About this file

The document is a Sole Source Justification for a contract to provide gases in support of Mobile Diving and Salvage Unit Two. The Contracting Officer has determined that AIRGAS USA, LLC is the only source reasonably available to provide the large quantity of gases required, which must meet specific purity standards per Military Specifications for Oxygen and Helium. The gases must also be mixed and delivered in 20' and 40' trailers to the required location. The associated federal contract opportunity is Solicitation Number N0018924Q0259 for "Filling of Tube Trailers", which will be competed using FAR Part 12 and FAR Part 13 procedures. The NAICS code is 325120 with a small business size standard of 1,200 employees. All responsible sources may submit capability statements, proposals, or quotations for consideration.

☐ A patent, copyright or proprietary data limits competition.

☐ These are "direct replacement" parts/components for existing equipment.

Other information to support a sole source action:

The large quantity of gases required (helium, oxygen and mixed helium/oxygen) that must be mixed according to the MILSPECS provided below that are available with the purge and vacuum required have extremely limited available sources. Market research was performed including reaching out to multiple vendors and it was determined that while several companies could provide some of the required gases, they could not provide all of the required gases. Furthermore, they could not provide the required mixing capabilities nor meet the required purity standards in accordance with the US Navy Dive manual MILSPECS. Three additional companies (Messer, Linde Gas and Equipment and Wayne Oxygen) were found to only provide gases for industrial use. Additionally, the 20' and 40' trailers must be delivered to the location for the purge and vacuum maintenance and gas fill. It was determined that due to the required purity standards and location of delivery, AIRGAS is the only company that can provide the large quantity of gases required to meet the divers' compressed Helium, Oxygen and Mixed Gas

Breathing purity requirements per US Navy Dive manual Chapter 4: MIL-PRF-27210 for Oxygen and MIL-

PRF27407 for Helium in addition to the precise mixing capabilities required and the ability to flush and maintain cleanliness standards in accordance with MIL-STD-1330
