PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT FOR NAVY EXPEDITIONARY WARFIGHTING

DEVELOPMENT CENTER (NAVEXWDC) TRAINING AND ACADEMICS SUPPORT

SERVICES

1.Background

The Navy Expeditionary Combat Command exists first and foremost to conduct and support Fleet warfighting operations by dominating the littoral and reinforcing blue water lethality. To that end, NECC’s ability to CLEAR, SECURE, BUILD, and PROTECT is critical to enabling many of our nation’s most important operations and plans.

NECC forces CLEAR the battlespace of hazards, SECURE critical maritime terrain, sea lines of communication, and resources; BUILD infrastructure, awareness, logistics chains, and partnerships; and PROTECT the Fleet, facilities, and Joint, allied, and partner forces. NECC provides unique, niche forces that conduct the “5Rs” of

Maritime Sustainment Vector model (Refuel, Rearm, Resupply, Repair, Revive) that are so critical to Fleet and Joint operations in an expeditionary environment. In doing so, NECC enables Fleet and Joint Distributed Maritime

Operations (DMO) in contested areas and ensures that Integrated Naval Power can keep the fight forward.

In addition to the 5Rs lines of effort, NECC also provides the forces and the command and control (C2) staff, structures, and systems – scalable up to the Flag-led Battle Staff level – that enables DMO in a contested maritime environment. The NECF Command and Control staffs direct the effective delivery and employment of integrated

Expeditionary Forces and critical capabilities.

2. Scope

The intent of this acquisition is to procure three (3) separate courses consisting of a 3.0 hour block of instruction into the NEXWDC’s Triennial NECF Prospective Command TRIAD Course, focused on fostering a coaching culture to elevate individual health, team performance, and organizational culture over multiple disparate organizations within the NECF enterprise. The focus should be at the Echelon IV and V level of command.

3. General Requirements

3.1. To meet mission requirements, NEXWDC requires contracted support for advanced instruction that centers on imparting practical resilience tools and fostering a coaching culture to elevate Individual Health, Team Performance, and Organizational Culture.

3.2. Government Furnished Materials. The Government will make available the presentation materials (i.e.:

computers, projectors, internet connectivity, TV screens) necessary for the contracted block of instruction. All contracted individuals will have access to restrooms and all materials necessary for successful presentation of 3.0 hours of Commanding Next Generation Leaders training.

3.3. Contract Administration. The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the

Government and Contractor personnel assigned to support contracts or task orders. The contractor shall assign work effort and maintaining proper and accurate time keeping records of personnel assigned to work on the requirement.

3.4. Location and Hours of Work. – Hours of work required will be no more than 3.0. per course. Location of the

3.0 hour block of instruction will be subject to change but will be included some time during the 5 day TRIAD

Course of instruction. Due to the nature of the TRIAD course, and frequent schedule changes, the exact time and location for the 3.0 hour block of instruction outlined in this contract will be solidified one month prior to the commencement of each course offering.

3.5. Deliverables. The contractor shall provide power point presentations via email to NEXWDC staff no less than one week prior to presentation and printed handouts of presented material for all TRIAD course attendees.
