STATEMENT OF WORK
COMMANDER, NAVY REGION MID-ATLANTIC (CNRMA)
GALLEY EQUIPMENT MAINTENANCE & REPAIRS
NAVAL SUBMARINE BASE GROTON, CT
AND
NAVAL STATION NEWPORT, RI
1.0. INTRODUCTION
1.1 Commander, Navy Region Mid-Atlantic (CNRMA) is the regional coordinator for all shore-based naval personnel and shore activities in the Mid-Atlantic region, which encompasses 20 states, 14 installations, and 50 Naval Operational Support Centers (NOSCs). As the naval shore installation management headquarters for the Mid-Atlantic region, CNRMA provides coordination of base operating support functions for operating forces throughout the region in support of the Fleet, Fighter and Family.
1.2 Naval Submarine Base New London (Subase New London) is located in the southeastern corner of Connecticut in the County of New London. Naval Submarine Base New London provides a robust and multi-faceted Base Operations Support infrastructure for the operating forces of the Navy, Naval organizations and tenant commands. Subase New London assesses and improves the installation management functions, quality of products, and performs other functions and tasks as may be assigned.
1.3 Naval Station Newport is home to 50 Navy, Marine Corps, Coast Guard and US Army Reserve commands and activities. Newport is the Navy’s premier site for training officers, officer candidates, senior enlisted personnel and midshipman candidates, as well as testing and evaluating advanced undersea warfare and development systems.
1.4 Support services are required to perform specific and pre-determined Preventive Maintenance (PM) and Repair Service to cover the Submarine Base New London Galley and NAVSTA Newport Galley facility’s entire fleet of food service and related equipment. The list for this requirement includes over 280 pieces of food service equipment that needs to be maintained on separate intervals (monthly, quarterly, semi-annually, annually, etc.) in accordance with the Original Equipment Manufacturer’s (OEM) guidelines. (See Section 7.0 for equipment list details and specifics.)
1.5 The requirement also includes emergency calls and parts replacements (as required) with specific dollar values and cost thresholds to be coordinated through the Site Contracting Officer’s Representatives (SCOR) to authorize such taskings.
2.0. OBJECTIVE
2.1 CNRMA requires periodic preventive maintenance, repairs, and emergency repairs as necessary for Subase New London and Naval Station Newport’s fleet of galley food service and related equipment from various manufacturers. This wide array of equipment are heavily utilized continuously and recurringly to provide food services to active duty, reserve component, civilian, contractor personnel and/or other customers depending on each galley’s operational commitments.
2.2 The overall objective is to have a fully functional (operational within Navy specifications) fleet of galley food service and related equipment on both sites (Subase New London and Naval Station Newport) in support of their individual activity’s mission objectives.
3.0. SCOPE OF WORK / TASKS
3.1 The vendor shall perform periodic Preventative Maintenance (PM) to the equipment listed herein in accordance with the equipment-specific original equipment manufacturer (OEM) specifications. The periodicity and depth level of the PM to be performed shall be in accordance with the equipment’s OEM specifications.
3.2 The vendor is responsible for providing personnel certified/qualified in “operating, maintaining and repairing” the entire fleet of galley food service and related equipment listed herein in support of all taskings listed herein.
3.2.1 The government performs Life Cycle Management (LCM) of its galley food preparation and related equipment on a continuous basis which may result in upgrades of existing equipment and/or introduction of new equipment (and/or models) into the system. In such cases, the vendor is responsible for providing personnel certified/qualified in “operating, maintaining and repairing” the new equipment at no additional cost to the government.
3.2.2 In such cases where new equipment (and/or model) is introduced into the system and vendor personnel are still in the process of obtaining their certification(s) for the said equipment and while maintenance and/or repair (outside of the equipment’s warranty) is required for the same, the vendor is responsible for the aforementioned equipment’s required maintenance and/or repair at no additional cost to the government.
3.3 The vendor is responsible for all consumables, supplies, materials and tools (i.e. cleaning items and basic repair parts) necessary in the performance of this contract at no additional cost to the government.
3.4 The vendor is responsible for the proper disposal of all work related garbage and debris (including but not limited to hazardous wastes) in accordance with existing federal, state and local regulations and guidelines.
3.5 The vendor is responsible for coordinating base access and services scheduling with the SCOR and/or designated representative.
3.6 The vendor shall provide a telephone number (office and/or cell number) and email address to the government for requesting emergency services.
3.7 The vendor shall provide a written Planned Maintenance Schedule and Preventative Maintenance Schedule (PMS) proposal for each work site to the SCOR (for acceptance) within 10 business days of contract award. The format, content, details and date of submission shall be at the discretion of the SCOR.
3.8 In order to execute the effort effectively, vendor personnel’s facility location (i.e. home base) shall not exceed 100 miles radius, or 2.5 hours (one way) drive to the work sites (Subase New London, Groton, CT and Naval Station Newport, RI).

4.2 The Appliance Mechanic shall remain at the work sites during the stated hours for the specific purpose of performing the scheduled preventative maintenance, hands-on maintenance inspections, and to perform the remedial maintenance services and repairs necessary to properly maintain the food service equipment.
4.3 If repairs cannot be successfully completed by vendor personnel within three business days, it is the vendor’s responsibility to resolve the issue utilizing all available means including but not limited to third-party support at no additional cost to Government to effect the said repairs.
4.4 SANITATION OF EQUIPMENT

5.0 REPAIR WORK OUTSIDE OF REGULAR PREVENTATIVE MAINTENANCE
5.1 If emergent repair work (outside of regular PM) is discovered at any point during the inspection and PM service, the vendor shall not initiate the said repair and/or order the required parts without prior approval and authorization from the SCOR.
5.2 Emergent repair is any repair servicing to be performed by the vendor on a piece of equipment at other than planned scheduled time, and is necessary to keep the piece of equipment in proper operational condition.
5.3 The vendor shall provide a written quote or estimate to the SCOR for additional maintenance and/or repair recommendation outside the scope of normal PMs for each food service and related equipment detailing the estimated parts and labor costs and the corresponding estimated repair time. The SCOR and/or Government Credit Card Holder shall evaluate and assess the pricing fair and reasonableness of the vendor’s repair quote.
5.3.1 The contract SCOR shall compile these quotes/estimates in the SCOR’s contract file and are subject to the Contracting Officer’s (KO) periodic review and audit.
5.4 The vendor shall invoice the government for the actual cost of parts and components (plus shipping, if any) only in effecting the emergent repairs listed herein; no mark-up, surcharge, profit and/or any additional fees are authorized.
5.5 The vendor shall not execute any repair recommendations outside of normal PMs for any food service and related equipment unit(s) without prior explicit written approval from the contract SCOR.
5.6 For repair work outside of normal PMs and within the Micro-Purchase Threshold (see latest MPT guidelines and threshold levels); the SCOR shall evaluate the quote and provide written authorization for the vendor to commence work. The Government may elect to purchase the required repair parts, components and/or equipment in support of the emergent repair other than through the vendor’s supply chain.
5.6.1 In such cases where the Government opted to procure the repair part or component from sources other than the vendor’s supply chain, the Government shall only provide “brand new, unused, and mint condition” items for vendor installation.
5.6.2 In such cases where new repair part or component has been procured by the government through sources other than the vendor’s supply chain, the vendor is responsible for the installation of the aforementioned repair part or component.
5.7 Each repair work instance (within MPT; outside of normal PMs) performed shall be paid using the Government Purchase Card (see latest MPT guidelines and threshold levels) as separate MPT orders. Any repair work above the MPT shall be approved by the Contracting Officer (before emergency repairs begin) and shall be made using a contract modification contingent upon funding availability from the CNRMA Comptroller.
6.0 EMERGENCY (URGENT) REPAIRS
6.1 Emergency or Urgent Repair Service is defined as any immediate maintenance and/or service to be performed by the vendor on a piece of equipment within 24 – 48 hours of notification. Typically, these urgent repairs are required in order to resolve a work stoppage (mission critical) environment precluding the galleys to meet certain operational commitments.
6.2 In furtherance of the government’s objectives, the vendor shall respond to emergency repair service requests by the SCOR within 24 hours of notification. Response may be in the form of a call back, text and/or email to the SCOR. The vendor shall coordinate with the SCOR the best course of action in resolving the emergency repair requirement. Repairs for emergency situations are expected to be performed on the next business day within normal working hours.
6.3 In the event emergency service is required, the emergency service shall be invoiced under the following structure:
6.3.1 There shall be no additional charge invoiced for emergency service(s) for the first two (2) hours. After the first two hours utilized in support of the said emergency service requirement, the Vendor shall invoice the government at the standard pricing quoted in the response to the solicitation within industry standards.
6.3.2 Each emergency service shall not exceed a total of six (6) hours without prior approval from the Food Service Officer (NSB Galley) or SCOR “in writing”. This shall be paid separately from the resultant contract using the Government Credit Card in accordance with current and existing micro-purchase threshold (Government Credit Card Program) guidelines.
6.4 In the event emergency service is required, the emergency service will account for the next required inspection on the specific equipment being serviced on an emergency basis.
6.5 The vendor shall provide all emergency services from 6:00 am to 8:00 pm, seven (7) days a week (inclusive of Saturdays, Sundays and Government Holidays) upon receipt of oral or written notification of equipment, failure or improper functioning of any piece of equipment specified herein.
