Section SF 1449 - CONTINUATION SHEET

PERFORMANCE WORK STATEMENT

-CLIN 0001 MANHATTAN

BACKGROUND:

The Commander, Navy Region Mid-Atlantic (CNRMA) and Commander, Navy Reserve Forces Command (CNRFC) require multiple sets of hotel rooms during differing time frames on/around the Memorial Day Weekend in New York City to accommodate personnel in support of Fleet Week 2019. Due to the unique nature of the Navy's duties and responsibilities during Fleet Week 2019, hotel accommodations from specific hotels strategically located within each Navy group's immediate work area is required within the greater Manhattan area.

SCOPE:

The hotel facilities and lodging accommodations for this requirement include a total estimate of 1,053 (775+278) room nights (see Paragraph 2 below for room night breakdown per SCLIN). The requirements include multiple rooms (singles and doubles) on multiple dates, and shall be utilized by US Navy personnel in the performance of their official duties in support of Fleet Week 2019 in Manhattan, NY.

1. Definitions:

A designated "Single Room" shall have only one official guest (regardless of the number of beds within the room) and the rooms marked "Double Room" shall have at least two (2) double beds and shall be occupied/shared by two Navy personnel. Dates and number of rooms can be found on the Specifications Section two (2).

3. Hotel Facility Requirements:

The hotel shall be available to all, regardless of race, creed, national origin or gender. Facilities shall be handicapped accessible. Additionally, the "double rooms" (2 beds in each room) shall be large enough to accommodate two (2) Navy Personnel plus their corresponding personal effects and gear. Each bed shall have a firm mattress with box springs, mattress pad or cover, two pillows (pillows shall be at least six inches thick to provide proper support) and pillow cases, two sheets, one blanket, and one bedspread.

The hotel rooms to be quoted shall be “smoke-free” unless specifically requested by the occupant to be “smoke-friendly” upon check-in. These requests shall be accommodated only if smoke-friendly rooms are available at no additional cost to the government.

The hotel shall be located within these specific Mid-Town and Downtown Manhattan area boundaries: South of 58th Street; West of 5th Avenue, and North of 15th Street (within the Navy’s immediate area of operations (711 12th Ave, New York, New York 10019) for Fleet Week 2019. This strategic location shall enable Navy personnel to commute a maximum travel time of under 20 minutes without traffic (and/or bridges and/or tunnels). The hotel shall be located within proximity of establishments (restaurants, coffee shops, deli shops, etc.) offering a wide variety of convenient places to buy food, water, and other personal necessities without the burden of a prolonged or costly commute within Manhattan.

The hotel shall provide for a convenient staging area for US Navy personnel gear and equipment during check-in and out for all weather conditions.

The hotel shall have a front desk which is staffed 24 hours a day. During the entire duration that Navy personnel will be guests at a specific hotel facility, the hotel shall designate a dedicated person to coordinate hotel room reservations, cancellations, early dismissals, etc. with the designated Government Point of Contact.

Hotel rooms shall be provided with individual room-controlled heating/air conditioning units with the necessary ventilation to maintain room comfort.

The government reserves the right to consider awarding a contract for hotel rooms to multiple contractors or in bulk to one contractor.

4. Additional Rooms:

Additional rooms, (10 single room nights and 10 double room nights) shall be provided by the contractor at any time during the period of performance) at the rates identified in SCLINs 0001AA-0001AD when requested by the Contracting Officer, subject to room availability.

5. Cancellation:

The US Navy Reserves the right to cancel up to 20% of rooms contracted-for at no cost provided that the cancellation is communicated only by the Contracting Officer to Contractor/Hotel Sales Manager and/or designated representative at least 24 hours prior to the designated occupancy date. In the event such cancellations take place, contractors shall itemize cancellation fees for each SCLIN (0001AA-0001AD).

5.1. No Show (Check-In); Early Dismissal (Check-Out):

Participating hotels shall provide with their proposals, the “No-Show (check-in) and Early Dismissal (check-out)” policies applicable for the 2019 NYC Fleet Week hotel requirements. Due to various Fleet Week events at different periods within the time frame hotel rooms are required, Navy civilian and military personnel may be required to either check-in late, check-out (Early Dismissal), or “No-Show” to accommodate operational schedules throughout NYC. The US Navy will incur no charges for Early Dismissals (early check-out) since Navy personnel will be checking-out at the hotel front desk prior to their departure.

6. Internet:

All of the room accommodations shall include internet access at no additional charge.

7. Parking:

Hotel shall specify if parking is available at the hotels facilities or in the surrounding area to ensure the government can make parking arrangements. Hotel will include 20 daily parking spots for vehicles in contracted hotel pricing.

8. Transportation:

Hotel shall specify if transportation / shuttle service is available at the hotel facilities and state whether the shuttle is on demand or if it follows a schedule.

9. Hotel Security Requirements:

The hotel will provide a safe environment for all Government personnel and will make any reasonable accommodation to facilitate safety. The Government reserves the right to utilize any and all resources available, including the recommendations from NCIS in its award decision.

10. Hotel Safety Requirements:

To be eligible for award, the hotel must be compliant with the requirements of the Hotel and Motel Fire Safety Act of 1990 (Public Law 101-391) (15 U.S.C. 2201 et. Seq.), and is listed on the U.S. Fire Administration Hotel and Motel National Master List found at http://www.usfa.fema.gov/hotel/search.cfm. Offers proposing facilities that are not listed will be rejected as non-responsive. In addition, the facility must be compliant with the requirements of the Americans with Disabilities Act (Public Law 101-336) (42 U.S.C. 12010 et. seq.).

11. Hotel Health Requirement:

Hotel must also follow the New York City Department of Health guidelines for prevention, detection, and elimination of bed bugs in hotels found at http://www.nyc.gov/html/doh/html/vector/vector-faq1.shtml, as well as other pertinent federal, state, and local laws.

12. Enterprise-Wide Contractor Manpower Reporting Application (ECMRA) Requirement:

The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the services via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:

(1) W, Lease/Rental of Equipment;

(2) X, Lease/Rental of Facilities;

(3) Y, Construction of Structures and Facilities;

(4) D, Automatic Data Processing and Telecommunications, IT and Telecom- Telecommunications Transmission (D304) and Internet (D322) ONLY;

(5) S, Utilities ONLY;

(6) V, Freight and Shipping ONLY.

The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil.

13. NRMA Hotel POC To be completed at time of award.

-CLIN 0002 BROOKLYN

BACKGROUND:

The Commander, Navy Expeditionary Combat Command (CNECC) and Commander, Navy Reserve Forces Command (CNRFC) require multiple sets of hotel rooms during differing time frames on/around the Memorial Day Weekend in New York City to accommodate personnel in support of Fleet Week 2019. Due to the unique nature of the Navy's duties and responsibilities during Fleet Week 2019, hotel accommodations from specific hotels strategically located within each Navy group's immediate work area is required within the greater Brooklyn area.

SCOPE:

The hotel facilities and lodging accommodations for this requirement include a total estimate of 182 (157+25) room nights (see Paragraph 2 below for room night breakdown per CLIN). The requirements include multiple rooms (singles and doubles) on multiple dates, and shall be utilized by US Navy personnel in the performance of their official duties in support of Fleet Week 2019 in Brooklyn, NY

The requirements include multiple rooms (singles and doubles) on multiple dates, and shall be utilized by US Navy personnel in the performance of their official duties in support of Staten Island, NY.

The hotel rooms to be quoted shall be “smoke-free” unless specifically requested by the occupant to be “smoke-friendly” upon check-in. These requests shall be accommodated only if smoke-friendly rooms are available at no additional cost to the government.

The hotel shall be located within 12 miles of the Navy’s personnel work-site located in Staten Island, New York (305 Front St, Staten Island, NY 10304). This strategic location shall enable Navy personnel to commute a maximum travel time of under 20 minutes without traffic (and/or bridges and/or tunnels). The hotel shall be located within proximity of establishments (restaurants, coffee shops, deli shops, etc.) offering a wide variety of convenient places to buy food, water, and other personal necessities without the burden of a prolonged or costly commute within Staten Island.

The hotel shall provide for a convenient staging area for US Navy personnel gear and equipment during check-in and out for all weather conditions.

The hotel shall have a front desk which is staffed 24 hours a day. During the entire duration that Navy personnel will be guests at a specific hotel facility, the hotel shall designate a dedicated person to coordinate hotel room reservations, cancellations, early dismissals, etc. with the designated Government Point of Contact.

Hotel rooms shall be provided with individual room-controlled heating/air conditioning units with the necessary ventilation to maintain room comfort.

The government reserves the right to consider awarding a contract for hotel rooms to multiple contractors or in bulk to one contractor.

4. Additional Rooms:

Additional rooms, (10 single room nights and 10 double room nights) shall be provided by the contractor at any time during the period of performance at the rates identified in SCLINs 0003AA-0003AC when requested by the Contracting Officer, subject to room availability.

5. Cancellation:

The US Navy Reserves the right to cancel up to 20% of rooms contracted-for at no cost provided that the cancellation is communicated only by the Contracting Officer to Contractor/Hotel Sales Manager and/or designated representative at least 24 hours prior to the designated occupancy date. In the event such cancellations take place, contractors shall itemize cancellation fees for each SCLIN (0003AA-0003AC).

5.1. No Show (Check-In); Early Dismissal (Check-Out):

Participating hotels shall provide with their proposals, the “No-Show (check-in) and Early Dismissal (check-out)” policies applicable for the 2019 NYC Fleet Week hotel requirements. Due to various Fleet Week events at different periods within the timeframe hotel rooms are required, Navy civilian and military personnel may be required to either check-in late, check-out (Early Dismissal), or “No-Show” to accommodate operational schedules throughout NYC. The US Navy will incur no charges for Early Dismissals (early check-out) since Navy personnel will be checking-out at the hotel front desk prior to their departure.

6. Internet:

All of the room accommodations shall include internet access at no additional charge.

7. Parking:

Hotel shall specify if parking is available at the hotels facilities or in the surrounding area to ensure the government can make parking arrangements. Hotel will include 10 daily parking spots for vehicles in contracted hotel pricing.

8. Transportation:

Hotel shall specify if transportation / shuttle service is available at the hotel facilities and state whether the shuttle is on demand or if it follows a schedule.

9. Hotel Security Requirements:

The hotel will provide a safe environment for all Government personnel and will make any reasonable accommodation to facilitate safety. The Government reserves the right to utilize any and all resources available, including the recommendations from NCIS in its award decision.

10. Hotel Safety Requirements:

To be eligible for award, the hotel must be compliant with the requirements of the Hotel and Motel Fire Safety Act of 1990 (Public Law 101-391) (15 U.S.C. 2201 et. Seq.), and is listed on the U.S. Fire Administration Hotel and Motel National Master List found at http://www.usfa.fema.gov/hotel/search.cfm. Offers proposing facilities that are not listed will be rejected as non-responsive. In addition, the facility must be compliant with the requirements of the Americans with Disabilities Act (Public Law 101-336) (42 U.S.C. 12010 et. seq.).

11. Hotel Health Requirement:

Hotel must also follow the New York City Department of Health guidelines for prevention, detection, and elimination of bed bugs in hotels found at http://www.nyc.gov/html/doh/html/vector/vector-faq1.shtml, as well as other pertinent federal, state, and local laws.

12. Enterprise-Wide Contractor Manpower Reporting Application (ECMRA) Requirement:

The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the services via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:

(1) W, Lease/Rental of Equipment;

(2) X, Lease/Rental of Facilities;

(3) Y, Construction of Structures and Facilities;

The Commander, Navy Reserve Forces Command (CNRFC) require multiple sets of hotel rooms during differing time frames on/around the Memorial Day Weekend in New York City to accommodate Navy Reservist personnel in support of Fleet Week 2019. Due to the unique nature of the Navy's duties and responsibilities during Fleet Week 2019, hotel accommodations from specific hotels strategically located within each Navy group's immediate work area is required within the greater Kings Point area.

SCOPE:

The hotel facilities and lodging accommodations for this requirement include a total estimate of 112 room nights (see Paragraph 2 below for room night breakdown per CLIN). The requirements include multiple rooms (singles and doubles) on multiple dates, and shall be utilized by US Navy personnel in the performance of their official duties in support of the U.S. Merchant Marine Academy.

1. Definitions:

A designated "Single Room" shall have only one official guest (regardless of the number of beds within the room) and the rooms marked "Double Room" shall have at least two (2) each double beds and shall be occupied/shared by two Navy personnel. The hotel shall be available to all, regardless of race, creed, national origin or gender. Facilities shall be handicapped accessible. Additionally, the "double rooms" (2 beds in each room) shall be large enough to accommodate two (2) Navy Personnel plus their corresponding personal effects and gear. 52.209-11 REPRESENTATION BY CORPORATIONS REGARDING DELINQUENT TAX LIABILITY OR A

FELONY CONVICTION UNDER ANY FEDERAL LAW (FEB 2016)

(a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that--

(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or

(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.

(b) The Offeror represents that--

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Factor 1 – Technical Acceptability Factor 2 – Cost/Price

The Government will utilize a Low Price Technically Acceptable (LPTA) source selection process.

(b)The Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a technical and price standpoint. The Government reserves the right to conduct discussions if the Contracting officer later determines them to be necessary.
(c)A written or electronic notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further actions by either party. Before the offeror’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

In order to ensure that all questions submitted by potential quoters are answered prior to the solicitation closing date, one consolidated list of questions concerning the solicitation should be submitted via e-mail to the contracting point of contact, LT Ryan Sawko at ryan.g.sawko@navy.mil or Edwin Roberts at edwin.c.roberts@navy.mil no later than 12:00 pm, Eastern Time (Eastern Time), on Monday, 08 April, 2019. The Government reserves the right not to respond to any questions received concerning this solicitation after the questions receipt date above. Accordingly, vendors are encouraged to carefully review all solicitation requirements and submit questions to the Government early in the solicitation timeframe.
