The following have been added by full text:

QUESTIONS & ANSWERS

1. The Requirements for Proposal Content (RFP, pp. 47-48) indicate that the proposal must be submitted in two volumes: (a) Volume I - Non-Price Proposal; and (b) Volume II – Solicitation Forms. Does this mean that offerors are not required to include price in their proposals, specifically, providing prices for Item 0001 and Item 1001 in SF1449?

A: There is no price volume required. See update to Section L & 52.212-2 EVALUATION – COMMERCIAL ITEMS.

2. The instructions for Proposal Content for Volume I – Non-Price Proposal (RFP p. 48), limits the evaluation factors to the Minimum Qualifications Matrix and supporting documentation, including, but not limited to AACSB Certification and campus map. Questions: (a) are offerors required or permitted to address their approach to delivering Task 1, Task 2, Task 3, and Task 4, as described in the Performance Work Statement, Section 2 (RFP, pp. 43-44); (b) are offerors permitted to provide other information relevant to their performance of any other requirement in the Performance Work Statement – e.g. descriptions of similar courses provided, CVs of selected faculty, description of classrooms, computers, AV equipment, lodging and meal facilities?

A: The solicitation is clear on its face.

3. Are there any page limitations for Volume I?

A: No.

4. How many awards are contemplated for this Educational Services Multiple Award Contract?

A: The Government intends to make awards to all offerors who meet the requirements of the solicitation.

5. When is the first Task Order anticipated to be released?

A: The first task order is anticipated to begin 1 October 2019.

6. Would a hotel within 5 miles of campus meet the minimum qualification? If so, would staying in a hotel obviate the requirement for free onsite parking?

A: Lodging must be on campus. Any cost for parking shall be incorporated into the price of the course; not a separate cost to be paid by the student.

7. Are there incumbents for this requirement, if so, please identify them and their contract numbers. If this is a new requirement, with no incumbents, have there been previous Navy solicitations within the past 5 years with a similar requirement of in-residency educational programs for Navy personnel at academic institutions? If so, please identify the holders of those contracts and their contract numbers.

A: This is not a direct follow-on contract. Some of the task orders to be placed under the anticipated contract have been performed under the following contracts:

· N0018919CZ017 University of North Carolina at Chapel Hill

· N0018919CZ031 University of Virginia Darden School
