Text version

FLC Norfolk Philadelphia Office intends to procure, on behalf of Bureau of Medicine and Surgery (BUMED), Point of Care Evidence Based Tool (POCEBT) virtual medical library services for junior physicians, nurse practitioners, physician assistants and independent duty hospital corpsmen working on Navy vessels, including submarines and ships, and in remote locations with the ability to input symptoms which facilitates diagnosis and treatment of patients. One of the two products available, DynaMed is being procured by DHA. This requirement is to provide BUMED access to UptoDate as BUMED has a need to supplement the resources provided via DynaMed with the information available through the UpToDate software system. This follow-on requirement will continue the UpToDate virtual medical library services currently in place. Access to this level of information is critical for providers working in remote areas and who may only have limited or little experience in a specific area of medicine and little to no access to other providers or resources in order to deliver evidence-based, safe and effective care. The Period of Performance is 1 September 2019 through 31 August 2020 with four, one-year option periods, if exercised in accordance with FAR 52.217-9.

The statutory authority permitting other than full and open competition is 41 USC 1901(e)(2) - a sole source acquisition under the authority of the Special Rules for Commercial Items, as implemented by FAR 13.501(a). Solicitation number is N0018919QZ081. A sources sought was posted regarding this requirement.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
