STATEMEN OF WORK

STATEMENT OF WORK

Definitions:

Request for Proposals = RFP United States Naval Academy = USNA USNA STEM Center for Education and Outreach = USNA STEM STEM = Science, Technology, Engineering and Mathematics DoD = Department of Defense S&E = scientist and engineer

Request for Proposals: The U.S. Naval Academy is requesting a contract be issued to a vendor qualified as an evaluator of education programs in general, and specifically, a vendor that has sufficient prior evaluation and assessment experience with informal education programs to evaluate USNA STEM Center’s implementation of a DoDSTEM Program entitled “All Forces Workshops in DoDSTEM Best Practices to Promote STEM Education and Workforce Development”.

Summary of the Evaluation Required: In addition to metrically evaluating the outcomes of “All Forces Workshops in DoDSTEM Best Practices to Promote STEM Education and Workforce Development”, the contract awardee will assess USNA STEM’s implementation of this DoDSTEM Program. USNA STEM will execute the program via a pyramid model with multiple workshops at select locations within DoD, to include: 1) Tier 1 – workshops presented by the USNA STEM Center to DoD scientists and engineers to train command STEM Leads, 2) Tier 2 – workshops presented by command STEM Leads to train command STEM Outreach Team, and 3) Tier 3 – professional development workshops presented by command STEM Outreach Teams to local secondary school educators, targeting those in historically underrepresented populations.

Evaluation Findings: The findings and deliverables of the contract awardee will be used by the DoDSTEM Program Office and by the USNA STEM Center to: (a) evaluate the impact of secondary-level educator outreach programs on informal and formal STEM education and engagement, especially in demographically underserved and underrepresented student populations, (b) provide lessons learned for future efforts and any subsequent replication/expansion in DoDSTEM Best Practices for STEM Outreach by the USNA STEM Center, and (c) evaluate the effectiveness of a cohesive STEM Outreach community across multiple branches of the DoD.

Contract Period of Performance (PoP): Not to exceed two-years from date of contract award.

Contract Execution: Travel is required of the personnel of the vendor awarded the contract on this RFP. All travel expenses of the vendor are included within the final contract award on this RFP. No additional funds, beyond the contract award cost, will be provided for travel, logistics, supplies, administrative needs, etc.

Background Information:

The “All Forces Workshops in DoDSTEM Best Practices to Promote STEM Education and Workforce Development” implemented by the USNA STEM Center uniquely engage secondary teachers in historically underrepresented populations. The program seeks to expand the U.S.

Navy’s effort to offer educator professional development workshops into a collaborative, nationwide, multi-force capacity with a primary goal to create STEM Teams of outreach specialists, who can effectively communicate the STEM message, and to develop a cadre of subject matter expert scientists and engineers within DoD who can share the exciting depth and breadth of defense technologies to classroom educators (primary impact) and students (secondary impact).

Required Qualifications for the Contract Awardee for this RFP:

Minimum of 5 years professional experience in program assessment, with specific experience (documented) evaluating education-centered programs.

Prior experience evaluating (a) the short- and long-term impact and effectiveness of informal education programs (such as workshops, as compared to formal education classroom instruction); (b) education programs within federal, state, and local governments; (c) education programs delivered by presenters in a virtual-remote streaming approach as well as programs delivered on-site to in-person attendees.

Expertise in the development and utilization of informal education program evaluation tools, to include (but not be limited to) observations, surveys and interviews.

Compliance with federal, state and local requirements and regulations concerning Human Subject Research (HSR) data collection and analysis, and the legal status and compliance to conduct one-on-one and groups interviews and to collect data on and from human subjects.

Demonstrated experience and success working with a diverse audience.

Ability to conduct quantitative and qualitative data analysis, including but not limited to

“trends over time” analyses and demographic analyses of the data gathered during the contract period of performance.

Knowledge of the USNA STEM Center programs, including but not limited to: mission, management, current priority issues and projects, as well as applicable rules and regulations with which the Center must comply for human subject data collection.

Availability of qualified contract awardee personnel to travel to on-site venues (identified by the USNA STEM Center) and to arrange for the contract awardee personnel to conduct observations of virtual venues identified by the USNA STEM Center.

Services Required of the Contract Awardee:

Coordination with the USNA STEM Center POC: Together, the contract awardee personnel and the USNA STEM Center staff will design, develop, and implement an evaluation plan for this effort.

Event pre-survey: Establishes the baseline expertise in STEM outreach, scientific content areas, project-based methodologies, engineering practices, and national K-16 educational standards. Versions: (a) one for formal (e.g., classroom educators) vs informal programs (e.g., S&E and STEM Team training workshops), and (b) virtual versus on-site.

USNA STEM Center observations: Observation/evaluation of initial USNA-led S&E workshops is required prior to command-site observations; observation/evaluation at USNA-led S&E reconvening meetings is also required. Some event observations may include recordings from events that occurred prior to the contract award. Written data reports from these observations will be provided in the final report; details of the observations, content and format of the reports, etc., are to be discussed and finalized with a designated USNA STEM Center POC.

Event observations: Expected - a minimum of ten (10) workshops at a minimum of five

(5) command sites (pre-determined by USNA STEM Center POC), to include all STEM Team trainings and educator workshops presented at those (5) sites over the evaluation period. The observation process may include virtual and/or on-site events, with written data reports required. Details of the observations, content and format of the reports, etc., are to be discussed and finalized with a designated USNA STEM Center POC. Some event observations may include event recordings that occurred before the contract award.

Event post-survey: Vendor is required to assess and compare the immediate post-survey with the baseline pre-survey results.

Short-term follow-up interviews/surveys: Expected to occur within a 0-30 day period after an observation of an event, and expected to include event facilitators and participants. Details of the expectations for these interviews and/or surveys are to be discussed and finalized with a designated USNA STEM Center POC.

Long-term follow-up interviews/surveys: Data gathering required for an assessment of the impact of the STEM training workshop on outreach (facilitators) and classroom activities (educators). Details of the expectations for these interviews and/or surveys are to be discussed and finalized with a designated USNA STEM Center POC.

Final report, complete with quantitative analyses, qualitative analyses, triangulation analyses and protocols followed for each of the analyses: Report must include a detailed assessment of the measurable impact on STEM interests, motivations and awareness of educators and their student populations, including STEM career awareness in the DoD. Demographic and diversity analysis must also be included in the report.

Report must also include assessment of USNA STEM Outreach impact on STEM Leads and STEM Teams, to include (but not be limited to) evaluation of the training and support provided by USNA STEM and a plan for maintaining/expanding/securing funding for local secondary-level educator outreach after the grant period. The final report must include quantitative results, tables, charts, graphs, etc., as well as an analysis for program assessment and quality improvement recommendations. Qualitative results and conclusions should be supported with quantitative analysis.
