
1. The PWS emphasizes interactive, improvisational, in-person facilitation. Is the Government open to a blended delivery model where live, facilitated edutainment sessions are supported by digital, provided live audience engagement remains the primary modality?
See PWS paragraph 1.1 Scope of Work.
2. Will attendees be permitted to use Government-approved mobile devices or PCs during or immediately following training sessions for approved instructional or assessment activities?
Will Government Wi-Fi be available, or should the contractor plan to provide connectivity?
No mobile devices for students, No Wi-Fi. No private assessments.
3. Can the Government clarify whether “edutainment” is defined strictly as live theatrical performance, or whether it may include facilitated interactive scenarios augmented by digital decision-making and reflection tools, provided improvisational and audience interaction requirements are met?
Trying to establish both but be entertaining to the students and absent from routine rhetorical models used commonly in instructional norms to capture attention and depict the need to reverse Hollywood accepted norms.
4. Are facilitators required to have formal acting or improvisational theater backgrounds, or is demonstrated experience delivering interactive, scenario-based prevention training to young adult audiences sufficient?
Training is not required for acting theater or delivery, however a background in sexual assault prevention training with practice on delivery is essential.
5. Does the Government have preferred assessment instruments for measuring training effectiveness, or may the contractor propose validated tools aligned with SAPR objectives and behavior-change outcomes?
See PWS paragraph 8.3 Government Quality Assurance.
6. Is there an incumbent or preferred contractor? If so, who is it?
Catharsis, Inc. is the incumbent. They are located in Chicago, IL
7. Is this a follow-on to an existing contract or a re-bid/re-write of a previous contract? If so, who had the existing/previous contract?
This is a follow-on to the existing contract, N0018921DZ016
8. If a previous contractor existed, is there any reason for you to believe that this contractor would not be bidding this RFP?
This is not a question that the Government can answer on behalf of another contractor.
9. If a previous contract existed, what was the value of that contract?
The total value of the current contract is $3,951,569.89, inclusive of any options.
10. What is your budget or budget range for this project?
The Government will not provide a response to this question. The contractor should price the effort based on the information in the solicitation.
11. Did you have a third party help with the preparation of this bid? If so, please identify them and their role, and indicate if they will be allowed to bid?
No
12. For Volume II of the quote, the government asks that each page of each copy reference the “Source Selection Information – See FAR 2.101 and 3.104.” There does not appear to be a FAR 2.101 and 3.104 in the RFQ. Where can the quoter find the Source Selection Information to reference in Volume II?
Any FAR reference can be found in the FAR
FAR 2.101 (https://www.acquisition.gov/far/part-2#FAR_2_101) FAR 3.104 (https://www.acquisition.gov/far/part-3#FAR_3_104_1)
13. For Volume I of the quote, the government asks that the quoter complete a “Past Performance Information Form” for each reference. There does not appear to be such a form attached to the RFQ. Where can the quoter find the “Past Performance Information Form”?
The Past Performance Form is attached to this amendment
14. Does the government anticipate common, reasonable escalation to be built into the pricing presented in Volume II? If so, does the government have a preferred method of the contractor communicating that? Would a table showing the contract years broken out with escalated unit pricing be acceptable as a supplement, not substitution, to the solicitation pricing pages?
A table showing the contract years broken out with escalated unit pricing is acceptable as a supplement, not substitution, to the solicitation pricing pages
15. Program Execution & Scheduling Does the Government anticipate that the weekly large-group and small-group training volumes described in the PWS represent steady-state averages throughout the year, or should quoters anticipate periodic fluctuations in volume based on training pipeline throughput?
Routine fluctuations usually occur on an annual basis and during seasonal changes in training through RTC based on graduations from Highschool and enlistments in the U. S. Navy
16. Facilitator Staffing Levels For weekly large-group training sessions, does the Government expect a consistent two-facilitator delivery model regardless of class size, or may facilitator staffing be adjusted based on student count and venue configuration, provided learning objectives are met?
PWS 5.8.1 Large Group Session Concept The contractor shall provide a single weekly, interactive, improvisational, 60- to 90-minute, two-person facilitated session that directly targets audiences of up to a maximum of 300 Navy students who recently joined the service.
17. Surge Capacity Expectations Are there known or historical periods of increased student throughput during which the Government anticipates a need for additional training sessions or expanded facilitator capacity beyond the standard weekly cadence described in the PWS?
No, maximum Large group sessions are always one per week, maximum small group sessions are 6 /day during busy high peak student levels.
18. Curriculum Ownership & Initial Approval
The PWS references Government review and approval of training curriculum. Is the Government’s expectation that the contractor provides a fully developed curriculum at the start of performance, subject to Government review and approval prior to delivery?
Yes
19. Curriculum Revision & Approval Timelines When curriculum modifications are requested, does the Government have an anticipated review and approval timeframe that contractors should account for when planning training schedules?
See PWS paragraph 5.2 Kick-Off Meeting and PWS paragraph 5.4 Curriculum and Assessment Tools Revisions.
20. Quality Control Plan (QCP) Does the Government require use of a specific QCP format or template, or may contractors submit a QCP that aligns with FAR-based quality standards and maps to the Government’s Quality Assurance Surveillance Plan (QASP)?
See PWS paragraph 8.2 Contractor Quality Control Plan Specifics.
21. Reporting Formats & Data Elements Will the Government provide standardized templates for required monthly reports, rosters, and meeting minutes, or should contractors propose reporting formats for Government review and approval at contract kickoff?
See PWS paragraph 5.2 Kick-Off Meeting.
22. Government-Furnished Facilities & Resources While the PWS notes Government-furnished training facilities and sound systems, should contractors plan to operate all audiovisual equipment independently, or will on-site technical or audiovisual support be provided?
See PWS paragraphs 3.1, 4.0, 5.7.2, and 5.8.2.
23. Historical Delivery Model Assumptions.
Are the training volumes, delivery methods, and session durations outlined in the PWS reflective of historical program execution, or do they represent updated or revised requirements the Government intends to implement under this contract?
Yes to all of the above. Only mild revisions have been requested for training demands.
24. Transition Considerations In the event of a change in contractors, does the Government anticipate any transition activities, coordination, or knowledge transfer, or will the awarded contractor assume full performance responsibilities at the start of the ordering period?
A transition period is not listed in the RFQ and awarded contractor will be expected to be able to perform services in full on the first day of the effective date of the contract.
25. Transition Planning Considerations.
Does the Government anticipate any formal transition activities or coordination period at the start of performance to support continuity of training delivery, or should quoters plan to assume full operational responsibility on Day One of the ordering period?
The awardee will assume full operational responsibility on day one.
