Description of the item or service required, the estimated cost, and required delivery date.
The justification for limiting sources is to obtain new, Original Equipment Manufacturer (OEM) ReadyAPI software suite that includes SoapUI Pro (functional testing) + LoadUI Pro (performance testing) + ServiceV Pro (service virtualization) Bundle Fixed User (Part Number RSLS-1Y-SBN-NL) and Bundled Floating User Licenses (Part Number RSLS-1Y-SBN-FL) including one (1) year software license subscription support to obtain OEM technical support, major and minor software upgrade releases, and bugs/fixes. This requirement represents the minimum requirements of the Government that will allow the Naval Supply Systems Command Business Systems Center (NAVSUP BSC) to implement automated testing of software services utilizing Application Programming Interface (API) protocols in support of Development Security Operations (DevSecOps).
As part of the NAVSUP BSC Code 92 Development Security Operations (DevSecOps) Reform initiative, BSC needs to procure automated testing software to create functional tests at the User Interface (UI) layer and the API layer, as well as execute cloud-based tests and service virtualization. Obtaining Smartbear ReadyAPI software is essential to meeting BSC Service Oriented Architecture (SOA) Team requirements to design, develop, maintain, manage, execute, analyze automated functional tests, and data to help mitigate risks before progressing to subsequent stages of the Software Development Lifecycle (SDLC) for Government Owned off-the-shelf (GOTS) applications running on various platforms (including desktop, web, mobile and server).
The price of this acquisition is:
Required Delivery Date: December 31, 2019.
Specific characteristics of the material or service that limit the availability to a brand name (unique features, function of the item, etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.
The software must be a complete integrated suite of API testing tools that includes functional, security, load, and performance testing capabilities for the API and UI layer, elements of Development Security Operations (DevSecOps), static code analysis, configuration of data, tools for cloud-based execution of tests and service virtualization, technologies, components, and services that together constitute the critical elements of automated testing that allow end-users to provide functional testing directly from within their preferred Integrated Development Environment (IDE), share details, reuse, and maintain data in real-time.

Additionally, it must offer support for Windows, .NET, and Java applications, as-well-as web development toolkits and mobile devices for ease of integration using standard APIs and tools. It must enable continuous testing across different phases of the software development life cycle. It must offer integrations for different build and continuous integration (CI) tools, version control tools, defect-tracking tools, and test management and Application Lifecycle Management (ALM) systems.
The commercial marketplace was reviewed by NAVSUP BSC SOA Team in the summer and fall of calendar year 2019 utilizing Software Test Automation tools.
As a result, it was determined by NAVSUP BSC Code 92 Program Office that the Smartbear ReadyAPI software suite provided the most agile and comprehensive automated testing tool available to BSC’s development and testing teams. Additionally, this application supports development, integration, verification, and validation testing activities for the Service Oriented Architecture Team to implement DEVSECOPS in support of the NAVSUP Reform Initiative.
The proposed acquisition must be procured on a brand name basis. This requirement is commercial in nature and has been sold, leased, or licensed to the general public.
Smartbear is the only manufacturer of the ReadyAPI automated testing suite. As the developer of the software and the owner of the source code, Smartbear is the only vendor that can provide the critical functionality support, improvements and fixes to the software through upgrades and new version releases.
Market research found required software is available only through authorized reseller(s) via open market.
The requested material or service represents the minimum requirements of the government.
CHECK & FILL IN ALL APPLICABLE BLANKS BELOW
