Answers to questions received
1. If the Chaplain's religious affiliation prevents them from working with or teaching non-heterosexual individuals or same sex couples, will they be excused from the CREDO responsibilities during that event?
ANSWER - Contractors are required to perform all elements of the Statement of Work (SOW). The ability and willingness to perform the SOW, even to non-heterosexual individuals or same sex couples is required.
2. If not, will the customer remove the requirement for a Master's of Divinity degree and military chaplain experience?
ANSWER - The requirement for a Master's of Divinity will not be removed. The SOW already provides for alternatives to military chaplaincy (e.g., hospital, prison, hospice chaplaincies, or experience as a military family member).
3. Given that this requirement is for work with the Chaplain's both on and off the installation, does NDAA 2016 Section 898 apply? If so, the small business set aside does not apply. Will another amendment be posted for full and open competition to include non-profits?
NATIONAL DEFENSE AUTHORIZATION ACT FOR FISCAL YEAR 2016
-SEC. 898. COMPETITION FOR RELIGIOUS SERVICES CONTRACTS.
The Department of Defense may not preclude a non-profit organization from competing for a contract for religious related services on a United States military installation.
ANSWER -Please see clause 252.219-7012, included in the solicitation by reference.
4. Are the travel CLINS not to exceed CLINS? If so, what is the not to exceed pricing?
ANSWER - Known travel should be included in the Firm Fixed Price CLIN. Other travel as required during performance of the contract is subject to pre-approval and will be executed via a subsequent contract modification.
Please remember to fill out all pricing CLINS as well as the travel CLINS.
