PERFORMANCE WORK STATEMENT
Custom Sampling Station Development, Manufacturing, and Processing Support for the Submarine Atmosphere Health Assessment Program
1. Scope of Work
The Naval Submarine Medical Research Laboratory (NSMRL) continues to research the health effects of exposure to the enclosed submarine atmosphere through the Submarine Atmosphere Health Assessment Program (SAHAP).
SAHAP deploys passive chemical dosimeters (sampling stations) on board operating US Navy submarines to determine concentrations of various compounds in the atmosphere. These found concentrations are then compared to established Navy 90-day limits. NSMRL requires contracted laboratory support to develop, manufacture, and process the custom passive chemical dosimeters – hereby referred to as Sampling Stations – that are required to sample the atmosphere in the dynamic submarine environment, on an as-needed basis.
2. Definitions and Terms Analyte – A substance or chemical compound that is of interest in an analytical procedure.
Sampling Media – A material designed to absorb specific Analytes from the atmosphere to measure its concentration and therefore exposure over time.
Sampling Disk Filters – A filter attached to each Air Sampling Disk, made from different materials that determine the exposure rate of the Sampling Media below it.
Air Sampling Disk – A plastic disk containing Sampling Media, a filter designed to generate different exposure rates, and a plastic cap attached with a hinge.
Sampling Station – A grouping of Air Sampling Disks, attached together, which can be hung in a single location to measure exposure to multiple Analytes in the atmosphere over a predetermined period of time.
3. Support Requirements The contracted laboratory shall develop, manufacture, and deliver Sampling Stations according to the specifications below, as required and ordered by NSMRL.
The contracted laboratory shall process and deliver data reports on all Sampling Stations once returned by NSMRL after exposure.
3.1. Manufacturing and Delivery Requirements
NSMRL will order up to 1200 Sampling Stations from the contractor per year. The quantity and type of sampling stations in each order may vary. 5-day and 28-day exposure rates are required.
NSMRL will select single badges of two different sizes, or groups of four (4), five (5), or six (6) Air Sampling Disks and Sampling Disk Filters, based on project data requirements, within each order. Air Sampling Disks will be chosen from the options/list provided in section 3.1.3. Orders will specify Sampling Disk Filter types, appropriate for either 8-hours or a 5-day or 28-day exposure time. Sampling Station and individual Sampling Disk labels will also be specified with each order.
Custom Sampling Stations ordered by the government shall be manufactured and delivered at the expense of the contractor within three (3) weeks of the order date. Shipping charges shall be integrated into the total unit cost of the sampling stations.
3.1.1. Sampling Badges and Sampling Stations
Sampling Badges shall consist of a single circular button having nominal dimensions of 1” diameter. Sampling Stations shall consist of either four (4), five (5), or six (6) independent Air Sampling Disks integrated into a single rectangular plastic assembly having nominal dimensions of 3” x 4.5” x 0.5”. Sampling Badges and Sampling Stations shall both incorporate one or more perforations (holes) to secure the Sampling Station to a submarine bulkhead, or similar fixture. Sampling Stations consisting of only four (4) or five (5) Air Sampling Disks shall be manufactured in the same six- disk form factor discussed above, with one or two Air Sampling Disk blank/empty.
Sampling Badges and Sampling Stations shall be constructed of rugged, flexible plastic (e.g. polyolefin or fluorinated polyolefin) that is non-reactive with the Sampling Media to be used in the Air Sampling Disks and applicable Analytes. Sampling Stations, when complete, shall be packaged in a flexible, hermetically-sealed, metal foil pouch (nominal 8” x 5”) that is impermeable to contaminants. A second manually-closeable, metal foil pouch (nominal 9”x 5.5”) shall be provided for return shipment of the Sampling Station to the contractor laboratory for processing.
3.1.2. Sampling Badges and Independent Air Sampling Disks within Sampling Stations Each Sampling Badge and each independent Air Sampling Disk within the Sampling Stations shall be constructed of the same non- reactive plastic as the Sampling Station, and shall incorporate a sequential component stack consisting of:
(a) a non-reactive support material; (b) Sampling Media; (c) Sampling Filter; (d) a hinged plastic cap attached to each Air Sampling Disk. Two types of Sampling Filters shall be provided to generate two different exposure periods: a plastic cover consisting of a grid of holes to generate a 28-day exposure period, and a semi-permeable membrane filter to generate a 5-day exposure period. Individual labels for individual Air Sampling Disks and Sampling Stations will also be specified with each order.

b. Contract Surveillance
(1) The COR shall monitor the contractor's performance and progress under the contract. In performing contract surveillance duties, the COR should exercise extreme care to ensure that he/she does not cross the line of personal services. The COR must be able to distinguish between surveillance (which is proper and necessary) and supervision (which is not permitted). Surveillance becomes supervision when you go beyond enforcing the terms of the contract. If the contractor is directed to perform the contract services in a specific manner, the line is being crossed. In such a situation, the COR's actions would be equivalent to using the contractor's personnel as if they were government employees and would constitute transforming the contract into one for personal services.
(2) The COR shall monitor contractor performance to see that inefficient or wasteful methods are not being used. If such practices are observed, the COR is responsible for taking reasonable and timely action to alert the contractor and the PCO to the situation.
(3) The COR will take timely action to alert the PCO to any potential performance problems. If performance schedule slippage is detected, the COR should determine the factors causing the delay and report them to the PCO, along with the contractor's proposed actions to eliminate or overcome these factors and recover the slippage. Once a recovery plan has been put in place, the COR is responsible for monitoring the recovery and keeping the PCO advised of progress.
(4) If the Contractor Performance Assessment Reporting System (CPARS) is applicable to the contract you are responsible for completing a Contractor Performance Assessment Report (CPAR) in the CPARS Automated Information System (AIS).
