The Naval Submarine Base New London (Subase NLON) is located in the southeastern corner of Connecticut in the county of New London. Subase NLON provides a robust and multi-faceted Base Operations Support infrastructure for the operating forces of the Navy, naval organizations, and tenant commands. Subase NLON assesses and improves the installation management functions while supporting the diverse requirements of its tenant commands by providing facilities and organizational structure that are essential in successfully accomplishing their mission and objectives.
Naval Submarine Base New London ensures and enhances national security by providing the facilities, delivering the services, and creating the environment for the Fleet, Fighter, and Family to deploy combat-ready submarines and their crews and train professional submariners.
2.0 SCOPE
The purpose of this contract is to provide a Base Guide, Distinguished Visitor Guide, Base Map, and CD-ROM
Guide for Naval Submarine Base New London, Groton, CT at NO COST TO THE GOVERNMENT. The term of the agreement will be for a base period of one (1) year with options for four (4) additional years. The exercise of the option is the exclusive right of the Government.
All four publications will be civilian enterprise products published once every year to provide newly reporting personnel of Subase NLON and its tenant naval activities, information about the mission of their command;
command, installation or community services available; local geography and history; and related information.
3.0 GENERAL INFORMATION
Civilian Enterprise (CE) publications consist of DoD newspapers, guides, and installation maps. They support command internal communications. The Commanding Officer or Public Affairs Office provides oversight and final approval authority for the news, information, photographs, editorial and other materials to be used in the publications. Alteration of official photographic and video imagery will comply with DoD Directive 5040.02.
A Civilian Enterprise base guide and installation map may be published under written contract with a civilian concern exclusively in the interest of personnel at a particular installation at no cost to the United States
Government. CE publishers sell advertising to cover costs and secure earnings, print the publications, and may make all or part of the distribution. Neither appropriated nor non-appropriated funds shall be used to pay for any part of a CE publisher’s costs incurred in publishing a CE publication.

The vendor and any proposed subcontractor shall provide a list of most relevant contracts and/or subcontracts completed during the past three (3) years and all contracts and subcontracts currently in process which are relevant to the proposed effort. Contracts listed may include those entered into by the Federal Government, agencies of state and local governments, and commercial customers. These contracts should be similar in nature to the work required by the scope of work. Past performance information may also be obtained from evaluations prepared in accordance with FAR 42.15.
The vendor shall complete a “Past Performance Information Form” for each reference submitted. The form is an attachment to this RFQ. For additional information regarding a particular reference beyond that which will fit on the form, the vendor may continue onto another sheet of paper. Performance will be used for both responsibility determinations and as an evaluation factor to assure best value to the Government.
In addition to the information requested above, vendors shall contact their past performance references and request that each reference complete the attached “Past Performance Report Form” and e-mail the completed survey form directly to Mindy Morris at mindy.morris@navy.mil by the DUE DATE OF THIS RFQ. The Government reserves the right to consider past performance report forms received after the due date of the RFQ and to contact references for verification or additional information.
NOTE: An “Unacceptable” rating of any subfactor will make the overall rating for that factor “Unacceptable.”
QUESTIONS CONCERNING THE SOLICITATION – If a vendor has any questions concerning this solicitation, it is recommended that they be submitted in writing no later than two (2) calendar days prior to the closing date of the solicitation to: Mindy Morris at mindy.morris@navy.mil. Questions received after the recommended deadline will not receive a response.
ALL PAGES OF THE VENDOR’S QUOTE SHALL STATE “SOURCE SELECTION INFORMATION
IAW FAR PART 2.101 AND 3.104”
EVALUATION CRITERIA
EVALUATION--COMMERCIAL ITEMS
A. The Government will award a contract resulting from this solicitation to the responsible vendor whose offer conforming to the solicitation will be most advantageous to the Government. Each vendor’s quote will be evaluated and ranked using the criteria listed in the clause entitled “Submissions Required for Evaluation.” Each member of the technical panel will independently review each quote and assign an appropriate number of points to each factor being considered. Point scores for each factor will range from”0” to “5” based on the panel members’ evaluation of the quote. Points will then be assigned to the final score of each factor in a quote as determined by multiplying the score assigned by the relative weight of the individual criterion, as indicated above. The following factors shall be used to evaluate offers and are listed in the order of their relative importance:
Factor Criteria Relative Weight Maximum Points
1 Services and/or Items Offered 40% 200
2 Technical and Production Capability 30% 150
3 Management Approach 20% 100
4 Past Performance Record 10% 50
Weighting Factors. Points will be assigned to the final score of each factor in a quote as determined by multiplying the score assigned (e.g., "0," "1," "2," "3," ,"4”, or “5”) by the relative weight of the individual criterion as indicated:
(EXAMPLE ONLY):
CRITERION 1 - Score 5 (5 x 40) Total Points 200
CRITERION 2 - Score 4 (4 x 30) Total Points 120
CRITERION 3 - Score 3 (3 x 20) Total Points 60
CRITERION 4 - Score 2 (2 x 10) Total Points 20
Total: 400
B. The above factors will be given a rating based on a review by the technical evaluation panel. The ratings are described as follows:
Services and/or
Items Offered
Scores will range from "0"(unacceptable) to "5" (the offer of equipment, such as automation equipment; or services, such as editorial or photographic services, as set forth in the contract solicitation that will greatly enhance the publication and/or its production). Factors that will be considered are addressed in Section B titled Services and/or Items Offered. The offer of equipment or services not specifically related to producing the publication will not result in the assignment of a higher score.
Technical and
Production
Capability
Scores will range from "0" (unacceptable) to "5" (exhibits state-of-the-art, award winning or clearly superior technical ability to produce the required guide, directory, and installation map).
Factors that will be considered are addressed in Section C titled Technical and Production
Capability.
Management
Approach
Scores will range from "0" (approach unacceptable) to "5" (quote demonstrates a sound and innovative approach to interfacing with the Public Affairs office and managing the CE publication operation). Factors that will be considered are addressed in Section D titled
Management Approach.
Past Performance
Record
Scores will range from "0" (no experience in guide or installation map publishing and/or
Unsatisfactory previous performance) to "5" (long-term, highly successful experience publishing similar guides or installation maps). Factors that will be considered are addressed in Section E titled Past Performance Record.
C. Options: Evaluation of options shall not obligate the Government to exercise the option(s).
D. A price quote is not required. Therefore, price is not a factor in reference to the above factors. This is a no cost quote. The publisher sells advertising to cover costs and secure earnings. The right to circulate the advertising in these publications to the DoD readership constitutes contractual consideration to pay for these DoD
Publications. Therefore, price is not a factor in this evaluation.
E. Report of Findings and Recommendations. After the Source Selection Advisory Committee (SSAC) has completed final evaluation of the quotes and all weighting has been completed, the committee will prepare a written report of its findings and recommendations, setting forth the consensus of the committee and its composite. The
Chairperson will sign the report to confirm its accuracy and his agreement with the recommendation. All copies of quotes and evaluation worksheets will be returned to the Contracting Officer.
F. A written notice of award or acceptance of an offer, mailed or otherwise furnished, to the successful vendor within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The rights and remedies of the Government in this clause are in addition to any other rights and remedies provided by law or under this contract.

CLAUSES INCORPORATED BY FULL TEXT
52.212-4 CONTRACT TERMS AND CONDITIONS-- COMMERCIAL ITEMS (OCT 2018)
(a) Inspection/Acceptance. The Contractor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its post-acceptance rights (1) within a reasonable time after the defect was discovered or should have been discovered; and
(2) before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.
(b) Assignment. The Contractor or its assignee may assign its rights to receive payment due as a result of performance of this contract to a bank, trust company, or other financing institution, including any Federal lending agency in accordance with the Assignment of Claims Act (31 U.S.C. 3727). However, when a third party makes payment (e.g., use of the Governmentwide commercial purchase card), the Contractor may not assign its rights to receive payment under this contract.
(c) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties.
(d) Disputes. This contract is subject to 41 U.S.C. chapter 71, Contract Disputes'', as amended (41 U.S.C. 601-613).
Failure of the parties to this contract to reach agreement on any request for equitable adjustment, claim, appeal or action arising under or relating to this contract shall be a dispute to be resolved in accordance with the clause at FAR
52.233-1, Disputes, which is incorporated herein by reference. The Contractor shall proceed diligently with performance of this contract, pending final resolution of any dispute arising under the contract.
(e) Definitions. The clause at FAR 52.202-1, Definitions, is incorporated herein by reference.
(f) Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence such as, acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the
Contracting Officer in writing as soon as it is reasonably possible after the commencement or any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence.
(g) Invoice.

(i) Name and address of the Contractor;
(ii) Invoice date and number;
(iii) Contract number, line item number and, if applicable, the order number;
(iv) Description, quantity, unit of measure, unit price and extended price of the items delivered;
(v) Shipping number and date of shipment, including the bill of lading number and weight of shipment if shipped on
Government bill of lading;
(vi) Terms of any discount for prompt payment offered;
(vii) Name and address of official to whom payment is to be sent;
(viii) Name, title, and phone number of person to notify in event of defective invoice; and
(ix) Taxpayer Identification Number (TIN). The Contractor shall include its TIN on the invoice only if required elsewhere in this contract.
(x) Electronic funds transfer (EFT) banking information.
(A) The Contractor shall include EFT banking information on the invoice only if required elsewhere in this contract.
(B) If EFT banking information is not required to be on the invoice, in order for the invoice to be a proper invoice, the Contractor shall have submitted correct EFT banking information in accordance with the applicable solicitation provision, contract clause (e.g., 52.232-33, Payment by Electronic Funds Transfer—System for Award
Management, or 52.232-34, Payment by Electronic
Funds Transfer--Other Than System for Award Management), or applicable agency procedures.
(C) EFT banking information is not required if the Government waived the requirement to pay by EFT.
(2) Invoices will be handled in accordance with the Prompt Payment Act (31 U.S.C. 3903) and Office of
Management and Budget (OMB) prompt payment regulations at 5 CFR part 1315.
(h) Patent indemnity. The Contractor shall indemnify the Government and its officers, employees and agents against liability, including costs, for actual or alleged direct or contributory infringement of, or inducement to infringe, any
United States or foreign patent, trademark or copyright, arising out of the performance of this contract, provided the
Contractor is reasonably notified of such claims and proceedings.

(C) Affected line item or subline item, if applicable; and
(D) Contractor point of contact.
(ii) Provide a copy of the remittance and supporting documentation to the Contracting Officer.
(6) Interest.
(i) All amounts that become payable by the Contractor to the Government under this contract shall bear simple interest from the date due until paid unless paid within 30 days of becoming due. The interest rate shall be the interest rate established by the Secretary of the Treasury as provided in 41 U.S.C.
7109, which is applicable to the period in which the amount becomes due, as provided in (i)(6)(v) of this clause, and then at the rate applicable for each six-month period as fixed by the Secretary until the amount is paid.

(C) The Contractor requests a deferment of collection on a debt previously demanded by the Contracting Officer
(see 32.607-2).
(iv) If a demand for payment was previously issued for the debt, the demand for payment included in the final decision shall identify the same due date as the original demand for payment.
(v) Amounts shall be due at the earliest of the following dates:
