Solicitation N0018921Q0169 Questions and Answers

1.) Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?

The previous contract was held by FaithTrust Institute and the contract number is N6883620P0239.

The overall requirement for this contract is similar to the previous one; however, the training topic is different.

2.) Is there an incumbent contract or contractor associated to the requirement. If any, please provide the contractor's name and contract number.

Please see response to question #1 above.

3.) When will this opportunity be available on the NECO site for review? Do you have the pre-solicitation documentation that you can email?

Please see solicitation number N0018921Q0169. The presolicitation was updated 7 May 2021 to include specific beta.sam.gov language. There is no posting on NECO.

4.) Would you accept individual accomplishments in lieu of corporate past performance?

The non-price proposal will be evaluated in accordance with the instructions and evaluation criteria in the solicitation.

5.) Would you be able to provide a little more information about this request please? What is meant by

Spiritual Readiness?

Spiritual Readiness (SR) is the capacity for mission accomplishment that results from the warrior’s connection to the sacred or transcendent.

6.) Am I allowed to serve as a consultant on competing proposals, as well as submit my own separate proposal?

The proposals will not be rejected for the reason given, however, the Navy is unable to provide you legal advice in regards to whether this is allowed by your employer, violates terms of your employment, or creates potential liability for any other reason.

7.) Do you have any information about how to submit an RFP for this training?

Please read the entire solicitation and its attachments for evaluation criteria and instructions for submissions of quotes.

8.) One material item that we would like clarified is the venue. Will the on-site venues be provided by the

Navy or is the expectation that the contractor will provide a venue outside the Navy installation - such as a hotel or conference center?

It is clear that equipment, tables, and chairs are to be provided by the contractor. What is not clear is if the actual venue will be on-base (identified and provided by the Navy) or off-base - identified and provided by the contractor.

The venues will be located on-base and will be identified by the NCSC Mobile Training Team in coordination with the local site POC. The contractor will be responsible for coordinating with the local site POC to reserve and pay for the designated on-base venue. Many of the venues have been used during previous training seasons and have the necessary capabilities, while being the most cost-effective. “The Contractor shall reserve and provide all necessary payment for a training material delivery venue at each PDTC training site to include audio/visual materials (projectors, speakers, microphones, microphone podiums, computers, etc.), tables (preferably round), chairs, and podiums” (Section 4.7, PWS).
