PERFORMANCE WORK STATEMENT

Scope:

Training will be executed prior to the start of Snow Crab Exercise 2024. The purpose of training is to build capacity and capability in mobility and survivability of Explosive Ordnance Disposal (EOD) units of action in a winter/arctic environment and highlight deficiencies across EOD Table of Allowance & Policies, Guidances,and Instructions in a winter/arctic environment. The training will encompass how to safely maneuver across various terrain in a snow-packed environment, survive in an austere cold weather environment, and is required to be tailored to PGI equipment currently issued to the EOD force.

Requirements:

In accordance with (IAW) Operation Risk Management analysis, we require a total of four (4) mobility instructors to fulfill a one (1) to five (5) instructor ratio for 20 students. Ski mobility

N0018924Q0074 equipment shall be provided and shall include skis, boots, bindings, poles, snowshoes, and snow mobiles. Arctic mobility training will cover navigation and movement over austere and avalanche terrain with equipment loads to support specified EOD military operations. Training is required to provide American Avalanche Association level 1 certification. Instructors must be certified by American Avalanche association or be PRO level 1 certified, to be able to grant students with this certification. Instructors must also, have professional ski instructors of America certification or military ski instructor certification. Vendor must be able to provide a 24-hour medical clinic on site with ALS capabilities during the training. During the overnight training, there must be EMT certified instructors onsite during the training. Vendor must provide a facility able to accommodate small arm fire in conjunction with the mobility and survivability training.
