PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT

S.T.A.B.L.E.

Sugar, Temperature, Airway, Blood pressure, Lab work, Emotional support Program

1.0 BACKGROUND:

The S.T.A.B.L.E (Sugar, Temperature, Airway, Blood pressure, Lab work, Emotional support) Program is recommended by the American Academy of Pediatrics Section on Transport Medicine and endorsed by the March of Dimes. S.T.A.B.L.E. is the most widely distributed and implemented neonatal education program to focus exclusively on the post-resuscitation/pre-transport stabilization care of sick infants. Based on a mnemonic to optimize learning, retention and recall of information, and organizing emergency neonatal care, S.T.A.B.L.E. stands for the 6 assessment and care modules in the program: Sugar and safe care, Temperature, Airway, Blood pressure, Lab work, and Emotional support. A seventh module, Quality Improvement, stresses communication and teamwork as well as the professional responsibility of evaluating care provided to sick infants, with the goal of improving future care. The Program curriculum targets the early neonatal period and the majority of clinical problems that may affect neonates.

The S.T.A.B.L.E. Program mission is to provide evidence-based, practical, accessible, and effective education to help reduce infant mortality and morbidity, improve neonatal outcomes, and most importantly, improve the quality of life for infants and their families.

The S.T.A.B.L.E. Learner course is designed for all members of the perinatal healthcare team and targets the period after initial neonatal resuscitation or whenever emergency stabilization care is indicated. The S.T.A.B.L.E. Program curriculum is applicable for both tertiary and non-tertiary care settings to augment unit orientation as well as support continuing education for all members of the perinatal healthcare team as outlined below in 2.0 Scope.

2.0 SCOPE:

The Lead Instructor course trains NICU experts to be S.T.A.B.L.E. Lead Instructors. Candidates for the Lead Instructor role include Neonatologists and NICU Registered Nurses (RNs), Neonatal Nurse Practitioners, as well as Navy Pediatric Residency Graduates (prior to PCS) who can then teach a basic “Learner Course” at their local Military Treatment Facilities (MTF).

The S.T.A.B.L.E. Lead Instructor course will be taught at the Medical Centers (MEDCENs), (Walter Reed National Military Medical Center, Bethesda, MD; Naval Medical Center San Diego, CA; and the Naval Medical Center Portsmouth, VA) by the end of the second quarter each year. In turn, the Lead Instructors will be required to teach the S.T.A.B.L.E. Learner course to their nursery, obstetric, multiservice unit, pediatric and NICU personnel, as outlined in the DHA’s Memorandum for Director, National Capital Region Medical Directorate dated November 28, 2016, Table 1: Required Perinatal Trainings and Corresponding Staff; and to staff as outlined in BUMED Instruction 1500.15E Change Transmittal 1, Resuscitation Education and Training, dated 15 Jan 2015, item 6g., page 7, as follows:

S.T.A.B.L.E. Learner Course: All Medical Corps officers, Nurse Corps officers, PAs, and their civilian equivalents (civil service, contract, and foreign hire, including LPNs/LVNs) whose primary clinical responsibilities involve caring for newborn infants (to include critical care and specialty areas such as neonatal intensive care, labor and delivery, and pediatric intensive care) must be additionally trained and certified in S.T.A.B.L.E.

Training is highly recommended for all personnel detaching to MTFs OCONUS or to Hawaii whose primary clinical assignment will involve caring for neonatal patients. Training is also recommended, but not required, for Hospital Corpsmen assigned to areas where newborn infants will be their primary clinical responsibility, and where the length of the assignment extends beyond initial orientation. This course is additionally recommended, but not required, for nurses and Hospital Corpsmen responsible for providing direct care to newborn infants within overflow clinical areas such as medical surgical inpatient units and emergency departments.

Lead Instructors will be required to teach a minimum of two courses every two years to maintain active registration as S.T.A.B.L.E. Lead Instructors. Additional courses may be required by the MTF to provide optimal Learner course availability.

Impact of the S.T.A.B.L.E. course includes safe patient care and trained healthcare staff on emergency response and stabilization of newborns and infant’s post-resuscitation and pre-transport.

3.0 SUMMARY OF REQUIREMENTS:

S.T.A.B.L.E. was developed to provide standardized guidelines for personnel providing neonatal post-resuscitation and stabilization care to infants are sick and/or preterm. The S.T.A.B.L.E. Program Manager or a certified S.T.A.B.L.E. National Faculty member will travel to the MEDCENS to instruct the Lead Instructor Courses to Navy Lead Instructor candidates each year. The three courses will be taught prior to the end of the second quarter each fiscal year.

For each period of the performance, the contractor shall provide the following S.T.A.B.L.E. program services and materials:
