QUOTE CONTENT:
The quote should contain the following items in addition to other information required by this solicitation.
The Quote should indicate the following:
•Solicitation Number

•Point of Contact name, telephone number, and email address
•Quote valid of 30 days following the solicitation closing date
•Any terms and conditions, licensing agreements, terms of service, etc
•Country of Origin for all supplies
•Lead time
Factor I: Technical
An acceptable quote shall meet all the requirements of the solicitation. Vendor shall provide delivery lead times to meet the required delivery date. If vendor cannot meet the required delivery date, the quote shall explicitly state that the required delivery date cannot be met and shall give the most favorable lead time available. This factor shall address the technical factors and include all information required for Quote evaluation. This section of the Quote shall exclude any reference to the price aspects of the quote. If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation.

No price information shall be included in any other section including cover letters. . The importance of price as an evaluation factor is significant in that the degree of importance of price will increase with the degree of equality of the quotes in relation to the other factors on which selection is to be based. The importance of price will also increase when a vendor’s price is so significantly high as to diminish the value to the Government that might be gained under the other aspects of the quote. If, at any stage of the evaluation, all vendors are determined to have submitted equal, or virtually equal, quotes, price will be the factor in determining which vendor shall receive the award.
Price will be evaluated in accordance with FAR Part 13. The Government may evaluate any and all information submitted by the quoter to support the reasonableness of prices quoted. The method of evaluation used by the
Contracting Officer is solely within the discretion of the Contracting Officer. Additionally, the government may request quoters to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items or uncertified cost and pricing data. Failure to submit the requested information may result in disqualification of the submitted quote.
The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote which indicates that quote may not represent best value. In that case, the
Government reserves the right to consider the past performance of other quotes, conduct a price, past performance tradeoff, and award to other than the lowest price quote

Award will be made to the vendor whose quote is most advantageous to the Government under the selection criteria set forth in this solicitation. The Government intends to evaluate quotes and award a purchase order based on initial quotes. Therefore, the quoter's initial quote should contain the quoter's best terms from a Technical Approach and Price standpoint.
The Government reserves the right to award a FFP purchase order to other than the lowest priced quoter;
award a FFP purchase order without communications; or award a FFP purchase order after communications, whichever is in the best interest of the Government.
Nothing in this provision limits the Contracting Officer’s discretion to rely on information available from other sources (e.g., past performance databases, discussions with other entities familiar with the quoter) or to use any other technique described FAR 9.1 when determining whether the quoter satisfies the FAR 9.104-1 general responsibility standards.

Technical Rating Description
Acceptable Quote meets all of the requirements of the solicitation. Quoted supplies are brand name or equal to those listed in the solicitation.
Unacceptable Quote does not meet all of the requirement of the solicitation. Quoted supplies are not brand name or equal to those listed in the solicitation.
Refurbished items are deemed unacceptable.
Factor 2 – Price:
The Government will evaluate price quotes in accordance with FAR 13.106-2, Evaluation of quotations or offers. The Government may evaluate any and all information submitted by the quoter to support the reasonableness of the cost/prices quoted. The method of evaluation used by the contracting officer is solely within the discretion of the contracting officer.
If the vendors quote is determined to be unacceptable in factor 1, the price quote will not be evaluated by the Contracting Officer. The Government reserves the right to award the purchase order to other than the lowest priced vendor.
WRITTEN NOTICE
A written notice of award or acceptance of a quote furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding purchase order without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
