About this file

This document is a Performance Work Statement (PWS) for the Naval Supply Systems Command (NAVSUP) Headquarters located in Mechanicsburg, PA. The PWS outlines the requirement to extend the existing LogiSon acoustic sound masking system in the Human Resources area and install a new LogiSon sound masking system in other office spaces within Building 214 to reduce workplace distractions and protect private conversations. The government will provide floor plans for the contractor to use in designing the sound masking plan, which must be reviewed and accepted by NAVSUP HQ Facilities prior to installation. Once installed, the existing and new systems will be tuned to the National Research Council masking spectrum recommendations for commercial offices. The contractor will provide an electronic copy of the acoustic network report, operation manual, and an as-built sound masking plan upon completion. The period of performance is 90 days from contract award.

The related federal contract opportunity is a pre-solicitation announcement for a LogiSon sound masking system at NAVSUP HQ. Performance Work Statement (PWS)

NAVAL SUPPLY SYSTEMS COMMAND (NAVSUP) HEADQUARTERS (HQ)

Extend existing sound masking system and provide a new sound masking system to reduce workplace distractions and protect private conversations.

Naval Supply Systems Command, Headquarters, 5450 Carlisle Pike BLDG 309, Mechanicsburg, PA 17050-2411

BACKGROUND:

The Naval Supply Systems Command (NAVSUP) headquarters located in Mechanicsburg, PA serves as the home base for the Commander who is also Chief of the Supply Corp.

REQUIRING ORGANIZATION:

The organization requiring the service outlined in the PWS is:

Naval Supply Systems Command, Headquarters

5450 Carlisle Pike BLDG 309

Mechanicsburg, PA 17050-2411

SCOPE:

NAVSUP HQ has an existing LogiSon acoustic sound masking system installed in building 214 Human Resources that needs extended into other areas of Human Resources and a new LogiSon acoustic sound masking system to cover other office spaces in building 214 where we have had complaints that conversations can be heard outside the space the conversation is being held. Expanding the existing LogiSon sound masking system will save the government money by reusing LogiSon acoustic sound masking system control panel, power supply and speakers. If it was not expanded, it would have to be removed and replaced as part of a new system. Because at the completion of the installation all sound masking systems are tuned to ensure the optimum levels of speech privacy and acoustic comfort. Each sound masking system manufacture has software they use to tune the system.

NAVSUP HQ has several offices in building 214 that require sound masking system installed to reduce workplace distraction and protect private/sensitive conversation from being heard outside the space the conversation is being held. This project will have two systems installed, expanding the existing LogiSon sound masking system in the north center bay room 105 and a new system in the south center bay to cover 4 other offices. The north center bay and south center bay are separated by a 12” thick brick fire wall, separating the two areas will prevent the fire wall from being penetrated.

Human Resources north center bay room 105 and 105A already have LogiSon acoustic sound masking installed, this existing LogiSon system will have speakers added to cover Room 101 (HRO & NIB) and Room 101A. Room 105 and Room 101 have been remodeled to make the space larger to accommodate new employees, 40 employees occupy this space and will benefit from additional sound masking coverage. Conference room 101A is beside room

105A employee relations/labor relations and conversations from 105A can be heard in conference room 101A, adding speakers at the dividing wall between 101A and 105A will protect private conversations and designed not to disrupt conference room audio/video conferencing equipment.

Office of Inspector General (OIG) room 100, Consolidated Credit Card Program (CCPMD) room 102 and Equal

Employment Opportunity (EEO) room 104 offices are in the south center bay and require LogiSon acoustic sound masking system installed to protect private conversations. Naval Acquisition Career Center (NACC) is located beside EEO room 104 and will need incorporated into the design to provide privacy for EEO conversations.

Contractor will expand the existing LogiSon acoustic sound masking system for Human Resources and design a new

LogiSon acoustic sound masking system for OIG, CCPMD, EEO and NACC. NAVSUP HQ Facilities will provide floor plans for the contractor to use in (PDF and CAD) for the sound masking plan. Contractor will review the sound masking plan with NAVSUP HQ Facilities for acceptance before starting installation. After the completion of the

LogiSon acoustic sound masking system installation the existing and new system will be tuned to National Research

Council masking spectrum recommend for commercial offices. At the completion of the project the following will be provided to NAVSUP HQ Facilities: electronic copy of the acoustic network report, electronic version of the operation manual including warranty information and an As-Built sound masking plan PDF.
