About this file
This document is a Standard Form 30 (SF-30) Amendment of Solicitation/Modification of Contract for a naval access control and intrusion detection system solicitation. The amendment changes the response deadline from 16-Apr-2025 12:00 PM to 18-Apr-2025 10:00 AM and provides detailed questions and answers about the project specifications.
Key technical details include connecting new Lenel controllers to an existing Lenel Enterprise system in Building 235, with controllers placed in rooms 108 and 112. The system will have motion detectors in Rooms 100, 108, and 112, with door contacts only on specific doors listed in the Minimum Requirements. The contractor will handle initial programming and train Navy personnel for system enrollment, with District Navy personnel providing enterprise-level support. The intrusion detection system (IDS) will be tied into the access control system and monitored by base dispatch.

QUESTIONS & ANSWERS
1. Will the new Lenel controller connect back to an existing Lenel server or will a new standalone server need to be provided as part of this quote?
A: The Lenel controllers will be tied into the existing Lenel Enterprise. The connection from building to dispatch will be an access point installed in the Building 235 server room.
2. If connecting to an existing server, are there enough licenses to accommodate the new 5 doors? Could you provide the Dongle ID for this system?
A: There are enough licenses to accommodate the new five (5) doors. Dongle ID is accounted for in the existing enterprise scheme.
3. Please clarify that you would like one Lenel controller set up in room 112 controlling doors 1,3,4, and 5 with a second control panel in room 108.
A: A controller will be in room 108. Room 112 will have 2 controllers to break out the communications room separately from Room 100, and Room 107. An additional controller will be in Room 108.
4. Will Lenel programming be provided by the contractor or site?
A: The contractor will set up the initial programming and train local Navy personnel for enrollment. District Navy personnel will also be supporting on an enterprise level.
5. Will the IDS devices tie into Lenel or will this be a separate alarm system?
A: Tied together by area and monitored by base dispatch.
6. For the IDS, are we to assume that all rooms will receive motion detectors and that all exterior doors to include roll up doors will receive door contacts?
A: No, motion detectors will be in Rooms 100, 108, and 112. Only doors listed in the Minimum Requirements will receive door contacts.
7. Are the ceilings hard lid or drop ceilings in the corridors and office areas?
A: Drop ceiling
