About this file
This document is a Sole Source Justification for the AccessEngineering database subscription, which is required to meet the educational and research needs of the United States Naval Academy (USNA).
The Nimitz Library at USNA requires access to the AccessEngineering database, which contains engineering-focused books, reference works, data, and case studies. This database is proprietary to McGraw-Hill and is the only source that can provide the unique intellectual property and functionality required to support USNA's STEM curriculum and faculty research. The database must also integrate with USNA's existing library systems. As McGraw-Hill holds the copyright and is the sole provider, they are the only entity that can license the content and serve as a signatory to the necessary agreements. Failure to acquire this subscription would result in a loss of critical services relied upon to fulfill USNA's mission. The related federal contract opportunity is a solicitation (N0018924Q0375) for the yearly subscription to AccessEngineering issued by the Department of the Navy Naval Supply Systems Command.

Source Selection Information – See FAR 2.101 and 3.104
Describe in detail why only this source can furnish the requirements to the exclusion of other sources.
(what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)
In order to sustain Library performance, support and advance the educational mission of the Academy, and provide the necessary resources to sustain faculty research agendas, the Nimitz Library must subscribe to key scholarly databases in the sciences. These must provide the unique intellectual property necessary for the Academy’s specific educational and research needs.
The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
AccessEngineering contains a set of books and reference works, alongside data analytics, specific to engineering research. USNA, specializing in a STEM curriculum, relies upon authoritative engineering resources to make available to Faculty and the Brigade of Midshipmen for research and curricular purposes. There are no just as suitable alternatives to this database resource. Access Engineering must interface with and connect to the Nimitz Library’s Ex Libris products, Alma and Primo.
A patent, copyright or proprietary data limits competition.
AccessEngineering is wholly owned and copyrighted by McGraw-Hill. This combination of resources is not available from other electronic resource providers. Only McGraw-Hill can be a bilateral signatory to license this content. A copy of sole source certification for AccessEngineering McGraw-Hill can be reviewed in efile.
These are "direct replacement" parts/components for existing equipment.
This is a direct continuation of previous yearly subscriptions to AccessEngineering. Failure to acquire would result in a loss of services which are relied on every year to meet mission requirements.
Other information to support a sole source action:
The content provider must be able to be signatory on bilateral license and terms & conditions agreements.
