Clinical Healthcare Informatics Programs and Support (CHIPS)
PERFORMANCE WORK STATEMENT (PWS)
1.0 Purpose, Scope, and Background
1.1 Purpose
The contractor shall provide support services on behalf of the Bureau of Medicine and Surgery (BUMED) located at 7700 Arlington Blvd.; Falls Church, VA in its mission to support the management of readiness and health.
1.2 Scope
The contractor shall support the programs within BUMED’s missions of policy development, decision making, and management and administration in the functional areas of Clinical Informatics. Clinical Informatics falls within the realm of Virtual Health, Electronic Health Records, Future Readiness Care Model, Operational Medical Readiness, and Tele-Mentoring. There are currently 3 programs within the Readiness and Health Directorate. Due to the impending changes within BUMED, requirements and programs are expected to fluctuate. The current list of programs within BUMED’s Readiness and Health Directorate are:
· M36 (Clinical Informatics) Headquarters Support
· Virtual Health
· Navy Tele-Mentoring Program (Extension for Community Healthcare Outcomes (ECHO®))
1.3 Background
The mission of BUMED is to enable readiness and health for Sailors, Marines and their families. In support of this, an underlying and fundamental need for a culture of health and safety is essential to not only prepare but also strengthen and build the resilience of a ready fighting force. The National Defense Authorization Act (NDAA) requires Navy Medicine (NAVMED) to implement measures to maintain the critical wartime medical readiness skills and core competencies of health care providers (HCP) within the MTF’s and emphasizes transforming to a High Reliability Organization (HRO). Navy Medicine is committed to adopting the principles of a High Reliability Organization (HRO) in order to improve patient safety, the overall quality of healthcare delivery across MTFs and operational forces, and keeping the warfighter mission ready.
Additionally, Navy Medicine is facing other key changes in the upcoming years such as the realignment of MTF/ Beneficiary care to the Defense Health Agency and the change in mission focus to operational/medical readiness, transition to the new Electronic Health Record (EHR), a shift of patient and provider expectation for the millennial generation, and increased demand for incorporating digital technologies within the healthcare experience. With the magnitude and pace of change occurring at BUMED and the Military Health System (MHS), consistent program support is critical in sustaining operations, transitioning programs, and implementing new initiatives.
Specifically, Clinical Informatics (M36) resides within BUMED within Readiness & Health, under the Deputy Chief, Readiness & Health (R&H). M36 focuses on the intersections between health information technology, patient care, healthcare operations, and readiness. M36’s areas of targeted attention are listed below, with an interconnected focus on the promotion of patient safety, value, equity, efficiency, functionality, and end user focused design of systems.
· Establishment of a Consolidated Information Center and Readiness Insight Centers in support of the BUMED Data Capture and Utilization Imperative (V2): Facilitates the creation, from echelons two to four, of the Consolidated Information Center, Readiness Insight Centers, and the development of a data science workforce in direct support of enabling advanced analytics readiness decision making capacities.
· Workforce Development: Continues work regarding the establishment of an informatics workforce oriented towards the movement of healthcare data through all echelons of military healthcare.
· Virtual Health: Supports the Fleet and FMF in collecting requirements and facilitating the fielding of solutions in the operational medicine environment in direct support of readiness.
· Tele-Mentoring: Leverages technology to connect clinicians through tele-mentoring initiatives.
· Operational Medicine Health Information Technology Project Management Support
· Joint Operational Medicine Information System (JOMIS): Supports the functional input, configuration, testing, training, implementation, and sustainment of the operational medicine version of MHS Genesis as well as additional operational medicine oriented solutions.
· Support to the MTFs as informatics solutions and legacy EHR systems rationalize, baseline, and/or decommission, while facilitating transition of requirements to DHA
· Health Information Exchange: Supports the strategic onboarding of external partners in support of readiness as well as its associated application Joint Legacy Viewer (JLV).
2.0 TASKS
2.1 Task Management
The Contractor shall ensure that a Monthly Progress Report is submitted outlining the expenditures, billings, progress, status, and any problems/ issues encountered in the performance of this task. The deliverables mentioned below are encompassed in Section 4.6.
2.1.1 Monthly Progress Report (MPR) – Deliverable 2
The Contractor shall ensure that a MPR is submitted outlining the expenditures, billings, cost reporting, progress, status, and any problems/ issues encountered in the performance of this contract (Deliverable 2), using the format located at: https://images.template.net/wp-content/uploads/2016/03/05124149/MONTHLY-PROGRESS-REPORT.pdf as an example. The MPR shall include the labor hours expended, by labor category, for each task and sub-task.
2.1.2 Program Management Plan – Deliverable 9 & 10
The Contractor shall develop a draft Program Management Plan (Deliverable 9) that shall be submitted to the COR for Government approval; this may also be referred to as a Change Plan or a C-Plan. The Program Management Plan shall consist of control policies and procedures in accordance with standard industry practices for project administration, execution and tracking. The Program Management Plan shall include the following:
2.1.2.1 Identification of milestones where Government information/activity is required and timeline dependencies for subsequent Contractor activities;
2.1.2.2 An Integrated Master Management Plan (IMMP) describing the Contractor’s overall management approaches, policies and procedures including suggested project metrics; and
2.1.2.3 A detailed staffing plan.
The Final Program Management Plan shall be due five (5) calendar days after the award of the task order (Deliverable 10).
2.1.3 Quality Control Plan – Deliverable 11 & 12
The Contractor shall prepare and adhere to a Quality Control Plan (QCP). A draft QCP will initially be submitted 30 days after contract award (Deliverable 11). The QCP shall document how the Contractor will meet and comply with the quality standards established in this performance work statement. At a minimum, the QCP shall include a self-inspection plan, an internal quality control staffing plan, and an outline of the procedures that the Contractor will use to maintain quality, timeliness, responsiveness, customer satisfaction, and any other requirements set forth in this performance work statement. The Final QCP shall be due ________ calendar days after the award of the contract (Deliverable 12).
2.1.4 Contingency Operations Plan – Deliverable 13
The Contractor shall prepare and submit a Contingency Operations Plan to the Government. The Contingency Operations Plan shall be due ten (10) calendar days after the award of the order, and shall be updated as required (Deliverable 13). The Contingency Operations Plan shall document Contractor plans and procedures to maintain BUMED support during an emergency. The Contingency Operations Plan shall include the following:
2.1.4.1 A description of the Contractor’s emergency management procedures and policy;
2.1.4.2 A description of how the Contractor will account for their employees during an emergency;
2.1.4.3 Planned temporary work locations or alternate facilities;
2.1.4.4 How the Contractor will communicate with BUMED during emergencies;
2.1.4.5 A list of primary and alternate Contractor points of contact, each with primary and alternate;
· Telephone numbers;
· E-mail addresses;
2.1.4.6 Procedures for protecting GFE (if any); and
2.1.4.7 Procedures for safeguarding sensitive and/or classified Government information (if applicable).
2.1.5 Operations during Emergency Situations
Individual contingency operation plans shall be activated immediately after determining that an emergency has occurred, shall be operational within twelve (12) hours of activation, and shall be sustainable until the emergency situation is resolved and normal conditions are restored or the contract is terminated, whichever comes first. In case of a life threatening emergency, the COR will immediately make contact with the Contractor Task Managers to ascertain the status of any Contractor personnel who were located in Government controlled space affected by the emergency. When any disruption of normal, daily operations occur, the Contractor Task Manager shall promptly open an effective means of communication with the COR and verify:
2.1.5.1 Key points of contact (Government and Contractor);
2.1.5.2 Temporary work locations (alternate office spaces, tele-work, virtual offices, etc.);
2.1.5.3 Means of communication available under the circumstances (e.g. e-mail, webmail, telephone, FAX, courier, etc.); and
2.1.5.4 Essential work products expected to continue production by priority.
The Contractor Program Manager, in coordination with the Government COR, shall make use of the resources and tools available to continue BUMED contracted functions to the maximum extent possible under emergency circumstances. The Contractor shall obtain approval from the COR and Contracting Officer prior to incurring costs over and above those allowed for under the terms of this contract. Regardless of contract type, and of work location, Contractors performing work in support of authorized tasks within the scope of their contract shall charge those hours accurately in accordance with the terms of this contract.
2.1.6 Government Holiday and Contractor Support
The following are recognized Federal Holidays and the Contractor is not expected to perform on these days:

2.2 Functional Tasks
2.2.1 Non-technical Administrative Support
2.2.1.1 The contractor shall develop meeting materials and provide program management support for regular and recurring meetings, along with documentation of corresponding meeting minutes. The contractor shall capture key points and actions identified during meetings and draft/review meeting minutes. The contractor shall submit drafts to the identified meeting leader for review and approval. The contractor shall review and disseminate approved meeting minutes to all participants, via e-mail, and facilitate completion of action items.
2.2.1.2 The contractor shall assist with the coordination of travel and associated approval processes, assigned taskers and associated routing procedures for approval and/or dissemination, and in preparing responses to internal and external requests for information from outside entities which requires a response in the form of a memo.
2.2.1.3 The contractor shall assist with the coordination of assigned taskers and associated routing procedures for approval and/or dissemination.
2.2.1.4 The contractor shall provide logistical support, to include reservation and scheduling of audio/video teleconferencing lines and conference rooms. The contractor shall collaborate with pertinent informatics departments to conduct testing and checks of all audio/video teleconferencing systems prior to the start of all meeting/ training sessions.
2.2.1.5 The contractor shall provide knowledge management administrative support. The contractor shall perform data entry into web-based collaboration sites, such as Microsoft SharePoint and MAX.gov, utilized to share information and documents across the NAVMED enterprise. The contractor shall perform data entry into Shared drive sites to share information and documents internal to BUMED and the respective programs/projects.
2.2.1.6 The contractor shall provide correspondence and Tv5 support services for M36, to include comprehensive and experienced management support for correspondence, taskers, tracking, assignment, coordination with cross-organizational stakeholders, and responses to ensure completion by the established due dates.
2.2.2 Program and Project Management
2.2.2.1 General project management support to all programs and projects shall include:
2.2.2.1.1 The contractor shall support the continued development and facilitation of Program and Project Management and technical support services to facilitate the successful execution and growth of Navy Medicine initiatives for all programs and projects within the scope of this contract.
2.2.2.1.2 The contractor shall prepare work breakdown structures, charters, change plans utilizing Project Management Institute (PMI), Program Management Book of Knowledge (PMBOK), and Information Technology Infrastructure Library (ITIL) methodologies.
2.2.2.1.3 The contractor shall coordinate with BUMED Portfolio Management Support Office (PMsO) to ensure that project documentation follows BUMED requirements.
2.2.2.1.4 The contractor shall develop, implement, and maintain efforts to include process definition, documentation, standardization, metrics identification, business and clinical metrics capture and outcome analysis, in accordance Navy Medicine leadership.
2.2.2.1.5 The contractor shall identify, recommend, and coordinate with the government program manager areas for expansion in alignment with Navy Medicine mission requirements.
2.2.2.1.6 The contractor shall manage, coordinate, facilitate, oversee, and track initiatives and projects with varying timelines and scopes using state-of-the-art PM techniques for risk assessment and abatement and Program Knowledge Management (PKM).
2.2.2.2 Data Capture and Utilization Imperative (V2)
2.2.2.2.1 The contractor shall develop a data science workforce in support of the Data Capture and Utilization Imperative (V2).
2.2.2.2.2 The contractor shall establish an advanced analytics capacity to promote accountability, leadership engagement, continuous process improvement, and deep readiness insights at the BUMED, Region, and Navy Medicine Readiness Training Command (NMRTC) levels.
2.2.2.2.3 The contractor shall perform project design and planning, plan execution, monitoring and management of projects/ initiatives, project status/ risks tracking/ reporting.
2.2.2.2.4 The contractor shall program evaluation and performance management to include current state needs-assessments, development of evaluation methodology/criteria, cost-benefit analysis (pre or post program implementation), and ongoing performance monitoring.
2.2.2.2.5 The contractor shall perform data collection, analysis and metric development to produce actionable data shared across the enterprise.
2.2.2.2.6 The contractor shall conduct on-site visits, when necessary, to provide advisory support services to M36 and associated BUMED entities during site visits (both military and non-military) to gather stakeholder input and validate alignment with V2 imperatives.
2.2.2.2.7 The contractor shall support the implementation and activities of the V2 imperative and the implementation of the CIC and RICs at all echelons.
2.2.2.2.8 The contractor shall establish a Consolidated Information Center and Readiness Insight Centers in support of the BUMED Data Capture and Utilization Imperative (V2).
2.2.2.2.9 The contractor shall facilitate the creation, from echelons two to four, of the Consolidated Information Center, Readiness Insight Centers, and the development of a data science workforce in direct support of enabling advanced analytics readiness decision making capacities.
2.2.2.3 Navy Tele-Mentoring Program (Extension for Community Healthcare Outcomes (ECHO®))
2.2.2.3.1 The contractor shall support the continued development and facilitation of Program and Project Management and technical support services to facilitate the successful execution and growth of Navy Medicine initiatives. The contractor shall assist in the expansion of modalities using the ECHO® framework and invite input and participation from SMEs
2.2.2.3.2 The contractor shall participate as SME at BUMED and MHS ECHO® Working Group (WG) / Committees meetings and coordinate/ collaborate with government program manager.
2.2.2.3.3 The contractor shall develop and maintain a Plan of Action & Milestones (POA&M) for standardization of key lines of business (LOB).
2.2.2.3.4 The contractor shall provide Video Tele-Conferencing (VTC) support to all ECHO® sessions.
2.2.2.3.4.1 The contractor shall provide VTC technical support to BUMED NCPMP and to ECHO® Hubs and Spokes.
2.2.2.3.4.2 The contractor shall support ECHO® to investigate support requirements for quality VTC sessions during all ECHO® tele-mentoring sessions.
2.2.2.3.4.3 The contractor shall coordinate with spoke MTFs, pain champions, departments, and clinicians to ensure VTC support for NME / NME ECHO® Hubs and spokes. Observe, identify, document, report, and mitigate and correct VTC connectivity weaknesses before, during, and following VTC support events.
2.2.2.3.5 The contractor shall improve communication throughout the deployment and sustainment cycles regarding best practices and processes, lessons learned, recommendations and notifications of improvements, training opportunities, and updates on the potential impact of new and evolving technologies.
2.2.2.3.6 The contractor shall coordinate ECHO® Training and collaborate with Navy Medicine Professional Development Center to provide documentation for Continuing Medical Education (CME) credits of attendees.
2.2.2.3.7 The contractor shall work with clinicians to support ECHO® clinic execution, extract patient cases presentations, enter patient case presentations, and enter case recommendations into MHS Clinical Information Systems.
2.2.2.3.8 The contractor shall document clinic processes and procedures to include, but not limited to the following, Standard Operating Procedure, Concept of Operation and Process Diagrams.
2.2.2.3.9 The contractor shall ensure that virtual training technologies leveraged by Navy Medicine comply with DoD Information Assurance requirements.
2.2.2.3.10 The contractor shall develop, implement, and maintain initiatives to expand ECHO® to the Fleet.
2.2.2.3.10.1 The contractor shall facilitate planning meetings between MTF and US Fleet Forces Command and US Marine Corp liaisons.
2.2.2.3.10.2 The contractor shall assist stakeholders with evaluation of courses of action and training recommendations; provide feedback and recommendations on selected plans which utilize ECHO® as a platform for tele-mentoring and education.
2.2.3 System Administration
2.2.3.1 The contractor shall provide System Administration support for Virtual Health to include all functions and responsibilities of the system assigned as follows:
2.2.3.2 The contractor shall provide program management technical support, analysis, data management, and server management to sustain the operational computing environment.
2.2.3.3 The contractor shall assist customers in design, engineering, integration, testing, security certification, logistics support, development, configuration, implementation, and systems administration.
2.2.3.4 The contractor shall supervise and manage the daily activities of configuration and operation of systems which may be mainframe, mini, or client/server based.
2.2.3.5 The contractor shall plan and monitor the optimizing of system operation and resource utilization, and perform systems capacity analysis and planning.
2.2.3.6 The contractor shall plan and monitor assistance to users in accessing and using business systems.
2.2.3.7 The contractor shall plan, develop, implement, coordinate, integrate, identify functional issues with the system and formulate detailed change requests to address identified defects.
2.2.4 Program/ Project Analysis
2.2.4.1 The contractor shall provide Program/Project Analysis that requires assisting in the preparation of management plans and reports, coordinating schedules to facilitate completion of proposals, providing contract deliverables, work stream order review, briefings/presentations, and in-process review preparation.
2.2.4.2 The contractor shall perform analysis, development, and review of program administrative operating procedures and support one of more Project Managers.
2.2.4.3 The contractor shall manage and facilitate administrative functions for Navy Medicine efforts to include notices of upcoming clinics, meetings, scheduling, attendance, announcements, and contact lists.
2.2.4.4 The contractor shall create and revise systems and procedures by analyzing operating practices, recordkeeping systems, forms control, office layout, and budgetary and personnel requirements; and implement changes each day. The contractor shall conduct surveys and feasibility studies for policy formation and improvement of services.
2.2.5 IT Requirements and Program Management
2.2.5.1 The contractor shall assist with IT requirements, capabilities, and tracking of IT equipment and equipment requests by providing the following project management and analysis support.
2.2.5.2 The contractor shall provide asset management to include quarterly inventory reports across the enterprise and lifecycle management of devices and software licenses.
2.2.5.3 The contractor shall assist with the acquisition of hardware and software to support VH and track spending to ensure financial allocation aligns with requirements.
2.2.5.4 The contractor shall track and report equipment location and transfers, warranties, and provide communication plan for hardware and software maintenance, updates, and security patches.
2.2.5.5 The contractor shall collaborate with MTFs to identify infrastructure (network and facility) requirements and challenges for deploying VH hardware and software assets, and ensure IT and logistics departments are properly gaining equipment in DMLSS and reporting equipment received to BUMED’S Chief Innovation and Integration Officer.
2.2.6 Systems Configurations
2.2.6.1 The contractor shall oversee system configurations and migrations in multiple network environments; analyze and troubleshoot configuration problems in a timely manner.
2.2.6.2 The contractor shall assist Navy Medicine East and Navy Medicine West in all areas of Program and Project Management for the major or significant Clinical Informatics initiatives, as determined by Navy Medicine. This includes all related projects and associated work efforts – individual project schedules, milestones, deliverables and related requirements, in accordance with section 2.2.2.1.
2.2.7 Training
2.2.7.1 The contractor shall provide training support for Virtual Health projects and equipment as required by new or existing users and stakeholders. The contractor shall develop new training program designs and existing program enhancements including various forms of training aides such as lesson plans and training aids and deliver them effectively to the customer.
2.2.7.2 The contractor shall provide training in accordance with requirements of Task Orders issued under this contract.
2.2.8 Communications Support
2.2.8.1 The contractor shall provide Communications Support to manage standardized communications between internal and external stakeholders and develop effective communication strategies to include detailed briefs, dashboards, diagrams, charts, animations, manuals, online videos, etc. to increase users’ understanding of technical and clinical content. The contractor shall revise communications as required.
2.2.9 Data Analytics
2.2.9.1 The contractor shall analyze data within the Military Health System (MHS) databases and provide reports on an as needed basis.
2.2.9.2 The contractor shall gain access to Navy/MHS information systems for data mining, development, and analysis (e.g. MHS GENESIS, HealtheIntent, PiEDW, MHS Mart (M2), MHS Data Repository (MDR), CHCS, AHLTA, Essentris, MEPRS, and Defense Medical Human Resources System- internet (DMHRSi)).
2.2.9.3 The contractor shall perform descriptive, diagnostic, predictive, and prescriptive analytics on information systems and databases in order to make better data driven informed decisions on factual evidence vice intuition; discover hidden insights from the recognition of patterns within our organization and patient populations; identify the causation of certain events and extrapolating probable future events that will drive our actions towards positive outcomes.
2.2.9.4 Possible future sources of data to mine may include: patient wearable devices, remote patient monitoring devices, patient surveys via Patient Portals such as Interactive Customer Evaluation (ICE), medical applications on tablets & smartphones, natural language processing, International Consortium of Health Outcomes data, and external organizational data sources such as the World Health Organization’s (WHO) Epidemiological data.
2.2.10 Virtual Tele-Radiology
2.2.10.1 The contractor shall be responsible for the daily operations of the Picture Archiving and Communications Systems (PACS) and serve as Project Manager for enterprise Virtual Tele-Radiology, overseeing equipment maintenance and systems testing.
2.2.10.2 The contractor shall engage with various communication protocols (i.e. TCP, HTTP, FTP, HL7, XML, DICOM, SSL/TLS etc.) and with DICOM workflow (prefetching, routing, archiving etc.) as well as various server, desktop, network hardware, and OS configurations.
2.2.10.3 The contractor shall plan, develop, implement, coordinate, integrate, identify functional issues with the system and formulate detailed change requests to address identified defects.
2.2.11 Health Experts Online Portal (HELP) and Pacific Asynchronous TeleHealth (PATH)
2.2.11.1 The contractor shall serve as the primary Project Manager of the Health Experts Online Portal (HELP) and Pacific Asynchronous TeleHealth (PATH) initiatives for Navy Medicine.
2.2.11.2 The contractor shall contribute to the design, development, integration, testing, logistics support, configuration, implementation, and documentation of new requirements, change requests and system updates. The contractor shall document change requests, new requirements, and develop and monitor user satisfaction.
2.2.11.3 The contractor shall plan, develop, implement, coordinate, integrate, and identify functional issues with the system and formulate detailed change requests to address identified defects.
2.2.11.4 The contractor shall build SQL queries and reports, as requested, and conduct HELP/PATH and telemedicine data analyses. The contractors may utilize applications on the DISA APL (e.g. SQL Management Studio).
2.2.11.5 The contractor shall serve as primary point of contact for creating new user accounts, monitors and support existing end users with their HELP/PATH system accounts.
2.2.11.6 The contractor shall develop system documentation, workflow processes and training material including, but not limited to User Guides and Standard Operating Procedures.
2.2.12 Operational Medicine Health Information Technology Project Management Support
2.2.12.1 The contractor shall support the Fleet and FMF in collecting requirements and facilitating the fielding of solutions in the operational medicine environment in direct support of readiness.
2.2.12.2 The contractor shall support the functional input, workflow analysis, configuration, testing, training, implementation, and sustainment of the operational medicine version of the Electronic Health Record (EHR) as well as additional operational medicine oriented solutions.
2.2.12.3 The contractor shall support the MTFs as informatics solutions and legacy EHR systems rationalize, baseline, and/or decommission, while facilitating transition of requirements and clinical workflows to DHA.
2.2.12.4 The contractor shall support the strategic onboarding of external partners in support of readiness as well as its associated application Joint Legacy Viewer (JLV) through Health Information Exchange initiatives
2.2.12.5 The contractor shall establish an informatics workforce oriented towards the movement of healthcare data through all echelons of military healthcare.
2.3 Deliverables

3.0 Personnel Qualifications
3.1 Skill Level Definitions
Level I (Entry/Junior) Less than 5 years’ experience
Requires a Bachelor’s Degree and 0-5 Years of experience in the field or in a related area. Has knowledge of commonly used concepts, practices, and procedures within a particular field or related area. Primary job functions do not typically require exercising independent judgment. Level II (Intermediate) 5-12 years’ experience
Bachelor’s Degree Required (Master’s preferred); at least 5-12 Years of experience in the field or in a related area. Familiar with a variety of commonly used concepts, practices, and procedures. | The Program Manager is the most senior level manager on the contract, and has responsibility for all programs and projects. The PM provides direct supervision for all contractors and serves as the company’s interface with the Government Contracting Officer, the Contracting Officer Representative, government management personnel, and customer agency representatives. The PM manages teams providing day-to-day management of contract support operations, planning and production of deliverables, maintains technical and financial reports, organizes and assigns responsibilities to subordinates, oversees the completion of all assigned tasks and assumes the initiative to formulate and enforce work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel, and communicating all aspects of policy, purposes, and goals of the organization to subordinates. | Task Order Leader (TOL) |
| In large Task Orders, the Task Order/ Project Leader is responsible for meeting all requirements and deliverables outlined in the Performance Work Statement (PWS) within the respective Task Order. Provides management and coordination of the contractor’s effort in support of the customer and ensures accomplishment of all contract requirements. Responsible for the formulation of the opinions, decisions, and ultimate performance of the tasks specified in the PWS contained in the task order. Supervises the work of all contractors within the task order. May perform one or more of the following duties: 1) Reports to contractor’s Program Manager (PM) or prime contractor and prepares and/or submits information necessary for monthly reports, trip reports, and other reporting actions as applicable. 2) Monitor all schedules associated with implementing tasks within scope of the contract. 3) Responsible for managing all contractor travel, flight requests, working hours (including overtime), and other actions associated with this task, and coordinating these actions with the contractor’s Program Manager and/or the Government Lead. 4) Responsible for the technical direction, leadership, supervision, training, mentoring and performance of onsite staff. |

Subject Matter Expert (SME)
A Subject Matter Expert is a highly skilled individual who has an acknowledged specialized acquisition, logistics, and/or technological expertise in the specific functional tasks required for performance in an individual task order; and whose qualifications and/or particular expertise are exceptional and/or highly unique. It is anticipated that such individual possess an advanced degree (Master or Doctorate) in the field of expertise or have 15 or more years of experience is the field of expertise. Subject Matter Experts typically perform the following kinds of functions: Initiates, supervises, and/or develops requirements from a project’s inception to conclusion and defines problems and develops plansfor the subject matter area for complex to extremely complex programs;
Provides strategic advice and advanced technical knowledge, guidance, expertise, and analysis of highly specialized applications, to include the operational environment, high-level functional systems analysis, design, integration, documentation, training, and implementation advice to program and project staff; Provides detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues; Perform functional allocation to identify required tasks and their interrelationships; Consults with client to define need or problem supervises studies and leads surveys to collect and analyze data to provide advice and recommend solutions; Identifies resources required for each task;

In smaller Task Orders, in addition to the above duties, Project Managers are responsible for the overall management of the specific Task Order(s) and ensuring that the technical/financial solutions and schedules in the specific delivery orders are implemented in a timely manner.

| Systems Engineer (SE) |
| Coordinate and/or perform additions and changes to network hardware and operating systems, and attached devices; includes investigation, analysis, recommendation, configuration, installation, and testing of new network hardware and software. Provide direct support in the day-to-day operations on network hardware and operating systems, including the evaluation of system utilization, monitoring response time and primary support for detection and correction of operational problems. 4.0 Requirements
4.1 Government Furnished Equipment (GFE) and Services
4.1.1 Equipment
The Government will supply office work space to the extent possible, and per the Task Orders. The Government will supply office supplies, computer and equipment, telephone, and reproduction resources when the contractor is working on-site to the extent permitted by the Government and contractor. If the contractor is working off-site, he/she will be permitted to have GFE should determination between the client and the contractor deem it is in the best interests to do so (e.g. access to data in secured servers are necessary for duties).
4.1.2 Services
The Government will provide the contractor copies of, or access to, all required directives, publications, documents, files, and systems as available. If the contractor requires additional copies of such documents, the Government will, with the COR’s concurrence, provide the contractor access to Government reproduction resources to produce these copies. The Government will also provide necessary, available and reasonable access to functional personnel; all contact with Government personnel shall be coordinated through the COR. The Government will coordinate joint meetings between functional, technical, and management personnel from various sites and contractor personnel.
5.0 Locations and Work Environment
The primary work located is identified as Bureau of Medicine and Surgery (BUMED) located at 7700 Arlington Blvd. The hours of operations are Monday to Friday 0800 to 1630. Services are not required on weekends or federally observed holidays.
Since the Government’s primary facilities for this task have limited space to support on-site contractor resources, contractors may be authorized to work from contractor facilities tele-work. However, the government expects that due to the fluid nature of the requirements and need for support of internal meetings and with third party stakeholders; the contractor is expected to be able to attend meetings when requested by government staff. The Contractor’s staff should be available to reach BUMED HQ within twenty (20) minutes of being requested, not including unexpected delays due to traffic or weather.
6.0 Other Information

6.1.1 Purpose of Travel
Travel shall be conducted to support initiatives within the scope of this contract to include site visits, training, initiative implementation, and other requirements identified within the Task Orders.
