1. Question: When will the separate construction contract be released/awarded and anticipated completion date?
Response: The USACE is working a separate construction contract that has a planned award date of 30 Sept 2023. Planned award date is approximately August FY24.
2. Question: Does the Government require electrical outlets? If so, how many?
Response: We cannot require the installation of electrical outlets. Please see the updated PWS.
3. Question: Is the contractor to provide the mock bridge components?
Response: No, all simulated/mock fixtures and equipment will be provided and installed by the
Navy.
4. Question: There is a conflict between Ship Configured Structure (The Ship) where the requirement states:
“The flight deck be sloped to drain, be painted, and have a non-slip coating applied.”
And Appendix A “Install metal non-slip surface, on Flight Deck. Provide Flat Roof storm drainage for
Flight Deck and the roof of the Bridge Container. Provide slopes at minimum of ¼” per foot. No gutters required. Ensure the drainage design allows for training foot traffic on the Flight Deck.”
Can the Government please clarify the requirement for the flight deck surface?
Is serrated bar grading a sufficient flight deck surface? Please clarify what materials should be used to construct the flight deck.
Response: Other TTS we have installed have flat roofs and they retain water and promote corrosion. We simply need a non-slip surface on the flight deck and adequate storm drainage to prevent ponding of water. The design needs to address these two concerns.
5. Response: Question: Will there be a requirement for a construction fence around the site?
No, a construction fence for this ship erection is not required.
6. Question: Is grounds keeping (including lawn maintenance) the contractor’s responsibility during construction?
Response: Yes, grounds maintenance at the construction site would be the responsibility of the contractor during the construction period. Please see the updated PWS.
7. Question: Does the Government want “knee-knockers” in the passageways?
Response: Yes, for any doors within the main passageways, knee knockers would be required.
Rectangular doors can be used for all side doors off of the main passageways. Please see the updated PWS.
8. Question: Does a commercial watertight door mean commercial standard rectangular type door or a marine hatch dog door?
Response: A watertight commercial standard rectangular door can be used at those locations.
9. Question: Can the Government provide more detail about the preferred style for watertight double doors?
Response: A watertight commercial standard rectangular double door can be used at the ship entrance (brow) and door from the bridge to the flight deck.
10. Question: If Marine type doors are required for emergency exits, does the Government want single dog or quick acting dog?
Response: Marine type doors are not required.
11. Question: The PWS does not mention fast extraction ventilation system for smoke, does the
Government want one installed?
Response: Simulated Marking Cartridges will be fired within the ship. Therefore, the HVAC design needs to address the applicable ventilation requirements associated with these training operations.
12. Question: Does the bridge require air conditioning?
Response: Yes
13. Question: What is the minimum width for the emergency exit stairs?
Response: The emergency stairs shall be designed in accordance with the applicable Federal and
State fire and safety standards.
14. Question: Can the Government provide a 1-week extension of due date following the answers to questions?
Response: This amendment 02 is to amend the PWS and extend the solicitation due date from 28
July 2023 1:00PM EST to 31 July 2023 1:00PM EST.
