PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT
UUV Train the Trainer
Background.
The Naval Oceanography Mine Warfare Center (NOMWC) forecasters deploy small teams to conduct littoral hydrographic and mine warfare surveys and provide embedded tactical support to global mine countermeasures forces including mine hunting, environmental data analysis and assessment, and data fusion. Small hydrographic teams operate the Iver family of Unmanned Underwater Vehicle (UUV) systems provide direct mission support worldwide including hydrographic survey data for data sparse regions. Operating Iver UUVs without proper training could result in costly damage or loss of systems as well as NOMWC mission ineffectiveness, mission failure or special operator injury. NOMWC forecasters have only attended the Basic Operator Maintainer course or received peer-to-peer On the Job Training (OJT), and they require more advanced training. The course offered by the manufacturer is more advanced, taught at the instructor level, which would better train out forecasters and give them the skills and knowledge to help train other NOMWC sailors reducing overall training course costs. The advanced course provided by the UUV manufacturer includes intermediate level (I-Level) maintenance training.
With troubleshooting and repair costs increasing significantly over the past year, this course will reduce funds allocated to Iver repairs. METOC sailors attended the course in FY23 and the training resulted in intermediate level maintenance being able to be conducted internally by personnel. The course materials provided to students during this training will offer a unique capability to provide the proposed services.
Objectives.
The objective of this procurement is to obtain vendor provided instruction in the form of Iver3 and Iver4 UUV Course of Instruction (COI) for military Meteorologist and Oceanographic (METOC) forecasters.
Another objective of the course is to provide advanced education and training necessary to operate an Iver3 and Iver4 UUV at an advanced level and perform intermediate level (I-Level) maintenance.
Scope.
The base year includes one (1) Iver3 & Iver4 Train-the-Trainer Course for NOMWC personnel.
The location of the COI will be at L3Harris 497 11th Street, Suite 4, Imperial Beach, CA 91932.
A functional Iver is to be provided by NOMWC. The vendor shall provide the instructor, materials and equipment not provided by the government necessary to provide the Iver3 and Iver4 Train-the Trainer COI. The specific training sessions will be scheduled by the Technical Point of Contact.
Option years one (1) through four (4) includes two (2) Iver3 & Iver4 Train-the-Trainer Course for NOMWC personnel. The location of the COI will be at L3Harris 497 11th Street, Suite 4, Imperial Beach, CA 91932. The specific training sessions will be scheduled by the Technical Point of Contact.
Requirements.
Vendor shall provide 5-day navy METOC forecaster training on Iver3 and Iver4 UUV for up to six (6) students.
Vendor will instruct Navy personnel on advanced education and training necessary to operate an Iver3 and Iver4 UUV at an advanced level and perform intermediate level (I-Level) maintenance.
Topics covered shall include: Advanced Iver3 and Iver4 operator training, including deployment and recovery; Iver hardware, software, HW/SW configuration and connectivity; Advanced mission planning for challenging environments; In-depth post mission analysis; I-Level (intermediate) maintenance.
