SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM

The required response date/time has changed from 10-May-2018 12:00 PM to 25-May-2018 12:00 PM.

The following have been added by full text:

RFP QUESTIONS AND ANSWERS

Part I - Changes to the PWS Summary of the PWS changes. See Section C.

NOTE: Any discrepancy between this information and the PWS, the PWS in Section C takes precedence.

5.1.2 - Revised Added Appendix List

Part II - Questions for LaMoure RFP:

Part II of this amendment provides a list of questions and comments received in response to this solicitation. The question and comments are provided for all potential offerors to review. All available, necessary information and any necessary changes to the solicitation, resulting from consideration of these questions, has been incorporated into the revised PWS or appropriate attachments listed in Part I of this amendment.

Question #1 Will the Government provide the appendices mentioned in the PWS?

Answer See Part J of this amendment

Question #2 Will the Government continue to provide GFE of an operable heavy-duty tractor for lawn maintenance, road maintenance, and snow removal?

Answer See Part J of this amendment

Question #3 If the answer to the previous question is no, will the contractor be responsible for pricing a heavy-duty tractor - with the necessary lawn-mowing blade, forklift, snow-blower, plow, and bucket - into their bid?

Answer N/A

Question #4 Will the Government be conducting a site visit for potential bidders? We did not see any mention of a site visit in the solicitation documents.

Answer There will be no site visits

Question #5 In PWS Section 4.1.8 Watch Section/Shift it states, “Watch Section/shift personnel shall be composed of a minimum of two technicians, one of which must remain in the control room area at all times”. Does the government require two personnel to be on site 24/7/365? Is this requirement currently in-place today with the incumbent contractor or is this a new requirement?

Answer The solicitation is clear.

Question #6 PWS Section 5.4.1 states “Communications/electronics equipment listed in Appendix I shall be maintained in accordance with the schedules, requirements and procedures of individual equipment Maintenance Requirement Cards (MRCs) as listed on each Maintenance Index Page (MIP) in Appendix II. MRCs will be provided by the Government and updated by the Contractor as required”. A review of the RFP posting revealed Appendix II was not provided. Given the essential nature of both MIPS and MRC’s for maintenance planning and estimating, will the government provide copies of all MIPS and MRC’s so that actual preventive maintenance hours can be determined prior to bidding.

Answer The solicitation is clear

Question #7 PWS Section 5.11.4 states “The Contractor shall perform all planned and corrective maintenance for all facilities/buildings and associated equipment listed in Appendix I. A review of the RFP posting revealed Appendix I was not provided. Given the essential nature of facilities/building maintenance for planning and estimating, will the government provide copies of all MIPS and MRC’s so that actual planned maintenance hours can be determined prior to bidding.

Answer See Part J of this amendment

Question #8 Para 5.13 states “ The Contractor shall perform mowing and seeding within the boundaries of the site IAW the facilities maintenance plan in Appendix II. A review of the RFP posting revealed Appendix II was not provided. Will the government provide copies of Appendix II so that actual hours can be determined prior to bidding.

Answer See Part J of this amendment

Question #9 The previous solicitation allowed for 26 pages in the non-price proposal. The current solicitation allows for 15 pages. Would the Government revise the non-price proposal page count to 26 pages?

Answer The solicitation is clear.

Question #10 The current CLIN structure does not allow for transition costs to be broken out from the overall evaluated price. This approach gives the incumbent and unfair advantage as they will not have transitions costs. Would the Government add a transition CLIN to the Base Year to allow all potential bidders to bid transition costs that would be excluded from the overall evaluated price?

Answer The solicitation is clear.

Question #11 PWS 3.1.7 States “ The transmitter facility is supplied with water from drilled potable water well. Historically, the water has tested safe for human consumption by the state of North Dakota. However, the water does give off an unpleasant smell and appearance at times. The Contractor may want to consider purchasing bottled water to meet Lamoure staff drinking needs”. Would the Government provide historical cost information for this over the past three years?

Answer The solicitation is clear.

Question #12 PWS 3.3 States “The Contractor shall designate CSWF personnel in writing to perform all computer security and network administration functions, including but not limited to; information security, account and network administration, training, physical security, audits, anti-virus, risk management, accreditation packages, configuration management, planning, online compliance reporting (OCRS), system compliance scans and incident reporting”. Given the transition form DIACAP to RMF, can the Government confirm the Contractor Designated IAM would be working in a support role relative to accreditation packages providing necessary information and working with the IAM’s at NCTAMS PAC to obtain the ATO? Can the government provide the dates the current ATO’s expire and were any of them done under the new RMF process?

Answer The solicitation is clear

Question #13 “5.25.2 Permits and Certificates. The contractor shall obtain all necessary permits and sign the permits as operators unless otherwise directed by the Government.” Are the costs associated with filing the required permits/certificates reimbursable under the repair and maintenance CLIN? If not, would the Government provide the historical information relative to cost and frequency for permits currently in place?

Answer The solicitation is clear

Question #14 The solicitation asked for the offeror to address all Maintenance Requirement Cards (MRCs) as listed on each Maintenance Index Page (MIP) found in Appendix II and a plan to perform corrective maintenance for all facilities/buildings and associated equipment listed in Appendix I . The documents needed to address these elements are missing from the solicitation and have been requested in previous questions. Without these documents the incumbent has an unfair advantage. Will the Government extend the due date to May 25th in order to review the requested information and give time for an adequate response in our proposal?

Answer See Part A of this amendment

Question #15 Section M, Para (2) (pg 41) says “(2) The non-price proposal will be considered more important than the price proposal. The non-price factors are as follows:

· Performance Approach

· Past Performance

Para (3) (pg 41) says (3) “In determining the rating for the Past Performance evaluation…” Para 2 (pg 42) says “For all non-price factors (other than Past Performance), an offeror’s proposal must be determined to be Acceptable or better in order to be eligible for award.” How will Past performance be evaluated? What ratings are being contemplated?

Answer The solicitation is clear

Question #16 Section M, Para 3 (pg 42) says “The Government reserves the right to award the contract to other than the lowest priced offeror.” Para 4 (pg 42) says “The method of evaluation used by the Contracting Officer is solely within the discretion of the of the Contracting officer.” We acknowledge your discretion, but want to understand how you are making the trades to award to other than the lowest price. How will the government determine and measure the criteria for awarding to other than the lowest price offeror?

Answer The solicitation is clear.

Question #17 Section M, Para 1, pg 41, the last sentence in para 1 reads, “Prices will be evaluated on the basis of price reasonableness.” There is no mention of price realism analysis. A price realism analysis is crucial to ensuring quality bids are received. Will the Government be conducting price realism assessment?

Answer The solicitation is clear.

Question #18 The incumbent has capital equipment (trucks, etc.) as well as fees and licenses (environmental) that has already been amortized/reimbursed by the Government during the current contract. This provides the incumbent with a notable advantage in pricing the follow-on work. How will the Government ensure an unbiased evaluation of price as it relates to transition and one-time implementation costs? Will the Government include a Cost-reimbursable CLIN for transition and one-time implementation costs?

Answer The solicitation is clear

Question #19 In the Attachment III Past Performance Information Form, in the box for Customer Name & Location, will the Government confirm that “Customer” in this context is a reference to the relevant Contracting Office?

Answer The solicitation is clear

Question #20 In the Attachment III Past Performance Information Form, in the box for Customer Point of Contact, will the Government confirm that “Customer” in this context is a reference to the relevant Contracting Officer’s Representative?

Answer The solicitation is clear

Question #21 In the Attachment III Past Performance Information Form, in the box to provide “Total Dollar amount” for each calendar year, will the Government confirm that it does not want revenue dollars but instead desires funding values?

Answer The solicitation is clear
