US NAVAL ACADEMY, ANNAPOLIS, MARYLAND

ALUMNI HALL RIGGING CONTROLS SYSTEM

1.0 SUMMARY

This is for procurement of rigging controls at the United States Naval Academy (USNA) in Annapolis, Maryland.

This scope of work does not include any modifications to the building structure, grid or components of the building, including electrical modifications associated with the rigging controls. It does not include power and data distribution including provision of conduit, wire, tray, cable or other electrical installation elements. Those scope items will be performed by others.

The scope of work for this contract shall be performed at this location on the Naval Academy grounds:

· Alumni Hall, 675 Decatur Road, Annapolis, MD 21402

Alumni Hall does have a freight elevator that can be utilized for this contract as needed.

Alumni Hall has a loading dock that can be utilized for this contract.

2.0 EQUIPMENT, LABOR AND DELIVERABLES

This contract is for the provision, installation, commissioning, handover and testing of a rigging controls system, inclusive of network upgrade schematics (data and electrical installation by others), (1) console unit control unit, (1) portable control unit, (2) portable hand held console controllers, (6) front end enclosures, replacement components for MCR 1, replacement components for MCR 2, (5) winch control upgrades, (1) banner automated rigging and controls and (1) crest automated rigging and controls. See item list below for additional details on these items.

The scope of work includes site surveys, project management, transportation, manuals and documentation, installation, commissioning, handover and training of on-site government personnel.

Item list:

1. Network upgrades riser diagrams and schematics. Data and power to be installed by others under separate contract.

i. All equipment such as fork lifts, pallet jacks, scissor lifts or other equipment must be provided by the contractor as needed to perform the requirements of this contract.

f. Installation Time

i. Assume (5) work weeks for installation period on site in summer 2025. During the week of June 22-28, 2025 no work can be performed on site due to mission requirements of the Naval Academy.

g. Installation Labor

i. All labor necessary to perform the requirements of this contract shall be provided by the contractor. No supplemental labor is available at the Naval Academy with the exception of labor to assist in unloading the truck with equipment deliveries.

3.0 COMPATABILITY WITH EXISTING EQUIPMENT

The existing rigging and controls equipment was installed in 2013 by Stage Technologies which is now wholly owned by TAIT Towers (TAIT). Components and programming elements will remain in place as this is not a whole sale replacement of the system. All new components and programming need to be compatible with the remaining system and are direct replacements of obsolete or degraded equipment. All new components must be compatible in every form with existing systems and equipment to operate safely and efficiently.

4.0 SCHEDULING

The milestone schedule dates required for this contract include:

No later than 15 September 2024: Design completion No later than 1 December 2024 Start of shop integration.

No earlier than 30 June 2025 Site mobilization at U.S. Naval Academy No later than 1 August 2025 Commissioning, handover and training complete.

5.0 DISPOSALS

The contractor will be responsible for removal and disposal of all replaced equipment as noted for replacement in the contract.

6.0 ON SITE LABOR SUPPORT AND EQUIPMENT

The Naval Academy will provide, under separate effort/contract, labor support to unload the contractor’s truck for delivery of equipment at Alumni Hall. No supplemental equipment or personnel is available at the Naval Academy to support the requirements of this contract.
