About this file
This document is a Sole Source Justification for the procurement of a Greensea Underwater ROV Simulator under Contract N0018924P0449 awarded to Greensea Systems, Inc. by the Naval Supply Systems Command (NAVSUP).
The justification explains that the Greensea Underwater ROV Simulator is a proprietary system required to support safety requirements for remote procedures and provide the user community a full understanding of the state of industry. The system is necessary to determine the state-of-the-industry and compare this simulator and software to other systems being developed or owned by the force. The design and kitting are proprietary to Greensea Systems, and the simulator is compatible with the Remotely Operated Vehicles (ROVs) currently owned and operated by the Explosive Ordnance Disposal Expeditionary Support Unit Two (EODESU2). The contract is a firm-fixed price award with a base year and two option years, valued at $44,000.

Source Selection Information – See FAR 2.101 and 3.104
In conclusion, the requested supplies or services represent the minimum requirements of the government.
Describe in detail why only this source can furnish the requirements to the exclusion of other sources.
(what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)
☒ A patent, copyright or proprietary data limits competition.
This is a user test protocol to compare available commercial-off-the-shelf unmanned system simulators to support safety requirements for remote procedures and ensure the user community has a full understanding of the state of industry, thereby defining what further development will be required to meet EOD needs. This system is being used to determine state-of-the-industry and to compare this simulator and software to other systems that are being developed or are owned by the force. That can only be accomplished by purchasing this specific equipment. The design and kitting are proprietary to GreenSea Systems, Inc.
EOD currently owns and operates Remotely Operated Vehicles manufactured by VideoRay. VideoRay has confirmed, GreenSea is the only company that provides a mirror quality simulation at a Military grade standard compatible with their ROV’s.
