About this file

This document provides responses to questions regarding solicitation N0018923Q0388 from the Department of the Navy Naval Supply Systems Command for the Human Performance Inititative. The solicitation requires submissions to be compatible with Microsoft Office 2016, with PDFs acceptable for non-Word documents. The wage determination information provided is for reference only, and offerors may propose salaries higher than the minimum labor categories listed.

N0018923Q0388 -SOLICITATION RESPONSES TO QUESTIONS

1. Question 1:

The solicitation states that all electronic files and versions of Vendor quotes shall be compatible with the current release of Microsoft Office Suite version 2016. Would the Government accept PDF files instead of Word files?

Question 1 Answer:

All Word submissions must be compatible with the current release of the Microsoft Office Suite version 2016. PDF documents are acceptable for the non- Word document submissions.

2. Question 2:

The solicitation states that contracts must reflect one year of completed performance by the closing date of the solicitation. Being a young SDVOSB, but with decades of corporate experience, this requirement cannot be met by the prime due to our contract performance being less than one year. Would the Government consider removing this one-year of completed performance requirement in order to allow for newer but low risk companies to provide past performance information?

Question 2 Answer:

The past performance criteria as stated in Factor II of the solicitation is not able to be changed or removed.

Question 3:

Please note, Factor IV is referenced here for the Price Quote. However, we believe this is typo and Price Quote should be indicated as Factor III on this page/section. Can the Government confirm our assumption?

Question 3 Answer:

Yes, Volume II: Factor IV Price on page 14 is a typo. It should read Factor III.

Question 4:

We noted the information-only Wage Determination for Employee Class, Category, DoL Labor code, and Government Equivalent. Being that this is for information only, how should offerors use this information? Is the Government flexible in how offerors bid the personnel, specifically a higher salary for the lead Ph.D. position?

Question 4 Answer:

The labor code and government equivalent is only a minimum salary. Offerors may submit FFP quotes that include salaried positions that are higher than the minimum labor categories as sited in 52.222-42.
