ENGINEERING MAINTENANCE SUPPORT (EMS) PROGRAM

COMMANDER NAVAL AIR FORCES (CNAF) EAST AND WEST

C.1 GENERAL REQUIREMENTS

C.1.1 The contractor shall provide engineering, technical, and maintenance services to accomplish specific requirements described herein for aircraft carrier maintenance and modernization advance planning, work package development and integration, and work package execution. Note, for this contract, in regard to nuclear powered aircraft carriers, contract personnel shall not be employed to perform design/engineering/logistic services in posted radiation areas, handle radioactive materials, or wear radiation measuring dosimetry devices.

(1) Integrated modernization and repair work package planning

(2) Life cycle maintenance plans (LCMP) development

(3) Design review of Ship Change Documents (SCD), including SCD guidance

(4) Fleet modernization program support

(5) Integrated Logistics Support (ILS) ship checks and updates

** The contractor shall not perform analysis or diagnostics on systems which are listed in NAVSEA Instruction C9210.4 (latest series) on nuclear powered aircraft carriers.

C.1.2 The contractor shall provide naval architecture, mechanical, electrical/electronics engineering technical services, engineering graphics services, computer programming, systems analysis, Integrated Logistics Support and support services as required. The contractor shall be responsible for obtaining and reproducing all drawings or copies of documents as required. The contractor may use the Government library and the Management Information Center (MIC) files at Regional Maintenance Center (RMC) or PMS-312 provided:

(1) The contractor assumes responsibility for ordering all required reference or other documents directly from the activity.

(2) Contractor requests do not interfere with that activity’s in-house requirements.

C.1.3 The contractor shall implement the policies and procedures as set forth in the General Specifications for Overhaul (GSO) of Surface Ships, current Naval Sea Systems Command Instructions, and local directives.

C.1.4 The contractor shall, unless otherwise specified, prepare all necessary engineering calculations required in support of task development. A copy of the calculations shall be submitted to the technical point of contact for the contract/task order for approval with the first submittal of the product.

C.1.5 Written products and drawings prepared by contractor for COMNAVAIRFOR shall be professionally finished.

C.1.6 Schedules, maintenance procedures, man-day estimates, organizational responsibilities, and test requirements are to be prepared in standardized 3M format for entry into the standard Ship Change Documents (SCD) database and inclusion into the authorized work package (AWP). AWP LCMP statements of work shall be suitable for translation by industrial activities into technical specification for contracting purposes. All equipment, documents, software and code and material provided to/modified by or developed by the contractor or purchased with funds provided by the government shall be returned to COMNAVAIRFOR (CNAF) upon expiration of the contract.

C.1.7 Evaluation of non-intrusive diagnostics systems and equipment will be at sea and shore installations as required on individual task orders. Data shall be detailed to provide a high degree of confidence in order to implement or decline use of the diagnostic system.

C.1.8 All equipment, documents, and material provided to the contractor or purchased with funds provided by the government shall be returned to COMNAVAIRFOR upon expiration of this contract.

C.1.9 The Government will provide (as necessary) desk workspace at no cost to the contractor when Task Order requires the contractor to perform the necessary work off-site.

C.2 TASK AREAS

C.2.1 All work shall be accomplished in accordance with the contract and written Task Orders. Each task order shall carry a task identification number and a task order number that will be assigned by COMNAVAIRFOR for each task. This number shall be used by the contractor for identification of all correspondence and reports relating to the specific task.

C.2.3 ILS Support. Logistics Support is a vital element of a Navy Ships overall operational, maintenance, modernization, and repair capability. An aircraft carrier’s configuration database contains hundreds of thousands of equipment records. The Maintenance Support Center (MSC) is the ship’s configuration database manager and also maintains equipment technical manuals, drawings, and other technical documentation in both hard copy and soft copy formats. The support services provided to aircraft carriers are listed below. Task Orders may be written against any of these functional areas and their associated sub categories.

(1) Develop and Conduct Logistics Training Program for sailors (Tailored to, but not limited to, the ships

Support also includes ALRE ILS assist visits onboard aircraft carriers.

(8) Provide Integrated Logistics Support computer application training in support of current aircraft shipboard carrier systems, including Organization Maintenance Management System-Next Generation (OMMS-NG), Technical Library Management System (TLMS), and Advanced Technical Information System (ATIS).

(9) Provide technical support to customer for the collection and analysis of designated HM&E systems with data collected from the 3M/ OARS and CDMD-OA database repositories. Provide analytical reports in support of various Maintenance Management and Integrated Logistics Support programs, incorporate collected data into the Maintenance, Engineering, & Reliability Information Tool (MERIT), or a similar database, for use in Life Cycle Management, trend analysis, root cause analysis, and measurement of program effectiveness.

a. Collect and screen CDMD-OA/3M-2 KILO data and assign failure mode and cause codes for each maintenance action retrieved for incorporation into MERIT.

b. Assign "Remarks" and "Possible Cause"' to each new action to further break down and analyze failure modes and preliminary root causes.

c. Program final elements into MERIT, or a similar database, to enable the development of

Dated Priority & Status Reports (DPSR) for use in data analysis to assist in identifying the possible Equipment problem root causes and to prioritize engineering efforts to increase reliability.

d. Provide evaluation and analytical support to the customer(s) in integrating 2 KILO data with current maintenance processes and MERIT, or a similar database. Identify process changes and recommend software improvements. Provide analysis and recommendations in Quarterly Report.

e. Include the capability to calculate Net and Gross effectiveness based on Source Code using requisitioning data downloaded from OARS (Open Architectural Retrieval System).

C.2.4 LOGISTICS CONFIGURATION DATA MANAGEMENT (CDM)

Aircraft Carrier Configuration Data Management is a joint NAVSEA, COMNAVAIRLANT, COMNAVAIRPAC managed program, which maintains the Ship’s ILS data in a hierarchical structured database. Each Aircraft Carrier ILS database receives data from public and private equipment installers, system designers, and managers. Each US Navy hull class is assigned a Configuration Data Manager who is responsible for providing over-site, policy, and procedures for their respective ship class database. The CDM program via the Ships Configuration Logistics Support Information System (SCLSIS) process documents and provides all logistics products to the Aircraft Carriers and is vital for a ship’s operational, maintenance, and repair requirements. A ships ILS database (CDMD-OA or the current navy configuration management program) may contain over one hundred thousand records and require continuous changes to reflect equipment repair, modernization, and maintenance efforts. Support services are required to assist the Configuration Data Manager function for all ship’s in hardware and software maintenance, data transactions, file management, report generation, and program policy and procedure implementation. Task Orders may be written against any of the following five functional areas and their associated sub-categories.

(1) Ship’s Integrated Logistics data management

(A) Configuration Data Manager (CDM) support services

(B) Support CDM function hardware, software, network, and security requirements

(C) CDM database development and maintenance

(D) Reports and studies directly related to the aircraft carrier CDM function

(E) Selected system validation and database reconciliation of shipboard equipments/systems

(2) Ship’s Integrated Logistics database reports and studies

(A) Reports and studies related to overall shipboard logistics program

(3) Ship’s Logistics meeting facilitation or participation.

(A) Attend conferences, working groups, Integrated Product Team’s in support of the CDM function

(B) Provide reports and recommendations related to ships logistics management policies and procedures.

C.2.5 INTERACTIVE ENGINEERING AND INTEGRATED LOGISTICS PROGRAM, SOFTWARE

AND DRAWING DEVELOPMENT

Interactive engineering and logistics support software provides simultaneous access to digital engineering configuration drawings and logistics support information. The linking of these two disciplines (engineering and logistics) allows system maintainers and operators to perform maintenance, repair, and casualty control functions with much greater efficiency over the use of hard copy or digital engineering documents with separate logistics databases. Throughout an aircraft carrier’s yearly life cycle, hundreds of equipment configuration changes can accrue. To maintain optimum performance of the interactive software, the digital drawings must be updated to reflect the ship’s current engineering configuration, and the logistics data must be refreshed based on the Configuration Data Managers Database. Task Orders may be written against the below functional areas and the associated subcategories.

(1) Total Ship Information Management System (TSIMS)

(2) Interactive Engineering and Integrated Logistics programs.

(a) Provide Program Implementation Services

(b) Drawing development

(c) Drawing maintenance

(d) Drawing equipment identification and linking to CDM logistics records:

(e) Quality Assurance (QA) Plan

(f) Technical assistance

C.2.6 Other Integrated Logistics Support (ILS) Services: In addition to the services set forth above, contractor shall perform such other services as are required, and related to support the implementation and/or enhancement of ILS to support the ships.

(1) Supply Support - All management actions, procedures, and techniques necessary to acquire, catalog receive, store, transfer, issue and dispose of secondary items. This includes provisioning for initial support, as well as acquiring, distributing, and replenishing inventory spares and parts, and planning for direct and competitive spares procurement. Parts management may be at either a Government facility or at a contractor owned/leased facility.

(2) Technical Data - Scientific or technical information recorded in any form or medium (such as operator/maintainer manual and engineering drawings).

(3) Training and Training Support - The processes, procedures, techniques, training devices, and equipment used to train civilian and active duty and reserve military personnel to operate and support the system.

(4) Computer Resources Support - The facilities, hardware, system software, software development and support tools, documentation, and people needed to operate and support embedded computers.

(5) Facilities - The permanent, semi permanent, or temporary real property assets required to support the system, including conducting studies to define facilities or facility improvements, locations, space needs, utilities, environmental requirements, real estate requirements and equipment.

(6) Packaging, Handling, Storage, and Transportation - The resources, processes, procedures, design considerations and methods to ensure that all system, equipment, and support items are preserved, packaged, handled, and transported properly, including environmental considerations, preservation requirements for long and short term storage, and transportability.

(7) Provide software application evaluation and make recommendations for new or proposed replacement ILS applications.

C.3 QUALITY ASSURANCE PROGRAM REQUIREMENTS

C.3.1 The contractor is responsible for the conformance of all work performed under this contract to all applicable requirements. The Contractor shall be required to follow any established NAVSEA and RMC procedures.

To assure conformance, the Contractor shall provide and maintain the approved contract's Quality Assurance Program Plan during this contract period.

C.3.2 The Contractor’s documented Quality Assurance Program Plan (QA) shall describe the firm’s overall program, including both policies and procedures. The Plan shall be submitted to the COR within 15 days after contract award. The plan should specify the Offeror’s internal implementation of the quality program, tailored to the provisions of this proposed contract. Offeror’s should give special attention to the following:

a) The relationship of the quality program to other administrative and technical programs.

b) Standard practices, job instructions, and detailed work instructions to be used in implementing the program.

c) Planning and organization for ship checks.

d) Unusual or specific types of products requiring unique QA considerations, and the procedures for handling them.

e) Assignments of responsibility and authority for reviewing deliverable products and required qualification of persons to whom such authority is delegated.

f) Method of providing for the prevention and ready detection of discrepancies, and for timely and positive corrective action.

g) The QA plan should also include charts showing the flow of data together with the QA control functions to be performed. The flow charts should clearly identify processes and inspection points, and include cross-references to the parts of the quality plan in which they are discussed.

C.3.3 The signature of the contractor’s representative having final approval authority on the original certifying document shall constitute a certification of compliance with all requirements of the contractor’s Quality Assurance Program, the contract, and applicable Task Orders. The COR may perform any inspection deemed necessary to assure the adequacy of the contract’s Quality Assurance Program and to reject any or all submitted material, when the nonconformance of these deliverables to the requirements of this contract (or Task Orders) is established.

C.4 CONTRACTOR PERSONNEL MINIMUM QUALIFICATIONS

C.4.1 General.

(a) Personnel assigned to or utilized by the Contractor in the performance of this contract shall, as a minimum, meet the experience, educational, or other background requirements set forth below and shall be fully capable of performing in an efficient, reliable, and professional manner. If the Offeror does not identify the labor categories listed below by the same specific title, then a cross-reference list should be provided in the Offeror’s proposal identifying the difference.

(b) Resumes are not required at the time of proposal submission. Resumes may be required at the time of task order proposal submission. If required, resumes are limited to no more than three (3) pages per individual proposed. The Government will review resumes of Contractor personnel proposed to be assigned for the task order, and if personnel are not currently in the employ of the Contractor, a written agreement from the potential employee to work will be part of the task order proposal submission. Para C.4.2 applies.

(c) If the Ordering Officer questions the qualifications or competence of any person performing under the contract, the burden of proof to sustain that the person is qualified as prescribed herein shall be upon the Contractor. The contractor shall provide personnel, organization, and administrative control necessary to ensure that the services performed meet all requirements specified in task orders. The work history of each contractor employee shall contain experience directly related to the tasks and functions to be assigned. The Ordering Officer reserves the right to determine if a given work history contains necessary and sufficiently detailed, related experience to reasonably ensure the ability for effective and efficient performance.

(d) Personnel assigned to these tasks shall work effectively with civilian and military personnel to maintain the professional image of COMNAVAIRFOR. The Contractor shall take corrective action if any unsatisfactory performance/behavior by a contractor team member is identified.

C.4.2 Personnel Minimum Qualifications

Personnel Qualifications. The contractor is responsible for providing personnel with proper education, shipboard training, and hands-on technical experience to meet the accepted industry standards for the category specified below as required by tasks assigned under this contract. The experience must be sufficient to perform in accordance with the statement of work. Personnel assigned to these tasks will need the tact and diplomacy to effectively work with civilian and military personnel. Please note where the words "appropriate field" is written, this term shall mean specialization in fields such as marine, mechanical, electrical, electronics, and hull, compartment configuration and Logistics technical support.

Where a position requires a college degree, a contractor’s solicitation includes a degree for either the prime contractor’s employees/management or a sub-contractor’s employee/management, or an employee uses a degree in his/her resume for work under this contract, the degree must be awarded from a school that is accredited by the U.S.

Department of Education. http://www.ope.ed.gov/accreditation/Search.aspx. The government does not recognize degrees awarded base upon “Life Experience”.

C.4.2.1 Program Manager (PM)

a. Minimum of 15 years experience in engineering is required to include:

(1) Three (3) years of recent experience supervision within the last five (5) years. One (1) year shall be equivalent to the Civil Service GS-13 rating or Navy LCDR involving direct control or responsibility over subordinate groups working in engineering disciplines, and

b. Bachelor’s Degree in Engineering

OR

(1) 10 years experience in Navy aircraft carrier program management in either advance planning, design, production, progressing or testing or a combination of these. Experience in the organization of Naval Shipyards, Aircraft Carrier Ship Department operations, Type Commanders operations and SUPSHIP operation, and

(2) Three (3) years of recent experience in supervision within the last five (5) years. One (1) year shall be equivalent to the Civil Service GS-13 rating or Navy LCDR involving direct control or responsibility over subordinate groups working in engineering disciplines.

C.4.2.2 Project Engineer

a. Minimum of 10 years experience in engineering is required to include five (5) years aircraft carrier experience in any one (1) of the following disciplines: Marine Mechanical, Electrical, Electronic or Naval Architecture, and

b. Two (2) years of recent experience supervising within the last five (5) years engineers or trades related to this contract.

c. Bachelor’s Degree in Engineering required with an accredited four-year college or university.

OR

10 years experience related to aircraft carrier systems operation, maintenance, testing, advance planning, logistics, and engineering to include:

(1) Five (5) of the 10 years design or operational experience in any one (1) of the following disciplines:

Marine Mechanical, Electrical, Electronic or Naval Architecture.

(2) Two (2) of the 10 years direct design or operational experience with aircraft carrier Main Propulsion, Auxiliary, Electrical, Damage Control, Aviation, or Electronic (IT and Combat) Systems.

(3) Two (2) of the 10 years direct design or operational experience with Main Propulsion, Auxiliary, Electrical, Damage Control, or Electronic (IT and Combat) Systems for Battle Group Support Vessels.

(4) One (1) of the 10 years direct experience in Naval Nuclear Propulsion Secondary Plant Systems or

Non Nuclear Interface Systems and verifiable knowledge of NNPI.

(5) Two (2) of the 10 years supervisory experience involving direct control or responsibility over subordinate groups working in engineering disciplines in design or operational environments.

C.4.2.3 Field Engineer (Mechanical)

a. Minimum of 12 years experience in Mechanical Engineering with direct experience in propulsion systems, piping, air conditioning, or hydraulics is required to include the following:

(1) 10 years aircraft carrier experience in testing or troubleshooting shipboard systems is required.

b. Bachelor’s Degree in Engineering required with an accredited four-year college/university. A Professional Engineering license may be substituted if license issued within the United States.

C.4.2.4 Field Engineer (Electrical)

a. Minimum of 12 years experience in Electrical Engineering, with relevant experience in electrical power distribution systems (60HZ and 400HZ) and control systems to include:

(1) 10 years aircraft experience in testing or troubleshooting shipboard systems.

b. Bachelor’s Degree in Engineering required with an accredited four-year college/university. A Professional

C.4.2.5 Field Engineer (Electronics)

a. 12 years experience in shipboard Electronic Combat Systems with emphasis in radar, electronics warfare systems, and communications to include:

(1) 10 years aircraft carrier experience in testing and troubleshooting shipboard systems.

b. Bachelor’s Degree in Engineering required with an accredited four-year college/university. A Professional

C.4.2.6 Marine Mechanical Engineer

a. Five (5) years experience in Marine Mechanical Engineering to include:

(1) Three (3) years experience in detail design analysis of aircraft carrier rotating machinery or piping systems.

b. Bachelor’s Degree in Engineering required with an accredited four-year college/university. A Professional Engineering license may be substituted if license issued within the United States.

C.4.2.7 Ship’s Systems Analyst

a. 15 years experience in operation, maintenance, repair and test of naval shipboard equipment and systems including:

(1) 10 years experience with aircraft carriers and their associated Battle Group.

C.4.2.8 Overhaul Specialist

a. 10 years experience in the operations, maintenance, repair and test of naval shipboard equipment and systems including:

(1) Six (6) years experience with aircraft carriers and their associated Battle Group in planning, production, management, or monitoring or ship’s overhauls.

C.4.2.9 Junior Analyst (Programs)

a. Associate’s Degree in computer science or a recognized engineering, scientific or technical discipline from an accredited college/university.

b. Five (5) years experience with various types of spreadsheets and databases such as Access and Excel.

c. Three (3) years aircraft carrier experience.

d. Three (3) years experience in computer programming.

C.4.2.10 Senior Logistics Management Specialist

a. 10 years of progressive experience in logistics project management supporting multiple projects for shipboard programs including the following:

(1) Experience with program planning, managing shipboard assessment teams, coordinating multiple activities of shipboard assessment teams, establishing internal process control procedures and information flow between departments.

b. Eight (8) of the 10 years experience at the management supervisory level including:

(1) Experience with all aspects of In-Service Logistic Support, providing technical project management in a leadership role supporting aircraft carrier material condition and logistics assessments data management, ILS Certifications development, configuration verification efforts, shipboard logistics training, and development.

C.4.2.11 Logistic Management Specialist

a. Six (6) years experience in the operation/maintenance and supply of US Naval Ships Systems or equipment including:

(1) Two (2) years of experience in the maintenance management or a directly related field.

(2) Experience in one (1) or more projects, encompassing performance of services substantially similar to any listed in this Section C.

C.4.2.12 The following labor category minimum qualifications are the corresponding Department of Labor Directory of Occupations qualifications available at: http://www.dol.gov/esa/whd/regs/compliance/wage/index.htm.

C.5 CONTRACTOR FACILITIES

C.5.1 Facility Location. The nature of the work required by the proposed contract will require close liaison. The contractor shall staff and maintain a minimum of three (3) offices located within one (1) hour driving distance of:

Bremerton, WA Norfolk, VA

San Diego, CA

C.5.2 Shown below are the locations and estimated percentages of work to be performed:

C.6 LIAISON

C.6.1 Problems may arise during the performance which may be resolved most expeditiously by discussion;

therefore, close liaison between the contractor and the COR must be maintained. In view of this, face-to-face meetings, at the COMNAVAIRLANT/COMNAVAIRPAC worksite may be scheduled to discuss the contractor’s work-in-progress. No discussion between contractor personnel and COR personnel shall be construed as direction to change provisions of task orders or the basic contract.

C.6.2 This communication with the COMNAVAIRLANT/COMNAVAIRPAC COR is considered essential to effective contract performance. The contractor is responsible for establishing whatever communication lines are necessary to guarantee the quality and rapidity of such communication.

C.7 REIMBURSEMENT FOR TRANSPORTATION AND TRAVEL COSTS

C.7.1 Reimbursement for Transportation and Travel costs shall be in accordance with Federal Acquisition Regulation (FAR) Part 31.205-46 and the Federal Joint Travel Regulations.

C.7.2 No fee shall be applied.

C.7.3 Travel is to be included in the following not-to-exceed (NTE) ceiling amounts:

C.8 SECURITY REQUIREMENTS FOR CONTRACTOR PERSONNEL

C.8.1 Permission to Visit. Whenever Contractor personnel are required to perform work aboard a ship of U.S.

Navy or associated Shore Facility, the Contractor in accordance with OMB No. 1615-0047; Form I-9, Contractor Verification System (CVS) shall identify the personnel in writing or electronically, utilizing the web-based application of the CVS which automates the DD Form1172-2 to COR or where applicable (electronically) to the T/A. The CVS is a web-based portal accessible from any computer with a web browser. The site is:

HTTP://PMO.CAC.NAVY.MIL/CVS.ASPX/. Request shall be two (2) weeks in advance of the visit and include appropriate security data as required. DEERS/RAPIDS is updated automatically.

C.8.1.1 In the performance of any contract resulting hereunder, the preparation and delivery of documents in electronic format for issuance of Common Access Card (CAC) will utilize the CVS. Contractor CAC cards are generally issued to contractors requiring both NMCI access AND base access. Contractors requiring base access only, generally will not require CAC cards and will continue to be badged under local base procedures.

C.8.2 For classified visits, the visit request shall include all information required by paragraph 6-100 of DOD 5220.22(latest series) National Industrial Security Program Operating Manual (NISPOM).

C.8.3 For unclassified visits, the visit request shall include the following information on each person visiting the user agency’s facility or ship. The request shall be on company letterhead stationery with company address/telephone number and provide the following information:

C.8.4 Citizenship. No employee or representative of the Contractor shall be admitted to any facility or ship of the U.S. Navy unless satisfactory proof of citizenship of the United States has been furnished.

C.8.4.1 Company representatives that are not U.S. Citizens are authorized to support tasks, provided there is no transfer of or exposure to any Navy Nuclear Propulsion Information (NNPI) and provided there is no access to government office spaces or spaces in Navy Vessels where NNPI is stored or displayed.

C.8.5 PROTECTION OF NAVAL NUCLEAR PROPULSION INFORMATION

C.8.5.1 During the performance of this contract Naval Nuclear Propulsion Information (NNPI) may be developed or used. Naval Nuclear Propulsion Information is defined as that information and/or hardware concerning the design, arrangement, development, manufacturing, testing, operation, administration, training, maintenance, and repair of the propulsion plants of Naval Nuclear Powered Ships including the associated shipboard and shore-based nuclear support facilities as listed in NAVSEA INSTRUCTION C9210.4 (latest series) and NAVSEA INSTRUCTION C5511.32 (latest series). Appropriate safeguards must be proposed by the contractor and provided to the Contracting Officer for Security for the safeguarding from actual, potential or inadvertent release of classified or unclassified NNPI in any form by the contractor or any subcontractor. These safeguards shall ensure that access to NNPI is limited to those governmental and contractor parties, including subcontractors, that have an established need to know, and then only under conditions which assure that the information is properly protected. Access by foreign national or immigrant aliens is not permitted. A foreign national or immigrant alien is defined as a person not a United States citizen or a United States National. United States citizens representing a foreign government, foreign private interest or other foreign nationals, are considered to be foreign nationals for the industrial security purposes and the purpose of this restriction. In addition, any and all issuances or releases of such information beyond such necessary parties, whether or not ordered through an administrative or judicial tribunal, shall be brought to the attention of the Contracting Officer for Security.

C.8.5.2 The Contracting Officer for Security shall be immediately notified of any litigation, subpoenas, or requests which either seek or may result in the release of NNPI. In the event that a court or administrative order makes immediate review by the Contracting Officer for Security impracticable, the contractor agrees to take all necessary steps to notify the court or administrative body of the Navy’s interest in controlling the release of such information through review and concurrence in any release.

C.8.5.3 The Contracting Agency reserves the right to audit contractor facilities for compliance with the above restrictions. Exceptions to these requirements may only be obtained with prior approval from the Commander, Navy Sea Systems Command (NAVSEA).

C.8.6 Compliance with Security Regulations: The Contractor shall comply with the security regulations in force at all various ship locations. Company-granted clearances are not valid for access to restricted areas or information.

If access to these areas or information is involved, contractor personnel shall possess a Government-granted clearance based on formal investigative actions. Contractor personnel may be required to fill out a form regarding involvement with alcohol, or dangerous drugs, police records, relatives living abroad, and personal foreign travel as a condition for receiving a clearance.

C.8.7 If applicable, special security provisions for access for classified information are set forth in the attached DD Form 254, Contract Security Classification Specifications.

C.8.8 It is the Contractor’s responsibility to assure that his/her employees are aware of, and complied with, the security requirements of the facility or ship as set forth in the contract. Non-compliance by an individual can result in denial of access to the facility or ship.

C.8.9 Contractor shall submit a listing of persons employed on the contract within 14 days after award of the contract. The Contractor shall promptly notify the COR of any changes to the list.

C.8.10 The Contractor is required to complete SF312, Classified Information Non-disclosure Agreement for each contractor personnel required to work at COMNAVAIRFOR facilities and provide a copy to the COR.

C.9 RECORDS AND REPORTING

C.9.1 Contractor Cumulative Monthly Report (Attachment A001). The contractor shall submit a monthly level of effort report to the Ordering Officer and the COR on the 15th day of the month commencing on the 15th day of the month following contract award. The monthly report shall be submitted in Contractor format.

Specific Task Orders may also request periodic submittal of a Plan of Action and Milestones and task expenditure reports.

C.9.2 Task Action Memorandum (TAM), Attachment A002 for COMNAVAIRFOR. Inspection and acceptance of the supplies, services, or products to be furnished hereunder shall be made at the destination point, as specified in each individual task order. The contractor shall execute the acceptance certificate, a TAM, in accordance with Exhibit A, for delivery and acceptance of the shipment to the receiving activity. The TA (Technical Authority) (or COR if no TA is assigned to the task order) shall certify acceptance or non-acceptance by signing the appropriate section of TAM and returning the original document to the contractor (if there is a dispute or disagreement) and retaining one (1) copy for contract administration files.

C.9.3 Travel Reports. The contractor shall submit a report in Travel Report format, for all visits made to Naval facilities, ships and commercial facilities. Reports shall outline the purpose of the visit, accomplishments, results and other technical information associated with initiation of visit.

C.9.4 Engineering and Technical Services Accomplishment Final (End of Task Order) Report shall be completed in accordance with Attachment A003.

C.9.5 Basic Radiation Awareness Training and Naval Nuclear Propulsion Information (NNPI) Security Requirements.

Basic radiation awareness training IAW NAVSEA 389-288 (latest series) and Security requirements of NNPI in accordance with NAVSEAINST C5511.32 (latest series) is required for all contractor personnel that perform design, engineering, or logistic services on systems, subsystems and components as listed in NAVSEA Instruction C9210.4 (latest) including Non-Nuclear-Non Propulsion systems, subsystems and components not listed in NAVSEA Instruction C9210.4 (latest) but are located within the Main Machinery Rooms, Reactor Rooms, Reactor Auxiliary Rooms, Feed Control Rooms, Coolant Turbine Generator Rooms, Emergency Diesel Generator Rooms, Shaft Alleys, and Damage Control Central and/or are located in zones delineated by NAVSEA Instruction C9210.4 (latest) and NAVSEA Instruction C511.32 (latest). Note: Refresher Training is required at least annually for personnel requiring training of this paragraph. Simple training records including lesson plan, brief outline of class content and attendance records will be maintained and made available to the COR on request.

C.9.6 Within 30 days after completion of the work under each task order, the contractor shall submit the following information directly, in writing, to the ordering officer, the contracting officer's technical representative and the Defense Contract Audit Agency Office to which vouchers are submitted.

(1) The total number of man-hours of direct labor, including subcontract labor expended.

(2) A breakdown of this total showing the number of man-hours expended in each direct labor classification listed in the task order schedule, including the identification of key employees utilized.

(3) The contractor's estimate of total allowable cost incurred under the task order.

(4) In the case of a cost under-run, the amount by which the estimated cost of the task order may be reduced to recover the excess funds.

C.10 GOVERNMENT-FURNISHED PROPERTY

Government-Furnished Property (GFP), if any, will be provided on a task order specific basis. The Contractor will be tasked with maintaining an inventory of any property provided, if applicable.

C.11 OBSERVANCE OF HOLIDAYS AND EXCUSED ABSENCE

C.11.1 The Government hereby provides notification that Government personnel observe all current federal holidays.

C.11.2 In addition to the days designated as holidays, the Government observes the following days:

Any other day designated by Federal Statute Any other day designated by Executive Order Any other day designated by the President's Proclamation

C.11.3 When the Federal governmental entities grants excused absence to its employees, assigned Contractor personnel may also be dismissed. The Contractor agrees to continue to provide sufficient personnel to perform critical tasks already in operation or scheduled, and shall be guided by the instructions issued by the Contracting Officer or the Ordering Officer or the Contracting Officer's Representative.

C.11.3.1 Teleworking. Contractors may telework with approval of their Corporate Manager and the COR, for unique situations. An example for telework would be in the case of National Emergency, Inclement Weather (Snow, Storm/hurricane), or other occasions where the contractor’s and/or Governments facilities/base may be closed. Telework should be approved in advance through the contractors Management.

C.11.4 If Government personnel are furloughed, the Contractor shall contact the Contracting Officer, Ordering Officer or the COR to receive direction. Generally, the following situations apply:

C.11.4.1 Contractor personnel that are able to continue contract performance (either onsite or at a site other than their normal workstation) shall continue to work and the contract price shall not be reduced or increased.

C.11.4.2 Contractor personnel that are not able to continue contract performance (e.g., support functions) may be asked to cease their work effort, in the form of a modification to the delivery order by the contracting officer.

C.11.5 Nothing in this clause revokes the rights and responsibilities of the parties relating to stop work provisions as cited in other sections of this contract.

C.12 ALLOWABILITY OF MATERIAL AND GENERAL BUSINESS EXPENSES

As used in this clause, the term “material” includes supplies, equipment, hardware, automatic data processing equipment, and software. This is a services contract, and the procurement of material of any kind, other than that incidental to, and necessary for the furnishing of the required services is not authorized and will not be considered an allowable cost under the contract. No such material of any kind may be procured without the prior written approval of the contracting officer.

Service Contract Reporting (SCR) (NMCARS 5237.102-90)

Services Contract Reporting (SCR) requirements apply to this contract. The contractor shall report required SCR data fields using the SCR section of the System for Award Management (SAM) at following web address: https://sam.gov/SAM/.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://sam.gov/SAM.

Executive Order 13467, Reforming Processes Related to Suitability for Government Employee, Fitness for Contractor Employees and Eligibility for Access to Classified National Security Information, Homeland Security Presidential Directive (HSPD)-12, requires government agencies to develop and implement Federal security standards for Federal employees and contractors. The 5 CFR 32 Part 157 in concert with DoD Manual 1000.13, Vol 1, implements the Federal Standards.
