About this file

This document is a Questions and Answers (Q&A) file for Navy solicitation N0018925Q0175, seeking a contractor to remove storage units, raised flooring, and furniture from Building 108. The project involves disassembling and disposing of 130 high-density metal storage units that move back and forth, along with a raised wood flooring with tile on top, all located in a currently vacant space. The work is to be completed between April 21 and August 20, 2025, during normal business hours (0730 to 1600), with the contractor responsible for careful removal, debris cleanup, and ensuring no damage to adjacent areas.

Key details include: no site visit is planned, all units are empty, no hazardous materials are expected, and the loading dock can accommodate a tractor-trailer (though it is off to the side with no lift). The contractor will need to provide their own tools for disassembly, determine dumpster needs, and follow standard DoD security protocols. Payment can be made monthly or upon full project completion. Interested contractors must submit their technical approach and quote by 2:00 pm EST on April 7, 2025, to the specified Navy contact emails, with any questions submitted by 3:30 pm EST on April 3, 2025.

Questions in response to solicitation N0018925Q0175

1. Will a site visit be conducted as part of this solicitation

A site visit is not anticipated at this time.

2. Are the 130 High-Density Storage Units and their High-Density Storage Unit Floor Tracks similar to metal shelving units that can move back and forth and be pushed together? Or are they large storage units that open with a door or garage for storage?

They are the metal units that move back and forth and can be pushed together.

3. Will the storage units and storage unit tracks already be disassembled from the structure of the building? If they are not, do they require any specific tools to disassemble them?

No, this is part of the scope of the work. The contractor would need to determine what tools are needed, however, an educated guess is hammers, crow-bars, battery powered had drivers/drills.

The shelving is locked into place by clipping into each other and it appears they are held together with screws.

4. Can pictures of the site and things being disposed of be provided? Detailed drawings or schematics available for the raised flooring and storage units?

See the attached document with pictures.

5. Would you kindly confirm if this is an entirely new effort or is there an incumbent currently providing these services? If so, would you please provide the incumbent contract details and total dollar value of previous contract?

This is a new requirement.

6. Is a technical portion required to be submitted along with our quote?

7.

Yes. Please see 52.212-2

8. Will our crews be allowed to work after regular business hours?

Unless special circumstances come up, the work will need to be done during normal business hours.

Anything after hours will require the Command to provide a staff member to escort, which will incur overtime for the Command.

9. Will any construction, replacement or repair of the floor be required after elevated floor has been removed?

It is expected that the contractor will do their due diligence to remove the raised floor in a manner that will cause minimal damage to the floor underneath the raised floor. Construction or floor replacement will not be required after removal.

10. Does the loading dock accommodate for tractor-trailers?

A tractor trailer could be backed in, but the loading dock is off to the side and there is no lift on the dock. See attachment for pictures.

11. Will there be power outlets available for use by crew members?

There are outlets throughout the space that the contractor could use if needed.

12. What kind of raised flooring is installed (brand or type), and do you know the approximate square footage?

Square footage is not known, but it is wood (plywood) with tile on top. The floor is only raised about 1”. See attachment with pictures (same as question 4)

13. Do you know the brand or model of the high-density shelving units and floor tracks

We do not currently have this information and it is not located on the units themselves

14. Can you share the approximate size of the lockers?

They vary. Majority of the units are 12’ 3” long x 7’ 9” High and 1’ 9” wide. Some are 16’ 9” long and some are 3’ 3” long.

15. Can we assume that all units (shelving, desks, cabinets, etc.) will be empty prior to the removal?

Everything is empty and ready for removal.

16. The solicitation mentions a Period of Performance from April 21 to August 20, 2025 — is this timeframe flexible, or does the work need to be completed within these dates?

Work will need to be completed within the Period of Performance set in the solicitation.

17. how many dumpsters may be needed for the disposal of the items

The Contractor would need to determine this.

18. What are the available working hours for this project?

0730 to 1600. May be able to start sooner, depending on availability of NHHC staff members.

19. Are there any access restrictions or special security protocols beyond the standard DoD requirements?

No.

20. What is the distance between the disassembly location and the loading area?

The loading dock is located off of this space.

21. Are there steps or obstacles in the removal path?

No, it is all on one floor. There are doors that open to other spaces on this floor.

22. What is the loading dock capacity, and are there any size restrictions for disposal vehicles?

See attachment with pictures as mentioned in question # 9

The loading dock itself is only 2’ 5” tall. The loading dock roll-up door is 4’ 11” wide by 8’ tall. The alley where the loading dock is, is 13’ 4” wide.

23. Are there designated staging areas for removed materials before transportation?

At this time, no. Once the Contractor is selected and they do a pre-visit, they could provide a request and we can see what the installation is willing to accommodate.

24. Are there specific routes that must be used when removing materials from the building?

No, the loading dock is located at the point of work.

25. Are there any hazardous materials (asbestos, lead paint, etc.) that might be encountered?

No known hazardous material and are not expected to be found.

26. Are utility disconnections required for any equipment, and if so, who is responsible?

There are no utility disconnections required for the scope of this work.

27. Are there any historical preservation concerns when working within Building 108?

Not related to the scope of this work.

28. Are there any specific cleaning requirements after removal?

After everything is removed, it is expected that the Contractor would sweep up and remove any debris as a result of removal of floor and equipment. Mopping, buffing, etc is not required.

29. What is the invoicing schedule and process?

Please see 252.232-7006.

30. How will pre-existing damage documentation be reviewed and approved to prevent liability disputes?

This can be identified and documented between the NHHC staff and contractor during a pre-visit after award of the Contract.

31. Will there be regular progress meetings, and if so, how frequently?

At this time, there will be no regular progress meetings. Staff from NHHC will check-in with lead periodically to see how everything is going. Contractor will have a POC to report any issues or be available to answer any questions that arise.

32. Are progress payments available, or is payment made upon full project completion?

Monthly payments can be provided or payment made upon full project completion.

33. What factors will be most important in evaluating proposals (price, experience, timeline, methodology)?, Are there any specific past performance requirements or certifications needed?

How will the technical approach be evaluated?

Please see 52.212-2 Addendum.

34. Is there any expectation for protection of adjacent areas during the removal process?

It is expected that the Contractor will conduct business to ensure they don’t damage walls or any other government property outside the scope of this contract.

35. Will NHHC personnel be working in adjacent areas during the removal?

There are no NHHC Staff working in this location as it is currently vacant.

36. Are there any special requirements for dust/noise control?

There are doors that isolate this space from the rest of the building. No dust or noise control currently expected. It is expected that the Contractor will have a Safety Plan to protect their employees from such environmental factors.
