Iraq Ministry of Defense

MTU Diesel Engine and Blueline Electronics Training

1.0 Introduction. The United States Navy (USN) has an immediate requirement to procure Motor Turbine Union

(MTU) diesel engine (propulsion) maintenance training, MTU Blueline electronic monitoring system training and student administrative support services on behalf of the Government of Iraq in accordance with security assistance agreements and/or security cooperation training programs as documented in Foreign Military Sales case IQ-P-

TAD. The USN is executing this program under the authority of the Naval Education and Training Security

Assistance Field Activity (NETSAFA). This training is to instruct Iraq Navy (IqN) students on the design, function, and maintenance of the MTU 2000 diesel engine and Blueline System in accordance with OEM instructions.

2.0 Scope. This Performance Work Statement (PWS) establishes the tasks for MTU diesel engine and Blueline electronics operations and maintenance training and student support services provided by the contractor for a period of performance starting on or about 01 June 2019 and ending 31 December 2019.

3.0 Description of Work. The Contractor shall provide all necessary labor, equipment, tools and material to provide instruction and support as follows:

Upon completion, students shall be able to understand the design and function of the diesel engine and the Blue Line system; be able to identify and rectify faults, and perform preventive and corrective maintenance tasks on the engine through engine overhaul service (maintenance work which requires complete disassembly and reassembly of the engine) per OEM instructions. The course will instruct a maximum of eight (8) students. The contractor should anticipate that the IqN will send an interpreter with the students to ensure the students fully understand and grasp the training material presented. This may necessitate a longer than anticipated course duration as active interpretation may slow the progress of the instruction.

3.1.2. Course Curriculum Mechanic: The course curriculum shall provide students with knowledge in the following areas:

3.1.2.5. Basic troubleshooting;

3.1.2.6. Perform preventative maintenance tasks - operational monitoring and maintenance which can be carried out during a break in operation without disassembly of the engine;

3.1.2.7. Perform maintenance work which requires exchange of subassemblies;

3.1.2.8. Perform maintenance work which requires partial disassembly and reassembly of the engine;

3.1.2.9. Perform maintenance work which requires complete disassembly and reassembly of the engine.

3.1.3 Course Curriculum Electronic: The course curriculum shall provide students with knowledge in the following areas:
