PERFORMANCE WORK STATEMENT

WINTERIZATION OF THE CERMONIAL BARGE CHESAPEAKE

1.0 – PURPOSE

This Performance Work Statement (PWS) will provide the Senior Department of the Navy Officials and their VIP guests a quality means to host senior level leadership engagements on the Ceremonial Barge Chesapeake.

2.0 – SCOPE

The scope of work in this PWS includes but is not limited to include maintenance, repair, and beatification of the Ceremonial Barge Chesapeake. The specific work required to perform these services are detailed under the 5.0 PERFORMANCE OBJECTIVES section below.

3.0 – PERIOD AND PLACE OF PERFORMANCE

3.1 – PERIOD OF PERFORMANCE

16 November 2020 to 30 April 2020

3.2 – PLACE OF PERFORMANCE

Marina of contractor once identified. No travel and lodging required or authorized.

4.0 – BACKGROUND

The continued operation of the Ceremonial Barge Chesapeake demands a significant amount of maintenance and upkeep for the winter season. The harsh conditions of the winter months can seriously damage and degrade the material condition of the barge and its installed systems, making the process of securing winter storage and overhaul contracting a critical annual milestone. The maintenance actions outlined under 5.0 PERFORMANCE OBJECTIVES represents the bare minimum requirement to keep the Ceremonial Barge Chesapeake operational through next season.

5.0 – PERFORMANCE OBJECTIVES

5.1 – Winterization Repairs

1) Haul wash block relaunch

2) Apply shrink wrap

3) Remove and dispose of shrink wrap

5.2 – Additional Maintenance

1) Replace PH Deck

2) Repair significantly damaged spots on hull sides and transom (estimated 30) Paint entire topsides and transom using polyurethane paint Replace vinyl name and hailing port in like style and color

3) Replace canvas and isinglass curtains at the aft end of the aft salon

4) Furnish and install emergency stop cables for main engines

5) Replace shore power receptacle and run a new wire to a junction box in the overhead in the galley

6) Replace windows and window frames in the fashion plate windows, aft salon area

7) Replace portside cap rail from the boarding gate to the stem and replace forward 2’ of handrail where it meets the cap rail

8) Remove injectors in the port engine, send out for testing, and re-install. Set up engine following re-installation.

6.0 – OPERATING CONSTRAINTS

6.1 – The performance of work by the contractor will occur during normal customer working hours of operation between 0730 and 1700, Eastern Standard Time (EST), Monday through Friday – no holidays and no weekends are authorized. If the contractor requires support from outside of these hours, the contractor must coordinate with the Technical Point of Contact (TPOC) to ensure access is available.

6.2 – If, in the performance of any work required in these Specifications, it becomes necessary to remove or disturb any structural part of the vessel, the contractor shall first consult the TPOC before performing any work which may include reinstall or renew if necessary any affected structural part.

6.3 – No Government equipment or parts shall not be removed from the vessel. All equipment or parts remain the property of the Government and are to be left aboard the vessel. Upon completion, the vessel shall be left in the same clean and orderly condition as when received.

6.4 – All work specified shall be accomplished and completed in conformity with the highest standards of shipbuilding practices. All tasks contained in this PWS must be proved to the satisfaction of the Technical Point of Contact (TPOC).

6.5 – Any repair or other work resulting from recommendations or other discoveries after the vessel is docked is to be brought to the attention of the TPOC immediately. Additional work to be accomplished only when authorized in writing.

6.6 – Current location: Naval District Washington; 1411 Parsons Avenue SE; BLDG 101 Suite 340; Washington DC, 20374-5004. Due to this vessel’s range limitations and its current location, all repair/upgrade work must be performed within 160 nautical miles of its point of origin (Washington, DC). The vessel will be delivered to the contractor’s work site prior to the commencement of work and picked up at the same facility upon completion of work by its active-duty US Navy crew. In response to this RFQ, the contractor shall state when they would be able to commence the work. All maintenance and repairs shall be completed by 30 April 2020.

6.7 – All dirt and debris resulting from the work required by these Specifications shall be removed from the vessel and disposed of at the contractor’s expense. All affected areas shall be left clean and in good order throughout and at the end of the dry-docking period, in accordance with base, local, and federal guidelines.

6.8 – Ceremonial Barge Chesapeake dimensions:

LENGTH: 63’ 6”

BEAM: 16’ 6” across fenders DRAFT: 4’ 8” at normal load

7.0 – DELIVERABLES

7.1 – Contractor shall be available to answer questions from the US Navy Technical Point of Contact (TPOC) and personnel in timely manner.

7.2 – Contractor shall provide verbal weekly progress reports and written monthly progress reports to the US Navy TPOC.

8.0 – INVOICING

All invoices shall be coordinated with the Technical Point of Contact (TPOC) prior to submission. Invoices should be uploaded into the Wide Area Workflow System (WAWF) and one (1) copy provided to the TPOC.

10.0 – NMCARS 5237.102-90 ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING APPLICATION (ECMRA).

The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Ceremonial Barge Chesapeake maintenance via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:

(1) W, Lease/Rental of Equipment;

(2) X, Lease/Rental of Facilities;

(3) Y, Construction of Structures and Facilities;

(4) D, Automatic Data Processing and Telecommunications, IT and Telecom- Telecommunications Transmission (D304) and Internet (D322) ONLY;

(5) S, Utilities ONLY;

(6) V, Freight and Shipping ONLY.

The contractor is required to completely fill in all required data fields using the following web address: sam.gov.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at sam.gov.

11.0 - Navy Use of AbilityOne Support Contractor – Release of Offeror Information

NAVSUP FLC Norfolk may utilize contractor support through the AbilityOne Program, as needed, to perform contract closeout functions for this acquisition. Information, including business sensitive/confidential or proprietary data, that the offeror provides to the Government or information already in the possession of the Government may be viewed and utilized by the AbilityOne Program support contractor personnel during the course of its contract performance. The information that may be made available to the support contractor may include, for example, pricing and technical proposals, historical contract, pricing and performance information, Commercial Asset Visibility (CAV) reporting information and similar data/information.

By submission of a proposal in response to this solicitation, the offeror and its subcontractors consent to a release of their business sensitive/confidential or proprietary data to the Government's AbilityOne Program support contractor personnel in order to perform close out services. Prior to the release of any such information to the support contractor, the support contractor will have in place with the Government a Non-Disclosure/Non-Use Agreement in accordance with the terms of the AbilityOne Program support contract.

Offerors may execute their own Non-Disclosure Agreement with the AbilityOne Program (AbilityOne contact information available from the contracting point of contact). The support contractor must provide copies of the executed agreements to the Contracting Officer and the Contracting Officer's Representative (COR) for the support contract; and the offeror/contractor for this acquisition must provide copies of the executed Agreement to the Contracting Officer for this acquisition. If the offeror/contractor seeks such a Non-Disclosure Agreement with the AbilityOne Program support contractor, the Agreement must be executed no later than the date of final delivery under the resulting NAVSUP FLC Norfolk contract.

12.0 - AUTHORIZED CHANGES ONLY BY THE CONTRACTING OFFICER

(a) Except as specified in paragraph (b) below, no order, statement, or conduct of Government personnel who visit the Contractor's facilities or in any other manner communicate with Contractor personnel during the performance of this contract shall constitute a change under the "Changes" clause of this contract.

(b) The Contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the Contracting Officer, or is pursuant to specific authority otherwise included as a part of this contract.

(c) The Contracting Officer is the only person authorized to approve changes in any of the requirements of this contract and notwithstanding provisions contained elsewhere in this contract, the said authority remains solely with the Contracting Officer. In the event the Contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in charges incurred as a result thereof.
