The following have been modified:
52.212-1 ADDENDUM
In addition to FAR 52.212-1, “Instructions to Vendors – Commercial Items,” and any other instructions contained elsewhere in this solicitation, the following information is provided. Vendors are required to meet all solicitation requirements, including all terms and conditions of the RFQ, representation and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in a quotation being ineligible for award.
QUESTIONS:
Quoters may submit questions regarding clarification of solicitation requirements directly to the contract specialist via email at cameron.l.massey.civ@us.navy.mil. It is requested that all questions be received by 09:00am ET 26 August 2024, as time may not permit responses to questions received after that date to be prepared and issued prior to the receipt of quotes. The government reserves the right to not answer questions after the deadline.

Quoter shall provide detailed specifications to meet Section 3.1, "Required Specifications", of the Statement of Work (SOW) and provide manufacturer website link or the official manufacturer brochure/literature proposed to meet specifications defined in the SOW. Vendors must be able to meet the solicitation delivery timeframe.

STATEMENT OF WORK
STATEMENT OF WORK
FOR THE REPLACEMENT OF THE ½” SHEAR MACHINE AT HULL TECHNICIAN (HT) “A”
SCHOOL OF SURFACE WARFARE ENGINEERING SCHOOL COMMAND
1.0 Scope: This Statement of Work (SOW) establishes the technical requirements for the replacement of the ½” shear machine at Hull Technician “A” school located at building 520 Evans Avenue, Surface Warfare Engineering School Command (SWESC), Great Lakes, IL.
2.0 Background: The current Shear Machine is 40 years old and experiences reoccurring malfunctions. The manufacturer is no longer operational, nor are parts readily available. These issues can directly affect the training of students in the schoolhouse. The best option to prevent downtimes in training is to replace the machine with one that more modern. DLA will need to conduct a thorough inspection, correlated with sufficient testing, to gather the scope of work and materials necessary to install the new equipment.
3.0 Requirements

3.1 Required Specifications

-Please provide an Operation Manual with the machine.
-Door size is 8 feet wide and 8 feet 4 inches tall. It is important that the new machine can fit through the door, or be disassembled to fit. Picture of door to enter the building below:
52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Factor I- Technical:
Factor I will be evaluated on an Acceptable/Unacceptable basis utilizing the Technical Acceptable/Unacceptable ratings in Table 1 below. In order to be considered Acceptable, quoters must receive an acceptable rating to demonstrate they are fully capable of meeting Section 3.1 “Required Specifications” element of the SOW within their submission. The quoter must address these specifications in sufficient detail so that the Government can reasonably determine that the quoter possesses the ability to deliver a compliant product. Vendor must also provide the 52.212-1 table and country of origin to be fully compliant.

Acceptable Quoter meets the requirements of the solicitation.
Unacceptable Quoter does not meet the requirements of the solicitation.
A rating of “Unacceptable” for Factor I means that the offeror’s quote is not awardable and will not be further evaluated.
The Government will award on the basis of technical acceptability and price unless the contracting officer is aware of past performance information related to the low price quote/offer which indicates that quote/offer may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes/offers, conduct a technical acceptability, price, past performance tradeoff, and award to other than the lowest price quote/offer.
Price will be evaluated IAW FAR 13.106-3
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
