About this file
This document contains answers to industry questions regarding a solicitation for test and evaluation services. The solicitation is for Commander Operational Test and Evaluation Force Expeditionary Warfare Division and seeks test and evaluation services including labor categories such as Chemical, Biological, Radiological Defense Specialist, EOD Specialist, Naval Special Warfare Specialist, and Salvage Specialist. The due date for proposals was changed to July 10, 2020 at 12:00 pm to allow offerors to confirm receipt, and the document provides clarification that contingency labor hours should be separately priced rather than included in other labor categories. Facility security clearance verification can be provided via a company letter rather than direct verification. Incumbent contracts for these services were held by multiple awardees under an IDIQ.

COMOPTEVFOR ANSWER to Industry Questions 23 June 2020v1
1. Recent COMOPTEVFOR Solicitations have used NAICS code 541330 and a Size Standard of $41.5M, but this solicitation has the same NAICS code but a Size Standard of $16.5M. Is it the government’s intent to use a Size Standard of $16.5M or match the other recently released COMOPTEVFOR Solicitations WRT Size Standard?
The Size Standard has been updated to $41.5M.
2. In paragraph 6, Government Labor Categories, sub-paragraph 6.6, Chemical, Biological, Radiological Defense Specialist, will a former military officer with equivalent certifications and/or experience as the enlisted classifications listed in specification 6.6.15 fulfill the requirement for that specification?
Yes, a qualified Officer or Enlisted (as it is not specific) can fill this role as the PWS states or equivalent. Proof of that equivalent qualification requires vetting and acceptance (e.g. Did the individual attend all the requisite schools to earn the NEC if he were enlisted? An AQD should have been assigned and then served in that role.) Simply being the DCA on a ship does not fill this level of expertise. The Army and Marine Corps have Chemical Corps Officers that would fill this role nicely or the EOD field has training and schooling on CBRNE.
3. Specification 6.6.16 under CBRD Specialist states a requirement that seems to apply to the EOD Specialist labor category (6.7) vice the CBRD Specialist category. Will the government confirm this specification belongs in the CBRD Specialist labor category?
We are specifying that a Master EOD Technician or and EOD LDO or a Qualified EOD Officer may fill this competency role as a CBRNE specialist due to their training and experience with Chem/Bio.
4. If possible, can you please provide the most recent contract or task order number?
These services were originally performed under multiple award IDIQs under the following contracts:
N0018918D0003 Aermor, LLC N0018918D0002 AVW Technologies N0018918D0006 Core Services Group, Inc.
N0018918D0005 Hamilton Consulting Solutions Corporation N0018918D0007 Klett Consulting Group, Inc.
N0081918D0004 Tekla Research, Inc.
5. Paragraph 2.4.3.1, page 16, states “The contractor shall review program M&S plans and reports in accordance with reference 10.5 and the Best Practice series.” What is reference 10.5?
A List of References has been added to the PWS.
6. A List of References is not included in the solicitation. Will the government provide a list of applicable references for this solicitation?
A List of References has been added to the PWS.
7. Per the SF1449, the offer is due at 1200 am on the 10th (midnight on the 9th). Would the Government consider making the due time 1200 pm on the 10th so that offerors can contact the Contracting Office that morning to ensure receipt of their proposal?
The due time will be changed to 1200 pm on the 10 July 2020 so that offerors can contact the Contracting Office that morning to ensure proposal receipt.
8. On pages 3 and 5 of the solicitation, CLINs 0002 and 1002 appear to have cost fill-in lines and both CLINs state “Services ODCs in accordance with paragraph 1.10 of the Performance Work Statement (PWS)”; however, there are no ODC amounts or specified test equipment and supplies listed in 1.10. Will the Government provide amounts for ODCs for CLINs 0002 and 1002?
CLINs 0002 and 1002 are for contingency services in accordance with PWS 1.10. No ODCs are included within CLINs 0002 and 1002. The PWS has been updated to reflect this. Previously, the estimated labor hours for contingency services were included in the labor hours in the Price Worksheet. To improve clarity, the contingency services labor hours have been segregated from the total labor hours. The Government has revised the Price Worksheet to autocalculate the contingency services as 10% of the base labor total.
9. The RFP attachment 4, Price Worksheet does not have any underlying formulas in cells D4-D15, G4-G15, J4-J15, M4-M15, P4-P15, S4-S15, D19, G19, J19, M19, P19, and S19. Does the Government desire that the spreadsheet be modified with the addition of appropriate formulas by each respondent?
The Government has revised RFP attachment 4, Price Worksheet.
10. Page 26 of the RFP lists a "Naval Surface Warfare Specialist (Salvage, MSC)” LCAT in paragraph 6.8. Is this intended to be the “Salvage Specialist” listed in the Price Worksheet?
Yes.
11. Can the Government confirm the “Naval Special Warfare Specialist” LCAT in paragraph 6.5 of the RFP is the same as the abbreviated “NSW Specialist” in the Price Worksheet?
Yes. The Government confirms.
12. Factor 1 – Facilities Security Clearance. On page 40 of the solicitation under Proposal Content, the factor requires a DSS verification obtained within 30 days of solicitation close date. Will the government accept a letter from the offeror’s corporate officer certifying the Facility Security Clearance information, as it has on other recent COTF solicitations?
Yes. The Government has revised FAR 52.212-1 Addendum to reflect this.
