The contract (N0018925Q0536) is set aside for small businesses, with a delivery destination of the Naval Ice Center at the University of Washington's Polar Science Center, managed by Dr. Ignatius Rigor.

The buoys must meet specific technical requirements, including a Vinylester Fiberglass hull with a steel ballast rod, sensors to measure air pressure and temperature, Iridium satellite data transmission, GPS positioning, and the ability to survive at least 2 years in temperatures as low as -40°C. The solicitation requires 10 units to be certified for air deployment from a Coast Guard C-130, with delivery expected within 20 weeks. The procurement is a fixed-price contract, and the buoys will be used for research in the Arctic and Southern Oceans, supporting scientific understanding of seasonal ice zones.
