Statement of Work (SOW) for

Procurement of a C-40A Loadmaster Trainer (LMT)

1.0 INTRODUCTION: Commander, Naval Air Force Reserve (CNAFR) has a requirement to procure a C-40A LMT to be located at Air Logistics Training Center (ALTC), Fort Worth, TX in support of Commander, Fleet Logistics Support Wing (CFLSW). This action is for the acquisition of a C-40A LMT which should be secured in place by the contractor at the ALTC in Fort Worth, TX.

The contractor is also responsible for any additional equipment needed to secure the C-40 LMT in-place and to identify any facility or parking apron modifications required for installation of the C-

40A LMT.

2.0 BACKGROUND: This device is required to replace the C-9B LMT with a fleet-representative C-40A LMT to effectively train and equip C-40A Loadmasters. The Navy Reserve divested the last C-9B aircraft from its inventory on 30 June 2014 and the Marine Corps Reserve divested the last two C-9Bs on 1 June 2017, thus rendering the C-9B LMT obsolete. The training of Navy Reserve Loadmasters is essential to ensure safe and efficient cargo loading operations in support of global Navy fleet logistics missions. C-40A Loadmasters are responsible for safe on- and off-loading of all palletized cargo on the C-40A aircraft as well as direction of loading vehicles (e.g.

K-Loaders and forklifts) in close proximity to the aircraft fuselage. The addition of a properly configured C-40A LMT device will allow C-40A Loadmasters to practice cargo loading evolutions (in a controlled training environment) on a fleet-representative C-40A LMT prior to executing actual missions.

3.0 SCOPE: The scope of this CNAFR effort is to acquire and have installed, a C-40A LMT device, to include the following (at a minimum): the portion of the fuselage from the aft most wing section to the forward galley (including forward entry door), complete Combi configuration cargo compartment and main cargo door that replicates the USN C-40A (Boeing 737-700C) aircraft, to include overhead storage bins, and port wing section to include port engine nacelle. The existing facility will accommodate a C-40A LMT device with dimensions of approximately 60 feet in length by 47 feet in width by 29 feet in height. Contractors should plan to participate in a site visit in order to take exact measurements of a C-40A aircraft, survey the facility in which it will be installed and identify any additional equipment and/or modifications needed for the installation of the C-40 LMT device at ALTC. The exact date, time and place of the site visit will be discuss in Section 6.0 below.

5.0 PERFORMANCE REQUIREMENTS/TASKINGS: This SOW shall be used to acquire a C-40A LMT device and to identify any additional equipment, facility or parking apron modifications required for installation of the C-40A LMT. The C-40A LMT shall replicate the confined space of the C-40A in a Combi configuration, providing the capability to instruct Navy C-40A Loadmasters on proper load planning, cargo loading, and cargo pallet securing techniques.

5.1 The C-40A LMT: The C-40A LMT shall include the following:

5.1.1 The contractor shall provide and install a C-40A LMT Device, to include the following (at a minimum): the portion of the fuselage from the aft most wing section to the forward galley (including forward entry door), complete Combi configuration cargo compartment and main cargo door replicating the USN C-40A (Boeing 737-700C) aircraft to include overhead storage bins, and port wing section to include port engine nacelle. The device shall include the forward passenger entry door, a secondary exit, and a fully-operational cargo door that replicates the main cargo door operation of the C-40A including operating positions (CLOSED, CANOPY, FULL OPEN). Design shall include the following C-40A features: forward and aft cargo bulkheads with doors; flooring/ball-decking; all latches, restraints and other fixed equipment used for attaching and restraining cargo/pallets; cargo safety net/rigging; and all panels/switches/placards/lights/indicators required for main cargo door operation as found in the C-40A aircraft.

5.1.1.1 The C-40A LMT shall replicate the interior dimensions of the C-40A Combi configuration cargo compartment, including operable stowage bins.

5.1.1.2 Interior Layout:

5.1.1.3 The contractor shall mount the C-40A LMT on a steel base frame structure (which the contractor would provide) or landing gear that will support the fuselage section at actual aircraft height during loading and unloading cargo evolutions.

5.1.1.4 The C-40A LMT shall include lighting which enables safe loading and unloading evolutions. Lighting is not necessarily required to match aircraft configuration, but must provide sufficient lighting to carry out training. Control of these lights will be via non-aircraft control switches located near the exit(s).

5.1.1.5 The C-40A LMT shall include interior and exterior fuselage station markings of (at a minimum) medium level of fidelity in size and color.

5.1.1.6 The C-40A LMT shall have forward and in-cabin smoke/fire barriers that replicate the C-40A in Combi configuration. A representative light-weight durable barrier and simplified mounting system is acceptable.

5.1.1.7 The C-40A LMT shall have the forward passenger entry door and service door of similar design to C-40A (Boeing 737-700C) aircraft. Identical C-40A airstairs are not required; however, some form of stair system shall be incorporated to allow entrance to the device without impeding cargo evolutions. The stairs shall fall within the dimensions called out in Section 3.0. Some form of safety barrier/netting/restraint at the forward passenger entry door opening is required and shall be of design to not interfere with cargo loading/unloading evolutions.

5.1.1.8 The C-40A LMT shall have a primary and secondary means of entering/exiting the training device. At a minimum, there shall be a means of entering/exiting forward of the Combi cargo section and another aft of the Combi cargo section. This can either be via forward passenger and service entry doors with fixed or operable airstairs, or some other system (i.e. overwing or aft entry/service door, either option should include stairs), but stairs shall be of design to not impede cargo loading/unloading evolutions. With exception of the main cargo door, any door openings which include retractable/removable stairs shall have some form of restraint system incorporated for personnel fall prevention. All stairs shall have safety handrails.

5.1.1.9 The LMT units shall be compatible with a 240V/200Amp/60Hz power supply. The lighting, cargo door controls and operation, stairs and any other electronics or electronically controlled components of the LMT shall be compatible with the current power supply (240V/200Amp/60Hz) available in the ALTC hanger.
