Questions & Answers for Solicitation N0018918R0004

1. Referenced Collective Bargaining Agreement (CBA) between Atmospheric Technology Services Company and the Professional Air Traffic Controllers Organization, effective 4/1/2017. The directions in the CBA summary require payment of wages and fringe benefits as set forth in the agreement. However, the information provided has not information to fringe benefits other than Health and Welfare. Question: Is there a document available that delineates all fringe benefits provided under the agreement?

Answer: Please see Amendment 1 which contains the CBA in its entirety.

2. For clarity in the Table of Content referring to Annex A page numbering for the references 8 and 9 are listed in reverse order. (i.e., Annex 8 is actually San Nicholas Island, California, while Annex 9 is Naval Base Ventura County Point Mugu, California).

Answer: Please see Amendment 1 which corrects this administrative error.

3. All collective bargaining agreements provided are presently due to expire 3/31/2018. Are negotiations ongoing to extend these agreements until or beyond the projected delivery start date of 1 September 2018 CLIN 0001 or award date?

Answer: The solicitation and resulting proposals are to be based on the current CBA. Any updates will be processing in accordance with FAR part 22.

4. At the bottom of the page you have the following “** Offerors are to submit one master CD ROM with no less than four (4) separate files for each of the following: Key Personnel, Technical Approach, Past Performance, and Price”. What should be included in the Key Personnel file?

Answer: Please see Amendment 1 which corrects this administrative error.

5. There are two referenced FAR clauses that have been checked as applicable to this solicitation. However, both clauses conflict with the implement Executive Order 13673 which was revoked by Presidential Executive Order on March 27, 2017, on the Revocation of Federal Contracting Executive Orders. Since these clauses no longer apply, we request that they be deleted or at least unchecked as applicable to this procurement.

Answer: In accordance with Federal Register 51773, posted 8 November 2017, FAR 52.222.59 and 52.222-60 will be removed from the solicitation.

6. When was the number of locations changed from 21 to 24?

Answer: The Government does not understand this question.

7. What is black out on the CBAs Attachment 8?

Answer: The blacked out areas are signatures to protect the identities of those that signed the agreement.

8. Requesting the due date of the RFP be extended to November 29, 2017 due to the Thanksgiving holiday and risk of shipping couriers.

Answer: It is not the intent of the Government to extend the due date of the solicitation.

9. Is Sub-Factor I and II and Factor II all in Volume I? If so does the Government intend to have only one original and 3 copies for only Volume I instead of one original and 3 copies of each Sub-Factor I and II and Factor II?

Answer: As stated on page 137, the Government requires 1 original and 3 copies of Sub-Factor I and II and Factor II.

10. On page 137 at the bottom the Government request key personnel, Technical approach and Past performance and Price be put on one master CD ROM. Can you identify what the Governments definition of key personnel is and do you want in addition a master CD ROM of Volume I and II?

Answer: Please see Question 4.

11. Can the Government provide wage and H&W rates for Weather Observers and Forecasters for the Guantanamo, Cuba location?

Answer: Guantanamo Bay is not covered by the Service Contract Labor Standards nor the Collective Bargaining Agreement.

12. The CBA agreement has been redacted thus the information for the hours of vacation, holidays and sick were not included in the solicitation. Is it the Government intent for all offerors to use 120 hours for vacation, 88 hours for holidays and 56 hours for sick leave?

Answer: Please see Question 1.

13. On page 27 of the solicitation it states: "The contractor shall perform surface observation services during the following field hours: 0700 - 2230 Monday-Thursday; Friday 0700 - 1800 during daylight savings time (PDT).0700 – 2300 Monday-Friday during standard time (PST). Closed Saturday, Sunday and most Federal Holidays as stated in Section 3.6.2"....and does not specifically spell out forecasting service hours. Does the portion that reads:"0700 – 2300 Monday-Friday during standard time (PST).Closed Saturday, Sunday and most Federal Holidays as stated in Section 3.6.2"...apply to forecaster services?

Answer: This location does not require forecaster services. The times of 0700-2300 are for Pacfic Standard Time vice Pacific Daylight Savings Time.

14. The Attachment 8- CBA appears to lack information on vacation pay, night and Sunday differential or personal days. It appears that this information was redacted. Can NAVSUP please provide these negotiated values as they are essential to response to Pricing?
