Enterprise Fingerprinting Services for Naval Supply Systems Command
1.0 Introduction
The Naval Supply Systems Command (NAVSUP) Enterprise has a requirement to collect and submit electronic fingerprints via the Secure Web Fingerprint Transaction (SWFT) and the Secure Web Fingerprint Transaction Plus (SWFT+) applications (or their successors), as part of the Department of Defense security clearance investigation process, to the National Background and Investigation Bureau (NBIB) (or their successors).
2.0 Background
The NAVSUP Enterprise consists of NAVSUP HQ and 11 subordinate commands with locations worldwide.
NAVSUP is requiring a digital fingerprinting service solution capable of providing services to all potential employees located within the continental United States and Hawaii and have those fingerprints submitted to the NBIB (or their successors) via SWFT (or their successors) on our behalf. NAVSUP has a total estimated number of 3,500 - 4,000 new applicants annually, but approximately, up to 1,500 new applicants will be supported under this contract..
3.0 Scope
This Firm-Fixed Unit Price (fee-for-service) contract is based on a transactional level, one completed fingerprint submission to NBIB will be considered one transaction which will be billed at the agreed upon rate. The contractor shall provide digital fingerprint submission, both electronically captured and digitized hard-copy fingerprints via
SWFT.
4.0 Requirements/Tasks
4.1 A web-based appointment scheduling system which shows a list of available sites based on address/zip code. This web-based system should be capable of associating a registration code (or similar) with each individual SON for billing and tracking purposes. Appointments shall allow maximum flexibility for users.
4.2 Digital fingerprint capturing services coverage, within a 45 minute drive, for 90% of the population of the continental U.S. and Hawaii. Hard-card submissions captured, digitized, and submitted to NBIB via SWFT by the contractor will be acceptable if a digital capability does not exist in an area specified by the applicant during the appointment scheduling. Hard-card submissions shall not exceed more than 15% of the total annual submissions.
4.3 Secure Web Fingerprint Transaction (SWFT) submission utilizing multiple Submitting Office Numbers (SONs), which will be provided upon contract award. The number of individual SONs will not exceed 15.
NAVSUP will provide a list of SONs as well as the Submitting Office Identification (SOI) and Intra-
Government Payment and Collection (IPAC) codes that will be used during SWFT fingerprint submissions.
The contractor will ensure that any changes to the SON, SOI, or IPAC codes submitted by the Contracting Officer Representative (COR) will be updated within three business days.
4.4 The contractor will provide a mailing address, point of contact and email address to facilitate the tracking of hard-card submissions. The contractor will, as needed, mail hard-cards (SF-87 or FD-258) via USPS/FedEx with tracking information within two business days. The total number of hard-card fingerprint submissions submitted by NAVSUP shall not exceed 15% of the total annual submissions.
4.5 Submission of monthly billing reports, with a break-down by SON, showing the number of fingerprint submissions for the month, and total to date. Billing reports/Invoices will be submitted to the COR at a maximum monthly basis.
4.6 The fingerprint submission quality and acceptance rate by NBIB will be, at a minimum, 95% acceptance. Fingerprints that are returned unacceptable will be re-captured and re-submitted to NBIB by the contractor at no cost to the Government.
5.0 Place of Performance
All work will be completed by the Contractor at any of their locations.
6.0 Period of Performance
The term of this contract will commence on the Effective Date with a 12-month base year and four 12-month option year periods.
