PERFORMANCE WORK STATEMENT

FOR

MUSEUM EVENTS COORDINATOR

1.0 BACKGROUND INFORMATION

This statement of work is for one year of services performing the work of special events coordinator at the Hampton Roads Naval Museum. The Hampton Roads Naval Museum (HRNM), located in downtown Norfolk, Virginia, is operated by the Department of the Navy and reports to the Naval History and Heritage Command (NHHC) in Washington, D.C. NHHC and HRNM are tasked with interpreting, preserving, maintaining, and disseminating the history and heritage of the U.S. Navy. HRNM places particular emphasis on the history of the Navy in the Hampton Roads region.

2.0 TASKS

The Special Events Coordinator plans all aspects of the museum’s events, lectures, and ceremonies. Employee meets with event participants, answers inquiries, and conducts set-up for events at the museum, Nauticus, or other off-site locations. Serves as the POC and coordinator for military ceremonies aboard the battleship Wisconsin. Employee will work closely with the Director of Education and the Volunteer Coordinator to staff events. This position reports directly to the Deputy Director (Supervisory Curator).

MAJOR DUTIES AND RESPONSIBILITIES

2.1 Military Ceremonies Coordination and Scheduling (40%). Oversees all aspects of active and reserve duty military ceremonies occurring in the museum gallery and aboard the battleship Wisconsin to include retirements, promotions, commissionings, reenlistments, award presentations, and chief petty officer pinning ceremonies.

Schedules ceremony; coordinates with command counselors and senior officers to help plan the event; conducts site review; supervises rehearsal; and, on the day of the event, coordinates and supervises equipment set-up and furniture installation, visitor flow, the program itself, and dismantlement of set-up. Maintains all administrative forms and data collection related to ceremonies. Maintains monthly and annual statistics of ceremonies for the command.

Serves as HRNM’s point of contact with Nauticus personnel regarding ceremonies on the battleship.

2.2 Special Event Coordination and Scheduling (40%). Communicates with speakers, participants, HRNM staff, and facilities representatives, works with caterers, and manages logistics for events both on and off site. Creates and maintains an electronic calendar of all HRNM events by receiving and compiling submissions from staff members.

Maintains a database of mailing recipients who receive information about museum events. This includes coordination for two signature events: Brick-by-Brick Lego Shipbuilding and Chief Petty Officer (CPO) Heritage Days. For the Shipbuilding event, coordinates and supervises all aspects of event, and works closely with the education department and volunteer coordinator to staff and run the event. Directly coordinates and supervises the annual multi-day CPO heritage event held on battleship Wisconsin, in the museum, and throughout Nauticus.

Directly establishes and coordinates the activities of a CPO supervisory board that designates command responsibilities for the event, the multiplicity of classes to be held, and the event supervisors, classroom instructors and the various guides for the event (Nauticus, HRNM, and U.S. Navy). Acts as liaison between HRNM, City of Norfolk, and Nauticus on-site staff to ensure smooth flow of events for parking, use of adjacent city park space, use of ship, auditorium, and campus for staging of events. Coordinates with local commands and works with HRNM public affairs officer to promote and cover the event. Coordinates with HRNM director for non-profit foundation event support. Oversees evaluation of all events for lessons learned and prepares after-action report.

2.3 Educational Programming (20%). Provides naval history and heritage programming to Sailors and the general public in the form of museum gallery tours and classroom presentations. Researches and writes educational content for museum print and virtual publications. Delivers educational programming to students in grades K-12 based on Virginia Standards of Learning. Serves as museum duty manager on an as-needed basis. Performs other duties as assigned

2.4 Qualifications.

• Organizational skills and attention to detail necessary to implement projects and special events according to deadlines and within budget.

• Familiarity with multimedia materials and Microsoft office software, particularly program scheduling software

• Knowledge of event planning steps needed to conduct successful programs, as evidenced in knowledge of process and timelines, such as caterers, event set-up, reservations, and transportation of speaker.

• Ability to work independently, but to keep staff and outside personnel updated on event information.

• Possesses understanding of Navy policy and procedures with regards to events.

• Strong communication and public speaking skills

• Knowledge of Naval History and tradition is preferred as duties will facilitate aspects of Museum’s mission of education and public outreach.

3.0 PERIOD OF PERFORMANCE

The Period of Performance for the contractor conducting these tasks is 12 months from time of award. The contractor works a 40 hr/week schedule and must be present during HRNM’s open hours 10 am to 5pm. Occasional evening and weekend work is required.

4.0 PLACE OF PERFORMANCE

Work will take place at the Hampton Roads Naval Museum, 1 Waterside Drive, Norfolk, VA.

5.0 GOVERNMENT FURNISHED PROPERTY

5.1. The Navy will furnish appropriate information to the contractor for the contractor's use during the work. Upon completion of this delivery order, the contractor shall return to the appropriate Navy POC all Government furnished documents belonging to the Government.

5.2. The Navy will provide access to office space, storage space, and equipment needed to complete the tasks.

5.3. The Navy will provide usage of telecommunications, computers, and internet services necessary to complete the tasks.

7.0 JOINT VENTURE LANGUAGE
